The infamous “walled gardens” are finally seeing their walls torn down. It could be the latest move to crack down on monopolistic behaviors and unfair competition in the country’s internet sector.

During a news conference today, China’s Ministry of Industry and Information Technology (MIIT) reported on campaign to regulate the internet industry, saying that regulators have been prioritising the crackdown on link blockage of different platforms.

Last Friday, MIIT has told tech companies including Alibaba, Tencent, ByteDance, Baidu and Huawei to stop blocking each other's website links, which must be unblocked within a timeline.

China's internet is dominated by a handful of technology giants who have historically blocked links and services by rivals on their platforms, creating what analysts have described as "walled gardens.” In February, ByteDance filed a lawsuit against Tencent in Beijing, accusing the latter of blocking users from sharing content from TikTok on its social networking platforms Wechat and QQ.

Regulators in recent months have stepped up anti-trust supervisions over the internet sector to crack down the so-called “walled gardens”, and form a fair, open, and better managed competitive market system. In July, the MIIT announced a six-month campaign to regulate the internet sector, including a crackdown on internet firms' malicious practices that disrupted market order.

On the other hand, experts called for measures to address potential risks like the safety of links and coordinated monopoly practices among platforms once link-blocking is removed.

9月13日，工信部在国新办发布会上表示，网络平台互联互通是互联网发展的必然选择，同时已就屏蔽网址链接召开行政指导会，要求分步骤分阶段解决相关问题，将查处一批典型违规企业。工信部新闻发言人、信息通信管理局局长赵志国介绍，今年7月份，工信部启动了为期半年的互联网行业的专项整治行动，屏蔽网址链接是这次重点整治的问题之一。

就在上周四下午，工信部召开了“屏蔽网址链接问题行政指导会”，会上，工信部提出有关即时通信软件的合规标准，要求限期内各平台必须按标准解除屏蔽。参会企业包括阿里巴巴、腾讯、字节跳动、百度、华为等。

平台间的屏蔽封杀由来已久。抖音内容无法直接分享到微信、淘宝微信相互屏蔽等现象屡见不鲜。中国互联网巨头，长期以来都在各自的平台上屏蔽竞争对手的链接和服务，创造了所谓的“围墙花园”。此前，“头腾大战”曾撕开平台封禁的一角。2019年，因认为用户头像/昵称等数据是其进行商业竞争的核心资源，腾讯于天津起诉抖音，并申请法院禁令。而抖音今年2月向北京知识产权法院起诉腾讯垄断。

近几个月来，中国监管机构加强了互联网行业的反垄断监管机制，维护用户合法权益，营造开放包容、公平竞争的生态环境，夯实互联网行业长远发展基础。早在7月26日，工信部便决定开展互联网行业专项整治行动，对扰乱市场秩序、侵害用户权益、威胁数据安全、违反资源和资质管理规定等四方面问题进行治理。同时，分析人士也呼吁采取措施，解决链接的安全性问题，以及预防平台之间协调垄断的潜在风险。

The planning of the new Hengqin cooperation zone has been a challenge and an opportunity for Macao as there is no precedent to follow in creating "not just any development zone”, Ho Iat-seng, chief executive of the Macao SAR, said on a Saturday interview.

The CE said priority will be given to developing industries of health, modern finance, hi-tech, exhibitions and trade, and culture and sports in the Hengqin cooperation zone, starting with the research and development of traditional Chinese medicine (TCM). The central authorities' upgraded preferential policies on fiscal taxation will help attract high-quality businesses to Hengqin and invigorate the market.

