1.1月28日召开的中共中央政治局会议指出，各地区各部门要从巩固党的执政基础和维护国家政权安全的高度，推进基层治理体系和治理能力现代化建设。会议强调，要加强党对基层治理的领导，提高基层治理效能。

2.把基层党组织建设成为宣传党的主张、贯彻党的决定、领导基层治理、团结动员群众、推动改革发展的坚强战斗堡垒。

3.加强社区治理体系建设，推动社会治理重心向基层下移，发挥社会组织作用，实现政府治理和社会调节、居民自治良性互动。

1.The Party's leadership of its grassroots organizations should be strengthened to increase its efficiency of governance, according to a meeting of the Political Bureau of the Communist Party of China Central Committee held on Jan 28. Modernization of the system and capacity for primary-level governance was highlighted at the meeting as important work concerning the Party's governance foundation and the security of State power .

2.Primary-level Party organizations should play a key role in publicizing the Party's propositions, implementing the Party's decisions , leading grassroots governance, uniting and mobilizing the people , and promoting reform and development.

3.We will strengthen the system for community governance , shift the focus of social governance to the community level, leverage the ro le of social organizations, and see that government's governance efforts on the one hand and society's self-regulation and residents' self-governance on the other reinforce each other.
