机动车驾驶培训与道路交通安全国际论坛”是具有非官方性质的各国机动车驾驶培训机构业务交流的一次盛会，是国际性相互交流经验、沟通感情的学术性活动。

机动车驾驶培训与道路交通安全国际论坛已经连续举办两届，首届论坛以“责任与安全”为主题和第二届论坛以“质量与安全”为主题，邀请了德、英、美等世界各国和地区的驾驶培训机构、行业监管机构参加，论坛内容充实而精彩，在全行业引起了广泛的反响。

今年“第三届机动车驾驶培训与道路交通安全国际论坛”邀请了法国、比利时、韩国等国家和地区的交通管理部门负责人和行业专家参加，希望为驾培行业健康、有序、高质量的发展提供更多交流和沟通的机会。现将部分主旨嘉宾及议题进行预告，一起来先睹为快吧！

Wouter Van den Berghe

（奥特·范登博格）

Wouter Van den Berghe（奥特·范登博格）来自比利时，1977 年至1982 年在根特大学获得电子工程、 机电工程双硕士学位， 2012年-2015年在伦敦大学学院获得道路安全博士学位，研究解决道路安全方面 的政策难题。

2017年9月至今在比利时道路安全研究所任研究总监，负责规划比利时道路安全研究所的研究方向。管 理25人的国际研究团队，主要工作为从各方面开展道路安全研究。团队研究项目主要研究方法为：政策 法规文本研究，统计数据分析及建模，实地问卷调查，网络问卷调查，驾驶模拟系统及准实验设计等。 研究的主要目的为制作面向公众的研究报告，从而为政策制定提供意见，以及为公众提供关于道路安全 问题的参考意见。经常参与跨国研究项目，比SafetyCube, ESRA, Skillful 和 MyLAC等。

比利时道路安全研究所管理委员会成员，并且代表比利时道路安全研究所多次出席比利时国内和国际的 活动：如FERSI（欧洲道路安全研究组织论坛），ETRA，IGLAD等。研究机构人道主义联合会成员，积 极参与人-车关系方面的研究。负责为世界卫生组织统筹和提供比利时的道路安全数据。

摘要：介绍比利时的基本情况，和比利时国家道路安全研究所及其在促进比利时道路安全方面的主要工 作。重点介绍ESRA国际道路安全研究项目，展示该项目的研究成果，并希望中国加入ESRA国际项目。

——Wouter Van den Berghe

Mr. Wouter Van den Berghe is from Belgium.He acquired a Masters Degree in Electronics Engineering and a MastersDegree in Electrical and Mechanical Engineering in Ghent Univeristy from1977 to 1982, and a Doctorate Degree in Road Safety with his research inpolicies from 2012 to 2015.

From September, 2015, he has been ResearchDirector and head of the Knowledge Centre of Vias institute (formerBelgian Road Safety Institute), managing a multidisciplinary and multilingualteam of 25 researchers and analysts who undertake studies and researchprojects in many different areas of road safety. Methods used in theseprojects include literature surveys, statistical analyses and modelling,road side surveys, online surveys, driving simulator projects and experimentaldesigns.Most research projects lead to public reports and are meant to underpinpolicy advice and/or public communication concerning road safety issues.He has involved in international projects such asSafetyCube, ESRA, Skillful andMyLAC.

Mr. Van den Berghe is a member of themanagement board of the Belgian Road Safety Institute and has representedthe Institute and Belgium in several national and international bodiessuch asFERSI, ETRA and IGLAD. He is also President of the HUMANIST federation of researchinstitutes active in the field of human-vehicle interaction. In addition,he is Belgian road safety data coordinator for the WHO.

Speech Topic: Understanding the attitudes of drivers

Abstract: Van den Berghe providesbasic facts about Belgium and introduces the Vias institute andits activities in relation to improving road safety in Belgium. He alsointroduces ESRA, a global initiative on road safety, and then presents aselection of its results. He also expresses his hope at the end that Chinawill participate in ESRA.

