The Central Committee of the Communist Party of China and the State Council recently issued a five-year implementation outline for government construction under the rule of law. The outline proposed to strengthen and improve anti-monopoly and anti-unfair competition law enforcement and abolish regulations that hinder a unified market and fair competition, promoting an open and fair market system.

中共中央、国务院近日印发了《法治政府建设实施纲要(2021-2025年)》。《纲要》提出加强和改进反垄断与反不正当竞争执法。强化公平竞争审查制度刚性约束，及时清理废除妨碍统一市场和公平竞争的各种规定和做法，推动形成统一开放、竞争有序、制度完备、治理完善的高标准市场体系。

The China Banking and Insurance Regulatory Commission (CBIRC) ordered insurers to curb improper marketing and pricing practices and step up user privacy protection, the commission said Wednesday in a notice on carrying out rectification work for online insurance violations. Insurers were ordered to conduct self-checks, make immediate corrections and hold responsible personnel accountable. (Cr: Caixin)

8月11日，银保监会在行业内部发布了《关于开展互联网保险乱象专项整治工作的通知》，将针对四大乱象频发领域，重点整治销售误导、强制搭售、费用虚高、违规经营和用户信息泄漏等突出问题。《通知》要求各保险机构开展自查自纠，建立健全互联网保险运行机制和合规管理体系，定期评价信息化系统安全性和有效性，将合规要求内嵌于互联网保险业务操作流程。

Qingdao announced yesterday it will halt the centralized auction of 100 lots of land, joining numerous other cities including Shenzhen and Tianjin that have suspended or postponed land sales this year. Industry insiders believe the move is part of government efforts to tighten land auction rules to stabilize the market and avoid price surges.

8月11日，据青岛市自然资源和国土局及青岛各区自然资源局公告，7月30日青岛公示的第二批次集中出让的100宗地拍卖活动因故终止，再次实施公开出让时间，以届时公告为准。此前已有深圳、天津等地暂停了第二轮集中供地出让活动。有专家表示，当前土地市场的基调依然是稳地价，而非防范地市过冷的风险。

Chinese electric vehicle maker NIO reported a narrower-than-expected quarterly loss today, with a net loss of 587.2 million yuan (about $90.9 million) in the second quarter, down 50 percent from the same quarter last year. The company’s revenue surged 127 percent to 8.45 billion yuan (about $1.308 billion).

蔚来汽车今日发布了该公司截至6月30日的2021年第二季度财报。报告显示，蔚来汽车第二季度总营收为人民币84.480亿元，约合13.084亿美元，与上年同期相比增长127.2%。净亏损为人民币5.872亿元，约合9090万美元，与上年同期相比收窄50.1%。

Hong Kong's flagship airline Cathay Pacific on Wednesday disclosed its earnings report of the first half of 2021. The company reported a net loss of HK$7.6 billion, 23.3 percent lower compared with a HK$9.9 billion deficit in the same half last year. Its sales dropped 42.7 percent to HK$15.9 billion, with passenger revenue plunging 92.8 percent to HK$0.75 billion and cargo revenue dipped 0.6 percent to HK$11.1 billion.

Chinese electric vehicle maker Li Auto slipped 0.85 percent to close at HK$117 in its Hong Kong trading debut today. The company raised HK$11.5 billion by pricing its stock at HK$118 each in its listing.

8月12日，理想汽车正式登录港交所交易，发行价118港元/股，共募集约115.5亿港元，成为第二家完成在美国和中国香港市场双重上市的公司。理想汽车港股今日开盘一度跌超1.6%，最终收跌0.85%，收报117港元。

Chinese coffeehouse chain Luckin Coffee on Wednesday denied that it was seeking a new round of financing, saying it had “no financing-related arrangements in the near future”. Media reported that Luckin Coffee was in discussions with investors, including Focustar Capital, the affiliated investment institution under Fivestar Holdings, on a new round of financing.

8月11日，有消息称瑞幸咖啡正在寻求新一轮融资，星纳赫资本等是潜在参与者。瑞幸相关负责人否认传闻，表示“近期公司没有任何融资安排”。

Both the Shanghai and Shenzhen Stock Exchanges are requiring newly listed asset-backed securities (ABSs) to prohibit medical cosmetics installment loans from being included in their underlying pool of assets, sources said. The rule only applies to newly issued ABSs.

8月11日消息称，上交所和深交所要求在交易所新挂牌的消费金融资产证券化产品，底层资产中禁止“医美分期贷款”入池。此要求仅针对新发ABS，已经发行的存量资产证券化产品将不受影响。

Hong Kong’s securities regulator said investors will need to register their real names with the city’s bourse to trade stocks from the second half of 2022, a move that tightens personal identification rules on the exchange in an effort to prevent misconduct.

香港证监会10日就引入股份实名制发表咨询总结，表示最快将于明年下半年实施。在股份实名制下，持牌法团及注册机构须向联交所提交发出股票买卖指示的客户名称及身分证明文件等数据，并获编配身分标识符。

Chinese stocks closed lower on Thursday with the benchmark Shanghai Composite Index down 0.22 percent, at 3524 points. The Shenzhen Component Index closed 0.79 percent lower at 14901 points. The Hang Seng Index closed 0.53 percent lower to stand at 26517 points.

周四A股股市集体收跌，截至收盘，沪指跌0.22%，报收3524点；深成指跌0.79%，报收14901点。港股恒生指数收跌0.53%，报收26517点。

  • Asset-backed securities (ABSs)are financial securities backed by income-generating assets such as credit card receivables, home equity loans, student loans, and auto loans. ABSs are created when a company sells its loans or other debts to an issuer, a financial institution that then packages them into a portfolio to sell to investors.
