当地时间11月4日晚,英国下议院选举出新一任议长,林赛·霍伊尔 Lindsay Hoyle在最终一轮的投票中胜出,他将接替10月31日卸任的“网红”议长约翰·伯科。

在最后一轮投票结束后,林赛·霍伊尔以325票比231票击败了竞争对手克里斯·布莱恩特 Chris Bryant。林赛表示,他将会做一名保持“中立”的议长。

林赛·霍伊尔爵士,1957年6月10日生,以前的党籍是工党。自1997年开始,他担任乔利选区选出的英国下议院议员。2010年获选该院副议长,再于2019年获选议长,并因而脱离工党。

540 ballots were cast, some other pressing engagements have taken people away. The number of votes cast for each candidate was as follows:

Two ballots were spoilt. Sir Lindsay Hoyle has obviously secured more than 50% of the ballots cast. The Question is that Sir Lindsay Hoyle takes the Chair of this House as Speaker. As many as are of that opinion say Aye.

Of course, it is about the campaign as I've discussed, and it's about the challenges ahead for me and this Chamber.I stand by what I've said and I stand firmthat I hope this House will be once again a great, respected House,not just in here but aross the world,that once again it's the envy (of the world).We've got to make sure that that tarnish is polished away,the respect and tolerance we expect from everyone who works here will be shown,and we'll keep that in order.

I wish she had been here.We all miss her,as a family, and none more so than her mum Miriam.I've got to say that she was everything to all of us.She will always be missed but she will always be in our thoughts.

I want to hope to show that the experience I've shown previously will continue. As I've promised, I will be neutral. I will be transparent.I think this House we can do more to ensure that that transparency continues,no more so than I believe of the Commission.I've never served on the Commission,I've never even seen the minutes of the Commission,so I do believe there is a little bit of transparency once again.

Where is he?There he is!I pay renewed tributes to my right hon. and learned Friend,who outranks just about every Member not just inlength of service but also in distinction.Mr Speaker, he's held six Cabinet posts, including two offices of state.And his Hush Puppies havebeen found propped up on the desk of ministerial offices in four separate decades.

I observe that you have prevailed over an extremely strong field,and that every other candidate earlier on spoke forcefully and well.And I'm not going to presume, Mr Speaker, to identify exactlywhat characteristics other Members of this Housesaw in you when they elected you just now,but speaking for myself, after long and happy years of dealing with you,I think I know what it is

And let me say whenever any of us is preparing to speak in this Chamber, we all know that there is a momentbetween standing up and when the Speaker calls you,when your heart is in your mouth and in that moment of anxietyabout whether you are going to make a fool of yourselves, and, indeed, at the moment when we sit down amid deafening silence,the kindliness of the Speaker is absolutely critical toour confidence and the way we behave.

And Mr Speaker, over the years, I have observed that you have many good qualities. And I'm sure that you will stick up for Back Benchersin the way that you have proposed,and I'm sure you will adhere to a strict Newtonian concept of time in PMQs.But I believe... "Newtonian",you will also bring your signature kindness and reasonableness to our proceedings,and thereby to help to bring us together as a Parliament and as a democracy.

Can I join others in offering my congratulations to you on winning the election,and thank Father of the House for conducting the election in the way that he did?But also congratulations and commiserations to the other candidateswho didn't succeed in getting elected,but nevertheless made sure we had a good campaignand serious debate all across the House.I think that was very very important.

We also are well aware of your abilities at chairing the House, because we've been through Finance Bills and Budgets in whichyou are robust in ensuring that people stick to the point and the subject,which is some comrades in the House on my sideand other Members on the other side sometimes deviate from the subject in hand,unprecedented, I know, but there we are.

So I've been looking at a photograph of you at the weekend apparently...apparently watching the rugby world cup finalwhilst at the same time not watching the television. So the only conclusion that I can draw from this is thatyou literally do have eyes in the back of your head,because you were able to make some very wise comments aboutthe progress of the match that you were apparently not watching at the same time.So I think these qualities aloneequip you to be an absolutely brilliant Chair of this House.

As you've said and many know, the job of Speaker is not just a ceremonial one. It is about the rights of Back Benchers to be able to speak up,it is about the power of Parliament to hold the Government to account.That is the whole principle and point of a parliamentary democracy,that we have a strong Parliament that can hold the Executive to account,and I know that you will stand up for that principle,because that is what you believe in, it's absolutely at the heart of our political system.

正如您所说,各位都知道,议长之职绝不只是礼仪象征性的,而是要捍卫后排议员畅所欲言的权利,是要维护议会,向政府问责的权力。这才是议会民主的整体原则和关键所在。我们要维护强有力的议会,以向行政部门问责。我知道,您定会秉持这一原则,因为这是您的信仰所致,而这就是我们政治制度的核心。

I also know that you take the wellbeing of everybody who works in this building, and the wellbeing of Members, very very seriously,because this is a fevered and very imaginative place that we all work in.People are put under enormous stress,and sometimes people find themselves in a lonely and desperate place,both staff and Members of this House.I know you take your responsibilities in that area very very seriously,and I know you want to make thisan even more compassionate and humane place in which to work.