Bernard Martinage（贝尔纳马赫蒂纳日）来自法国，1967-1974年在法国国防部工作：曾任军备项目 主任工程师，负责PLUTON核导弹信息化项目。1974-1981年在法国内政部工作：曾任国家警察总部信 息技术司副司长。 1982年离开公职后，开设以自己姓名命名的顾问公司，负责工程师、建筑师的培训。

2009年至今，担任法国综合理工学校校友会执行官。

Born inFrance, Mr. Bernard Martinage usedto work in the French Ministry of NationalDefense from 1967 to 1974 asDirector of Engineering of armament programsand was responsible forthe information-based PLUTON nuclear missileprogram. From 1974 to 1981,be worked at the French Interior Ministry asDeputy Director of theDepartment of Information and Technology ofPolice Nationale headquarters.Since he left office in 1982, he set up hisown consulting company,providing training services for engineers andarchitects.

From2009, he has been the ExecutiveOfficer of the Alumni Association of écolePolytechnique.

Duringhis work in the Interior Ministry,Mr. Martinage was responsible for two aspectsof road safety, namely thedevelopment programs of driver’s behavior andthe development programs ofvehicle behaviors. On driver’s behaviors, hefocused on the database forcredit deduction of traffic infractions and thetraffic tickets in Paris.On vehicle behaviors, he worked on the catalogue ofstolen vehicles,databasefor vehicle license and national vehicle database.

Huh Eok（许亿）来自韩国，毕业于韩国嘉泉大学，2014至今担任公共安全管理专业首席教授，进行事 故案例分析、演讲和安全咨询，曾在印度尼西亚的日惹，开展预防儿童交通事故的活动。目前，在嘉泉 大学安全教育培训学院，还担任主管和安全培训讲师。

2004至今在韩国国土交通部担任委员和安全顾问，并从2013开始在韩国国土交通部NGO交通政策顾问。

2009至今任儿童安全学校代表，开展各项预防儿童安全事故的活动。2017至今在国民议会儿童安全论 坛，担任秘书长执行儿童安全法、制度、预算、强化项目。

2008至今在韩国国务总理室交通安全委员会担任委员会委员和安全顾问。2013至今在韩国行政安全部 担任顾问。

演讲主题： 《韩国加强驾校作用，减少50%交通事故死亡率》

摘要：减少死亡率是韩国政府持续的任务，文在寅总统曾提出要在五年之内，将交通死亡率人数减少 50%。为此，从政府机关到民间，都制定和正在实施一系列的举措。其中最重要的是加强“驾驶安全学校作用”。通过强化驾驶学习的时长和难度，加强对违法交通参与者的再教育，还有就是对于老龄驾驶者的检验和教育。为了减少50%的目标，从国民角度，从政策角度，从动员活动的角度，韩国政府制定了全面的方案。

——Huh Eok

Mr. Huh Eok is from Korea and is a graduate of Gachon University, Korea. Since 2014, he has been the chief professor in public safety management. He provides analysis for accidents, gives speeches and offers safety consultations. In Yogyakarta, Indonesia, he organized an activity to protect children from traffic accidents. He is also the manager and a lecturer of safety training in Gachon University.

He has been a member of and a safety advisor to the the Ministry of Land, Infrastructure and Transport of Korea since 2004. In addition, he has been an advisor in traffic policies to a NGO of MOLIT.

From 2009, he has been the representative of a child safety school dedicated to the prevention ofsafety accidents involving children. From 2017, he has been Secretary of the forum for children’s safety of Citizens’ Coalition for Safety.

From 2008, he has been serving as a member of and safety advisor to the Traffic Safety Committee of MOLIT. From 2013, he has been an advisor to the Ministry of Security and Public Administration(MOSPA).

Speech Topic:A 50% Reduction in Road Traffic Deaths by Strengthening the Role of Driving Schools in Korea

Abstract:Reducing the road traffic death rate remains on the Korean government’s agenda.President Mun Jae-In proposed that within five years, the number of deaths should be further reduced by 50%. Therefore, from the government to the civil society, a series of measures were formulated and implemented. The most important thing was to “strengthen the role of driving

schools in safe driving” through longer time and higher requirement on driving training, better retraining of traffic laws violators and examination and training of older drivers. To achieve the goal of an 50% drop, the Korean government has laid out comprehensive plans for the citizens in the form of policies and campaigns.