11日，澳门特区行政长官贺一诚在专访中表示，横琴粤澳深度合作区并非普通的开发区，无先例可循，对澳门来说是新挑战，更是新机遇。

贺一诚在10日新闻发布会上指出，横琴深度合作区将重点推动以中医药研发制造为切入点的大健康产业、现代金融、高新技术、会展商贸和文化体育等产业发展。为了给澳门产业多元发展创造条件，中央给予大力支持，财税优惠支持政策升级。有关优惠政策将有助吸引高素质的企业入驻，激发市场活力，为促进澳门经济多元注入新动能。

疫情简报

Chinese mainland reported 22 new local cases yesterday, all from Fujian Province. As of 4:00 p.m. Sunday, Putian in Fujian Province has reported 32 confirmed cases. An overseas case from Singapore on August 4 was suspected to be the source of infections, who hasn’t been confirmed until the 38th day of arrival. The patient has infected a few other parents and children in his son’s school, and at least 19 school kids have come down with the virus.

全国昨日新增22例本土确诊病例（均在福建，其中莆田市15例、泉州市6例、厦门市1例）。截至12日16时，莆田市累计报告新冠病毒确诊病例32例、另有无症状感染者32例。经专家研判，一名新加坡入境人员导致本次传染链条，初步判定为德尔塔毒株。此次疫情首先在学校发现，低年龄儿童感染较多。

China released a guideline on deepening the reform of the country's ecological compensation mechanism to speed up the building of ecological civilization on Sunday. According to the guideline, China is working on introducing market tools to incentivize ecological protection, including launching green equity indexes. China also pledged to work on designing financing tools considering ecological resources.

周日，中共中央办公厅、国务院办公厅印发了《关于深化生态保护补偿制度改革的意见》，提出到2035年，适应新时代生态文明建设要求的生态保护补偿制度基本定型。《意见》还提到逐步开展市场化环境权交易。研究发展基于水权、排污权、碳排放权等各类资源环境权益的融资工具，建立绿色股票指数，发展碳排放权期货交易。同时，鼓励银行业金融机构提供符合绿色项目融资特点的绿色信贷服务。鼓励符合条件的非金融企业和机构发行绿色债券。鼓励保险机构开发创新绿色保险产品参与生态保护补偿。

Chinese regulators told the country’s 10 top internet giants including Alibaba, Tencent, Meituan and Didi to better protect labor rights in a joint guidance order issued Friday. Online platform operators were ordered to improve income distribution, ensure rest periods, clarify working hours and optimize the health and safety systems for workers.

9月10日，人力资源和社会保障部会同交通运输部、市场监管总局、全国总工会召开平台企业行政指导会，就维护新就业形态劳动者劳动保障权益对阿里巴巴、腾讯、美团、滴滴等10家头部平台企业开展联合行政指导。会议要求，企业要健全保障劳动者权益的制度机制，充分听取劳动者意见建议，畅通劳动者诉求表达渠道，优化平台算法规则，完善收入分配制度、休息制度、劳动安全卫生制度。

China's output of storage batteries to power new energy vehicles leaped 161.7 percent year on year to reach 19.5 gigawatt-hours in August as its NEV industry continued to boom.

Overseas institutional investors increased their holdings of Chinese government bonds in August as the yield remained attractive. By the end of August, China’s central government bonds held by foreign investors went up 17.3 billion yuan to surpass 2.2 trillion yuan, bonds by policy banks topped 1.05 trillion yuan, and local government bonds stood at 9.45 billion yuan, data by the China Central Depository & Clearing (CCDC) showed.

根据中央国债登记结算有限责任公司最新发布的数据，8月份，境外机构对我国地方政府债券的投资热情骤然升温，增持规模创下历史新高。截止8月底，从券种看，境外机构的主要托管券种是国债，托管量为2.20万亿元，比上月上升173亿元；其次是政策性金融债，托管量超1.05万亿元；此外，境外机构持有地方政府债94.5亿元。

It’s the 38th consecutive trading day that saw A-shares exceeding the one trillion yuan mark. Chinese stocks closed mixed on Monday with the Shanghai Composite Index up 0.33 percent, at 3715 points. However, the Shenzhen Component Index and the Hang Seng Index closed down 0.45 percent and 1.5 percent respectively.
