英国上议院是英国议会的两院之一,议员包括王室后裔、世袭贵族、终身贵族、上诉法院法官和教会大主教及主教。
教会的大主教和主教即为“灵职议员”,王室后裔、世袭贵族、终身贵族、上诉法院法官即为“俗职议员”。

The Lords' day starts with a procession overseen by one of the House's senior officials known as Black Rod.

It's a tradition that dates back to 1605 when Guy Fawkes tried to blow up the House of Lords. They have made their report to Black Rod that the basements are now clear for Her Majesty to attend.

The symbolism of him tapping on the door and them slamming it in his face is what our Constitution is all about. The supremacy of the Commons not having to obey the sovereign, or the Lords.
