新版镍币的酝酿1935年11月，国民党政府宣佈实行法币政策，禁止银元在市面流通。随后发行可在市场上流通的21种版别的镍币；但其实早在1935年初，民国政府已经委派美国费城造币厂铸造伍分，拾分，廿分的镍币每种11枚，送交国民政府呈递样品。国民政府时期制币事宜多与美国方面往来，如中央造币厂之筹建，开工后之管理等皆得力于美方。「船洋」模具自始至终，全数由费城造币厂供应。民国二十四年镍币试製亦由该厂为之，民国二十五年起由上海中央造币厂生产。1935年末，上海中央造币厂正式铸造镍币。
