China's banking and insurance regulator vowed on Sunday to handle the risks associated with five rural banks in Henan and Anhui provinces in accordance with laws and regulations, as well as to ensure financial services for the delivery of home projects, said an unidentified official of the China Banking and Insurance Regulatory Commission (CBIRC) Sunday night.
In a late-night article posted on its WeChat official account, the China Banking and Insurance News disclosed that the investigations by the public security authorities over nearly three months have revealed that the Henan New Wealth Group manipulated the five rural banks in Henan and Anhui and took advantage of third-party platforms and fund brokers, among other illegal means of collecting and possessing public funds.
Based on current evidence, the vast majority of off-balance-sheet clients have no prior knowledge of the suspected criminal actions of the Henan company and have not reaped any additional proceeds or subsidies, the report said, adding that the original back office data has been concealed, deleted or modified by the criminal gang.
Average clients would initially get back the advance payments, while refunds for those with deposits of more than 50,000 yuan will be processed later.
The regulator also vowed to support local efforts to guarantee home deliveries and ensure people's livelihoods and stability during the Sunday interview, saying that banks and insurers should join the efforts to ensure deliveries of pre-sold homes.
Banks should find out the reasons behind the delays, classify housing projects into different categories, take targeted measures, actively participate in the study of reasonable solutions to funding gaps for housing development projects, and help promote rapid resumption of work on the projects and timely deliveries of pre-sold homes.
As of mid-July, some customers who bought homes in about 150 property projects in multiple cities issued statements saying they will refuse to make mortgage payments due to delayed deliveries of their pre-sold homes. The official said banks should meet the needs of individual clients' and protect the legal rights and interests of financial consumers according to laws.
关于近期市场高度关注的“保交楼”金融服务、依法依规处置河南安徽5家村镇银行风险等问题，银保监会昨夜重磅发声。
据中国银行保险报官微，7月17日，银保监会有关部门负责人就近期重点工作进展接受了采访。
关于河南村镇银行风险问题，该负责人表示，经过近3个月的努力，公安机关已初步查明案件主要事实，还原了事件真相。
公安部门近三个月的调查显示，河南新财富集团操纵河南、安徽5家村镇银行，通过内外勾结、利用第三方平台以及资金掮客等方式非法吸收并占有公众资金，篡改原始业务数据，掩盖非法行为。
根据目前所掌握证据，绝大多数账外业务普通客户对新财富集团涉嫌犯罪行为不知情、不了解，而且也未获得额外的高息或补贴。因此处置方案确定对这些客户的本金分批垫付。
由于原来的后台数据被犯罪团伙隐瞒或删改过，为确保信息真实性，两省新搭建了客户信息登记系统，并与后台数据进行交叉核验。
此次采取分批垫付方式，首先7月15日启动了首批账外业务客户资金垫付，下一步将陆续启动5万元以上客户垫付工作。
关于积极做好“保交楼”金融服务，银保监会提出了四大工作要点，并指出银行要积极履行自己的职责，既要遵循市场化、法治化原则，又要主动承担社会责任，千方百计推动“保交楼”。
6月30日，江西景德镇某楼盘业主因项目延期交付发布停止还贷声明，引发舆论关注。银保监会对此高度重视，加强与住建部、人民银行等部门的协同配合，坚持“房住不炒”，坚持“稳地价、稳房价、稳预期”，支持地方更加有力地推进“保交楼、保民生、保稳定”工作。
在此次采访中，有关负责人还对银行业保险业支持稳住宏观经济大盘、关于辽宁金融风险处置进展情况、中小银行补充资本金、银行业保险业改革开放等热点问题进行了回应。
The deadly scorching heat wave in China that has lasted for more than 30 days and affected over 900 million people is forecast to linger for the next few weeks.
Since the country started to experience the first heat wave this year on June 13, the impact has swept across more than 5 million square kilometres, according to the National Climate Center. A total of 71 major weather stations recorded temperatures exceeding their historical highs, among which the daily highest temperature in some counties of Hebei and Yunnan provinces reached above 44 degree Celsius, according to the center.
The National Meteorological Center forecast that by July 26, southern parts of China will continue experiencing high temperatures above 35 degree Celsius. The National Climate Center predicted that from July 27 to Aug 11, more heat than normal will hit most parts of the country.

Shares of China Graphite Group once soared over 200 percent on its debut in Hong Kong in early trading today. The manufacturer and distributor of graphite products has raised HK$83.8 million ($10.7 million) in net proceeds from its IPO after pricing the shares at the lower end of its marketed range. Its Hong Kong public offering was 26.5 times oversubscribed.
中国石墨上市首日暴涨：7月18日，港股中国石墨于首日上市，早盘一度涨超200%，收涨143%，报0.79港元。中国石墨7月15日早间公告，发售价已厘定为0.325港元，公司自全球发售收取的所得款项净额估计约为83.8百万港元。根据公告，香港发售股份已获适度超额认购，相当于香港公开发售项下初步可供认购的数目4000万股香港发售股份约26.51倍。
China Resources has reportedly agreed to acquire a 51 percent stake in Jinsha jiuye, becoming the largest shareholder of the Guizhou-based Chinese baijiu maker. China Resources had reached cooperation intentions with Jinsha's controlling shareholder as early as last year, but has been in a confidential stage, the report said. The acquisition is expected to be disclosed publicly in August.
华润有意入股金沙酒业：7月15日晚，市场传出华润巨资控股酱酒生产企业贵州金沙窖酒酒业的消息。16日上午，21世纪经济报道记者从金沙酒业高层人士获悉，华润集团控股金沙酒业一事已于去年达成意向，但并未对外界公布。目前该消息尚未得到华润啤酒方面的正面回应。
A Boeing 767-300 cargo plane took off from the Ezhou Huahu Airport in central China's Hubei Province on Sunday morning, marking the official start of operations of China and Asia's first professional cargo hub airport, and the fourth of its kind in the world. By 2025, the airport expects the passenger throughput to reach 1 million and cargo throughput hitting 2.45 million tons.

