RCEP包括20个章节，涵盖货物、服务、投资等全面的市场准入承诺，是一份全面、现代、高质量、互惠的自贸协定。货物贸易整体自由化水平达到90%以上；服务贸易承诺显著高于原有的“10+1”自贸协定水平，投资采用负面清单模式做出市场开放承诺，规则领域纳入了较高水平的贸易便利化、知识产权、电子商务、竞争政策、政府采购等内容。RCEP协定还充分考虑了成员间经济规模和发展水平差异，专门设置了中小企业和经济技术合作等章节，以帮助发展中成员、特别是最不发达成员充分共享RCEP成果。
RCEP的签署标志着全球最大的自由贸易区成功启航，是东亚区域经济一体化新的里程碑。RCEP现有15个成员国总人口、经济体量、贸易总额均占全球总量约30%，意味着全球约三分之一的经济体量形成一体化大市场。这将有力支持自由贸易和多边贸易体制，促进国际抗疫合作，稳定区域产业链供应链，助推区域和世界经济恢复发展。

第一章 初始条款和一般定义
Article 1.1: Establishment of the Regional Comprehensive
Economic Partnership as a Free Trade Area
第一条 区域全面经济伙伴关系自由贸易区的建立本协定缔约方，在与《1994 年关税与贸易总协定》第二十四条和《服务贸易总协定》第五条相一致的基础上，特此依照本协定条款建立区域全面经济伙伴关系自由贸易区。
The Parties, consistent with Article XXIV of GATT 1994 and Article V of GATS, hereby establish the Regional Comprehensive Economic Partnership as a free trade area in accordance with the provisions of this Agreement.
第二条 一般定义
Article 1.2: General Definitions
就本协定而言，除非本协定另有规定：
For the purposes of this Agreement, unless otherwise provided in this Agreement:
（一）《反倾销协定》指《WTO 协定》附件 1A 所含《关
于实施 1994 年关税与贸易总协定第六条的协定》；
(a) AD Agreement means the Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994 in Annex 1A to the WTO Agreement;
（二）本协定指《区域全面经济伙伴关系协定》；
(b) Agreement means the Regional Comprehensive Economic Partnership Agreement;
（三）《农业协定》指《WTO 协定》附件1A所含《农
业协定》；
(c) Agreement on Agriculture means the Agreement on Agriculture in Annex 1A to the WTO Agreement;
（四）《海关估价协定》指《WTO协定》附件1A所含《关于实施1994年关税与贸易总协定第七条的协定》；
(d) Customs Valuation Agreement means the Agreement on Implementation of Article VII of the General Agreement on Tariffs and Trade 1994 in Annex 1A to the WTO Agreement;
（五）日指日历日，包括周末和节假日；
(e) days means calendar days, including weekends and holidays;

第二十章 最终条款
CHAPTER 20 FINAL PROVISIONS
第一条 附件、附录和脚注
Article 20.1: Annexes, Appendices, and Footnotes
本协定的附件、附录和脚注应当构成本协定不可分割的一部分。
The Annexes, Appendices, and footnotes to this Agreement shall constitute an integral part of this Agreement.
第二条 与其他协定的关系
Article 20.2: Relation to Other Agreements
一、认识到缔约方使本协定与其现行国际协定并存的意向，每一缔约方确认：
1. Recognising the Parties’ intention for this Agreement to coexist with their existing international agreements, each Party affirms:
（一）对于包括《WTO 协定》在内的所有缔约方均为缔约方的现行国际协定而言，其对于其他缔约方的现行权利和义务；以及
(a) in relation to existing international agreements to which all Parties are party, including the WTO Agreement, its existing rights and obligations with respect to the other Parties; and
（二）对于该缔约方和至少一个其他缔约方同为缔约方的现行国际协定而言，对该其他或多个缔约方的现行权利和义务，视具体情况而定。
(b) in relation to existing international agreements to which that Party and at least one other Party are party, its existing rights and obligations with respect to such other Party or Parties, as the case may be.
二、如一缔约方认为，本协定某个条款与该缔约方和至少一个其他缔约方同为缔约方的另一协定某个条款不一致，应请求，该另一协定相关缔约方应当进行磋商，以期达成双方满意的解决办法。本款不妨碍一缔约方在第十九章（争端解决）下的权利和义务。
2. If a Party considers that a provision of this Agreement is inconsistent with a provision of another agreement to which that Party and at least one other Party are party, upon request, the relevant Parties which are party to the other agreement shall consult with a view to reaching a mutually satisfactory solution. This paragraph shall be without prejudice to a Party’s rights and obligations under Chapter 19 (Dispute Settlement).
