本刊讯 日前，非金属材料创新中心（NEXCEL）印发《关于发布非金属材料创新中心2023年创新基金项目指南的通知》，指南任务涉及特种砂浆与混凝土、防水与修复材料、保温与围护材料、纤维制品与复合材料等多个领域方向，包括研发类项目和小额基金项目。申报截止时间为2022年10月15日16:00。

非金属材料创新中心（NEXCEL）是由沙特阿美石油携手中国建材研究总院共同创立。中心是继英国、美国之后沙特阿美在亚洲合作建立的第一个非金属材料创新中心，全力打造国际化开放研发平台、国际化成果转化平台和国际化示范应用平台，推动创新成果向更多“一带一路”沿线国家辐射。

为深入贯彻落实国家关于碳达峰碳中和的重大战略部署，充分发挥科技创新对实现碳达峰碳中和目标的关键支撑作用，积极推进建筑、建材及施工领域碳减排，中心紧紧围绕国家九部门联合发布《科技支撑碳达峰碳中和实施方案（2022—2030）》政策，坚持创新驱动作为发展的第一动力，坚持目标导向和问题导向，在低碳建筑材料、纤维复材、与建筑同寿命的外围护结构高效保温体系、废弃塑料再生利用等方面开展创新研究，致力于扩大和加速石油基材料在建筑和施工领域的应用，提供更加可持续的建筑与施工解决方案。

根据中心的战略定位和发展目标，中心将围绕防水及修复材料、保温与围护材料、特种砂浆与混凝土、交通路面材料、纤维及制品与复合材料、外加剂与化学建材、涂料七大专业领域开展科技创新任务，设立创新基金，支持技术研发、标准制定、工程示范、宣传培训、博士生培养计划等项目，为推动中国低碳、绿色基础设施建设发挥重要作用。

以下是中心2023年项目申报细则，并随项目申报指南（见附件）一同发布。

申报说明

中心所有项目面向社会公开征集，择优支持。项目牵头申报和参与单位无注册时间要求，项目负责人无年龄、学历和职称要求，负责人需为在职专业技术人员。对于同一项目，每个单位限报一项（博士生计划项目除外）。

指南任务

指南任务涉及特种砂浆与混凝土、防水与修复材料、保温与围护材料、纤维制品与复合材料等多个领域方向，具体见下文附件。

申报方式及时间

2023年度所有项目申报采取电子材料和纸质材料报送形式，电子版申报材料（包括WORD提交版、PDF签章版）通过电子邮件方式报送，纸质申报材料通过快递方式报送（签章，一式二份），电子申请书和纸质申请书的内容必须一致。所有书面文件请采用A4纸双面打印和普通纸质材料做封面，无需胶装。申请受理截止时间为2022年10月15日16:00（邮寄申请以邮戳为准），逾期不予受理。申报书模板请于中心官网-项目管理-下载专区（www.non-metallic.net）获取。

Release of NEXCEL 2023 Program Guidelineand Call for Proposals

Jointly established by Saudi Aramco and China Building Materials Academy, Nonmetallic Excellence and Innovation Center for Building Materials (NEXCEL) is Saudi Aramco’s first nonmetallic materials innovation center in Asia after UK and the USA. NEXCEL aims to serve as an international platform for research and development, transformation of scientific and technological achievements, and project application demonstrations, striving to benefit more participating countries of the Belt and Road Initiative.

In order to implement China's major strategic deployment on carbon peak and carbon neutrality, and make full use of technological innovations to support the dual-carbon goal in reducing carbon emissions in building and construction, NEXCEL 2023 Program Guideline focuses on innovation research in low-carbon building materials, fiber composites, high-efficiency thermal insulation system, and recycling of waste plastics in alignment with “Implementation Plan for Sci-tech Supporting Carbon Neutrality 2022-2030” jointly released by the Ministry of Science and Technology and eight other departments, with the purpose of expanding and accelerating the application of hydrocarbon-based materials, and providing more sustainable solutions in building and construction.

According to NEXCEL's vision and objectives, a Program Fund has been set up to support technological innovation in seven focused areas, including Waterproofing & Repair Materials, Insulation & Composite Cladding, Special Mortars/Concrete, Flooring and Pavement for Road & Bridges, Fibers, Rebars and Fiber Composites(FRPs), Admixtures & Construction Chemicals as well as Paintings & Others.

Today NEXCEL released its2023 Program Guidelineto call for Technology Development and Acceleration (TDA) Project Proposals and Small Fund Project（SFP) Proposals. The deadline for submission is byOctober 15, 2022. The Project Proposal Form is available for downloading on the Download Center atwww.non-metallic.net.

Nonmetallic Excellence and Innovation Center for Building Materials (NEXCEL) is jointly established by Saudi Aramco, the world's largest producer of energy and chemical products, together with China National Building Material Group, the world's largest building materials manufacturer and services provider, and China Building Materials Academy (CBMA), the largest comprehensive scientific research institution for building materials in China.

Saudi Aramco as the founding sponsor of NEXCEL and CBMA as NEXCEL’s operator are working together to accelerate nonmetallic technology deployment in the building and construction sector, and deploy innovative nonmetallic technologies to provide more sustainable construction solutions.