China remained the world's leading shipbuilder in the first half of this year in terms of output, new, and holding orders, data from the Ministry of Industry and Information Technology showed Thursday. The country's shipbuilding output hit 18.5 million deadweight tonnes (dwt) in the period, accounting for 45.2 percent of the world's total. New shipbuilding orders and holding orders took up 50.8 percent and 47.8 percent of global market share, respectively.

Multiple real estate projects in China have resumed construction after some disgruntled homebuyers denied to pay their mortgages for unfinished or stalled housing projects, including a project belonging to Greenland Holdings in Jiangxi Province, media reported Sunday.
多个“停贷”风险楼盘项目复工:17日媒体报道，江西景德镇、河南郑州、湖北武汉等地的绿地、奥园等房企开发商的延期交付的多个楼盘项目有的已正常施工，有的则迎来了复工的消息。按揭贷款银行实地到工地走访调查，江西赣州绿地博览城商住小区目前施工正常，河南郑州名门翠园项目也有望于8月份复工。
The Ministry of Finance is expected to allocate a total of about 40 billion yuan in additional subsidy to the State Grid's renewable energy power production fund, according to the company on Sunday, with 10.5 billion yuan for wind, 26.1 billion yuan for solar, and 3.4 billion yuan for biomass power generation.

BYD said it is expecting first-half net profit to as much as triple from the same period last year as sales rocket, making it the best-selling EV maker on the planet. BYD could rake in between 2.8 billion yuan and 3.6 billion yuan in net profit in the six months ended June 30, up 138.59 to 206.76 percent annually, the Shenzhen-based company said on Sunday.
比亚迪中报利润或增两倍：7月17日，比亚迪发布业绩预告，净利润预计实现大幅增长。公司预计2022年上半年实现归母净利润28亿元至36亿元，半年利润或接近去年全年，同比增长138.59%-206.76%。
Three state-owned airlines predicted a record high of loss of at least 46 billion yuan in the first half of this year, greater than the total loss in 2021. Air China predicted the highest loss from 18.5 billion to 21 billion yuan, followed by China Eastern Airlines, from 17 billion yuan to 19.5 billion yuan, and China Southern Airlines from 10.2 billion yuan to 12.1 billion yuan. The carriers attributed the loss to the repeated flareups of COVID-19, the rising cost of fuel and oil and the depreciation of the yuan, which increases the pressure on costs.

Liaoning Fangda Group, which took control of HNA Group’s core airline operations as part of the conglomerate’s restructuring, is seeking an emergency loan of 20 billion yuan from the Hainan provincial government and billions more in financial assistance, media reported Friday. Hainan Airlines Holding expected to see a wider net loss of 11.95-12.96 billion yuan in the first six month, HNA’s flagship carrier reported Thursday.
ST海航上半年预亏逾119亿元：据报道，近期方大集团多次给海南省打报告，提出资金援助要求，包括协调200亿元应急贷款、海南省政府注资等。14日，ST海航发布业绩预告称，预计2022年上半年归属于上市公司股东的净亏损为119.5亿—129.6亿元。而2021年同期，ST海航归属于上市公司股东的净亏损为8.81亿元。

China's national carbon market celebrated its first anniversary of online trading in Shanghai on Friday, with the cumulative trading volume reaching 194 million tons and a turnover of 8.5 billion yuan, data released by the Shanghai Environment and Energy Exchange (SEEE) showed.
全国碳市场交易一周年：7月16日，全国碳排放权交易市场上线交易一周年，上海环境能源交易所在当日下午举行的“2022中国国际碳交易大会”上，宣布启动碳价格指数开发工作。数据显示，截至2022年7月15日，全国碳市场配额累计成交量1.94亿吨，累计成交额近85亿元。
Beijing offers 100 million yuan worth of dining consumption vouchers to all Beijing citizens starting today, which is jointly funded by the government and platform enterprises providing catering services. 北京发放1亿元餐饮消费券：北京市商务局17日表示，为加快北京全市餐饮消费回暖，18日起面向全市消费者发放“重逢美好”餐饮消费券，由政府和提供餐饮类服务的平台企业共同出资，推出外卖类、到店类、养老助残类三种消费券累计1亿元。本次活动预计覆盖线上线下各类餐饮商户超7万家，首批消费券将通过建行生活、美团、饿了么等平台发放。

Chinese stocks rose on Monday after the central bank vowed to increase the implementation of prudent monetary policy to support the real economy. At the close, the benchmark Shanghai Composite edged up 1.55 percent and the Shenzhen Component gained 0.98 percent. Hong Kong’s Hang Seng index rose 2.7 percent and the TECH index was up 3.02 percent.
