China will further release its state reserves of copper, aluminum and zinc to continue to ensure stable prices of commodities and ease cost pressure on firms, the country's top economic planner said Monday. The country has released the first batch of nonferrous metal reserves via public bidding in early July, with a total of 100,000 tons of metals auctioned among over 200 enterprises, said a spokesperson of the National Development and Reform Commission (NDRC) on a press conference.

He also reported that the NDRC approved 40 fixed-asset investment projects in the first half of the year. The projects, with a combined investment value of 246.4 billion yuan (about 38.1 billion U.S. dollars), cover areas including energy and water conservation.

The Ministry of Commerce announced this morning that, with the approval of the State Council, China will develop international consumption center cities in Shanghai, Beijing, Guangzhou, Tianjin, and Chongqing.

Carrie Lam, chief executive of the Hong Kong SAR, on Saturday slammed U.S. Secretary of State Antony Blinken's statement on the National Security Law, saying it contained sweeping and totally unsubstantiated remarks which represented blatant interventions into China's internal affairs.

Five new local cases were reported yesterday in Yunnan Province, four from Ruili, one from Longchuan County.

The Sinopharm COVID-19 vaccine was approved by the State Council for emergency use in children aged 3-17 last Friday. Many provinces in China have announced that they will start COVID-19 vaccination for people aged 12-17 soon, and most of them will start vaccination for people aged 15-17 and 12-14 in July and August respectively.

7月16日，经国务院联防联控机制有关部门组织论证，国药集团中国生物北京生物制品研究所新冠病毒灭活疫苗获批在3-17岁人群中紧急使用。中国新冠灭活疫苗正式获批在该年龄段开展紧急使用。多地均已明确将开展12-17岁未成年新冠疫苗接种，且大部分地区都将从7月开始为15-17岁人群接种、8月开始为12-14岁人群接种新冠疫苗。

Free Trade Zones (FTZs) have been facilitating China's higher level of opening-up. 21 pilot zones have been established since 2013, and 278 national-level institutional innovations were rolled out over 8 years, including shortened negative list for foreign investment, “single window” service for foreign trade, integration of customs clearance, and benchmarking international trade rules. Greater efforts will be made in the future to develop China’s FTZs, including giving greater autonomy to pilot zones, strengthen systemic integration of reform and innovation, coordinate openness with security, and summarize the experience, eventually copy and popularize it.

自由贸易区（FTZs）的建设促进了中国更高水平的开放。2013年至今，中国已设立21个自贸试验区，覆盖华东、华西、华南、华北和华中。8年来，推出278项国家级制度创新，包括缩短外商投资负面清单、外贸“单一窗口”服务、通关一体化、国际贸易规则对标等。未来中国自贸试验区建设将加大力度，包括给予自贸试验区更大自主权，加强改革创新的系统性融合，开放与安全相协调，总结经验，最终复制推广。

China registered a steady expansion in renewable energy capacity in the first half of the year. Wind farms saw capacity reach about 290 million kilowatts in the period, jumping 34.7 percent year on year, while the capacity of solar farms climbed 23.7 percent from a year ago to around 270 million kilowatts, data from the National Energy Administration (NEA) showed.

China’s real estate giant Evergrande Group said in a statement that it will sue the Yixing Branch of the China Guangfa Bank for the abuse of pre-litigation preservation, as the bank has filed to froze 132 million yuan of its Yixing subsidiary’s asset. Stocks related to Evergrande plunged today, with Evergrande Group closing 16 percent lower. Its subsidiaries Evergrande Vehicle, Hengteng Network and Evergrande Property all recorded double-digit losses in closing.

恒大集团19日发公告称，其江苏省公司旗下项目公司宜兴市恒誉置业有限公司与广发银行宜兴支行项目贷款1.32亿到期日为2022年3月27日。对于宜兴支行滥用诉讼前保全的行为，恒大将依法起诉。周一港股“恒大系”个股全线暴跌，中国恒大收跌超16%，恒大汽车跌19%，恒腾网络跌近12%，恒大物业跌超13%。

The China Development Bank has issued 10 billion yuan (about 1.55 billion U.S. dollars) of green finance bonds to global investors in an effort to support the ecological protection and high-quality development of the Yellow River basin. So far, the China Development Bank has floated 80 billion yuan of green bonds.

国家开发银行16日面向全球投资人成功发行首单100亿元“黄河流域生态保护和高质量发展”专题“债券通”绿色金融债券。截至目前，国家开发银行已累计发行人民币绿色债券800亿元。
