联合国启动“海洋十年”首批行动

两家中国领衔单位正式获批！

UNESCO launches first Ocean Decade Actions, and two Programmes from China have been officially endorsed!

在全球庆祝“世界海洋日”之际，联合国教科文组织政府间海洋学委员会宣布了“联合国海洋科学促进可持续发展国际十年（2021-2030）”（简称"海洋十年"）的首批正式行动。2020年1月，“海洋十年”向各方合作伙伴发出“十年计划行动呼吁”，得到了广泛回应。2021年6月3日，首次批准的“十年计划行动”成果公告，共计60多个倡议与计划获得认可。

这些海洋十年旗舰行动由来自科学、政府、民间社会、联合国机构、私营部门、慈善行业和国际组织的各类伙伴领导，具有广泛的地理覆盖面。其中，中国的两家国家重点实验室提交的行动计划正式获批，分别是由华东师范大学河口海岸学国家重点实验室发起的“大河三角洲计划”（Deltas associated with large rivers: Seeking solutions to the problem of sustainability）和由香港城市大学海洋污染国家重点实验室发起的“全球河口监测计划”（Global Estuaries Monitoring (GEM) Programme）。

正式行动是从数百项申请中遴选出的结果，它们的入选原因包括：其注重的解决方案和能力有助于促进和转化推动可持续发展的海洋知识；其应用创新的技术；其跨学科努力推动科学家和海洋知识使用者共同设计解决方案；其行动推崇包容，能赋权妇女、职业初期专业人员和土著知识持有者。

行动主题的多样性得到了充分体现：扩大深海研究和探索神秘的海洋暮色带（200-1000米深度）；开发知识和解决方案，以减少气候变化、生物多样性下降、水下噪音和污染等对海洋生态系统的多重压力；利用创新技术收集海洋状况数据，并利用这些数据做出海洋治理相关决定；以及改善鱼类种群可持续管理，提升其复原力。

海洋的文化价值是十年行动中的交叉主题，行动中包含了提高世界各地海洋素养的具体举措，以及为太平洋小岛屿发展中国家开发海洋知识和利益的具体内容。一系列能力建设行动将努力确保在今后十年内不让任何人掉队，相关倡议致力于在性别、世代和地域等方面提升海洋科学的包容性。

IMBeR’s Science Plan and Implementation Strategy (2016-2025) aligns very closely with the Decade’s Implementation Plan. All of the Decade’s Societal Outcomes map onto one or multiple of IMBeR’s Grand and Innovation Challenges. IMBeR commits to seeking Decade endorsement for at least one activity a year and has registered as a ‘partner’ within the Decade’s Ocean Science & Technology stakeholder group.

In the context of global celebrations for World Oceans Day, UNESCO’s Intergovernmental Oceanographic Commission announcedthe first actions endorsed as part of the United Nations Decade of Ocean Science for Sustainable Development, 2021-2030, Ocean Decade.

Led by diverse partners from science, government, civil society, United Nations agencies, the private sector, philanthropy and international organizations, these flagship Ocean Decade Actions are characterized by their wide geographical reach. Two Programmes from China have been officially endorsed as Decade Actions. They are "Deltas associated with large rivers: Seeking solutions to the problem of sustainability" led by theState Key Laboratory of Estuarine and Coastal Research (SKLEC), East China Normal University and "Global Estuaries Monitoring (GEM) Programme" led by theState Key Laboratory of Marine Pollution, City University of Hong Kong.

Subject to a competitive selection process among hundreds of applications, the endorsed Actions were selected for their focus on solutions and their ability to accelerate the generation and uptake of ocean knowledge for sustainable development; for their use of innovative technology; their transdisciplinary efforts to co-design solutions between scientists and users of ocean knowledge; and their respect for inclusivity, empowering women, early-career professionals and indigenous knowledge holders.

The thematic diversity of the endorsed Actions is reflected in initiatives to expand deep sea research and exploration of the little-known twilight zone of the ocean (from 200 to 1000m); develop knowledge and solutions to reduce multiple pressures on marine ecosystems including from climate change, biodiversity loss, underwater noise or pollution; use of innovative technology to collect data on the state of the ocean and apply that data to decisions about its management and improve fish stocks’ sustainable management and resilience.

The cultural value of the ocean is a cross cutting theme across many of the Decade Actions with specific initiatives to improve ocean literacy worldwide, and a specific workstream to unlock ocean knowledge and benefits for Pacific Small Island Developing States (SIDS). A range of other endorsed Ocean Decade Actions aims to ensure that no one is left behind over the next ten years with initiatives that boost inclusivity in ocean science around genders, generations and geographies.
