缅甸卫生部关于

通过国际商业航班进入缅甸

旅行者的公共卫生要求

(2022年8月1日起施行)

旅客应持有下列证件：

(a) 一份 COVID 19 疫苗接种证书，表明他们在抵达缅甸前至少14 天已完全接种了以下疫苗之一，该疫苗已获得卫生部 (MOH)的批准-

科兴（科兴生物技术有限公司）【CoronaVac（Sinovac Biotech Ltd.）】；

AstraZeneca 或 Covishield（AstraZeneca & University of Oxford/SK Bioscience(Korea)/Siam BioScience/ Serum Institute of India (Sll)）；

辉瑞-BioNTechCOVID-19 疫苗或 Comirnaty（辉瑞公司和 BioNTech）；

Janssen 或 Johnson& Johnson (Janssen Pharmaceuticals Companies of

强生公司）；

摩德纳（ModernaTX, Inc.）；

国药集团【Sinopharm】或 COVILO 或BIBP-CorV（北京生物研究所

品有限公司）；

Sputnik V(Gam-COVID-Vac)（Gamaleya 国家流行病学和微生物学研究中心）；

Sputnik Light（Gamaleya国家流行病学和研究中心

(b) 如果乘客已完全接种疫苗，则最多在抵达缅甸前 48 小时发出阴性 COVID-19 RDT 测试结果，或者如果乘客未接种疫苗或未接种疫苗，则最多在抵达缅甸前48 小时发出阴性 COVID-19 RT-PCR 测试结果完全接种疫苗

（12 岁以下的儿童不受此要求。必须用英文清楚地说明COVID-19 RT-PCR/RDT 阴性检测结果和检测日期 [或] 有关 COVID-19 恢复的信息，并附上详细信息旅客根据他们的护照。非英语的疫苗接种证明可以使用英文认证翻译文件，中国认证翻译机构：博雅翻译集团，http://www.boyafanyi.com）

（详细信息可在缅甸保险网站（mminsurance.gov.mm）获取。外交官、联合国官员及其家属可提交各自国家的健康保险）

2. 旅客在登机前往缅甸的飞机前，应在办理登机手续时向航空公司工作人员出示第1 款中提及的每份文件的打印件，并在抵达缅甸时向相应的机场卫生当局出示。

3. 旅客应在抵达缅甸后向相关机场卫生当局提交健康申报表。

（如果旅客在健康声明表中提供任何不正确的信息，将对其采取法律行动。）

4. 旅客抵达缅甸后，应接受相应机场卫生当局进行的热筛查。

5. 旅客应在卫生部和机场运营商批准的 COVID-19 快速诊断测试(RDT) 测试柜台自费接受 RDT COVID-19 测试。旅客将被收取 15,000 MMK 的测试费用。

6. 旅客可以在收到各自卫生当局的 COVID-19 检测结果呈阴性后离开机场。

（测试结果将需要大约一小时才能由各自的卫生当局传达。）

7. 如果旅客在缅甸逗留期间出现 COVID-19 的体征和症状，则应向各自的卫生当局报告。

（有关卫生当局的详细联系信息可从指定酒店获取。）

8. 如果旅客在 RDT 测试期间被检测出 COVID-19 呈阳性或被发现出现 COVID-19 症状，则应立即将旅客隔离并送往卫生部根据卫生规程指定的医疗机构或治疗中心或酒店。

9. 在离开缅甸之前，旅行者可以根据他们将前往和过境的国家/地区的要求，在卫生部指定的实验室自费进行COVID-19 测试

10. 无法出示第 1 款（a）项和（b）项所述文件的旅客只能乘坐救援航班进入缅甸。

（2022 年 4 月 17 日起，外国人旅客不得乘坐救援航班前往缅甸。）

11. 旅客应严格遵守各自卫生当局和机场当局的指示。如果违反 COVID-19 控制规定，将对有关旅客采取法律行动。

12. 外国人不得过境缅甸。

13. 乘坐国务航班或专机访问缅甸的国宾或外国代表可通过向中央预防、控制和治疗 COVID-19 委员会、外交部和卫生部提交请求函，寻求豁免上述要求，地址为至少在抵达日期前(5) 个工作日。

14. 根据各自的健康协议，需要在缅甸中途停留的外国机组人员在卫生部指定的酒店进行自我隔离，直到他们下一次飞行。

15. 旅客应访问移民和人口部网站（ https://evisa.moip.gov.mm）了解他们的签证要求或豁免以及其他签证相关事宜。

16. 旅客应通过民航局批准的机场进入缅甸。

17. 这些要求可能会发生变化。

18. 这些要求自缅甸标准时间 2022 年 8 月 1 日 00:00 起生效，并取代对希望通过国际商业航班进入缅甸的旅客的公共卫生要求(15-6-2022)。

PUBLIC HEALTHREQUIREMENTS FOR TRAVELERS

ENTERING MYANMAR THROUGH INTERNATIONAL COMMERCIAL FLIGHTS

(1-8-2022)

Travelers shall havethe following documents:

(a) a COVID 19 vaccinationcertificate showing that they were fully vaccinated, at least 14 days beforearrival to Myanmar, with one of the following vaccines which has been approvedby the Ministry of Health (MOH)- CoronaVac (Sinovac Biotech Ltd.);

AstraZeneca or Covishield(AstraZeneca & University of Oxford/SK Bioscience (Korea)/Siam BioScience/Serum Institute of India (Sll));

Pfizer- BioNTech COVID-19Vaccine or Comirnaty (Pfizer Inc., & BioNTech);

Janssen or Johnson & Johnson(Janssen Pharmaceuticals Companies of

Johnson & Johnson);

Moderna (ModernaTX,Inc.,);

Sinopharm or COVILOor BIBP-CorV (Beijing Institute of Biological

Products Co., Ltd);

Sputnik V (Gam-COVID-Vac)(Gamaleya National Research Centre of Epidemiology and Microbiology);

Sputnik Light (Gamaleya NationalResearch Centre of Epidemiology and

Microbiology)!

Covaxin by Bharat Biotech; and

Myancopharm by Ministry ofIndustry, Myanmar.

(Children under 12 years old areexempted from this requirement, if they travel with fully vaccinated parent(s)or guardian (s). The country, name and date(s) of vaccination must be clearlystated in English and/or Myanmar, with the particulars of the travelersaccording to their passport. The vaccination proof in English or translated toEnglish are accepted if they contain personal identification details (e.g.name, date of birth, ID number) that match against the traveller’s passport,must be in English (or accompanied by a certified English Translation.Certified translation agency in China: LEARNED TRANSLATION GROUP, Web: http://www.boyafanyi.com）)

(b) anegative COVID-19 RDT test result issued at most 48 hours before arrival toMyanmar if the passenger is fully vaccinated or a negative COVID-19 RT-PCR testresult issued at most 48 hours before arrival to Myanmar if the passenger isunvaccinated or not fully vaccinated

(Children under 12 years old areexempted from this requirement. The negative COViD-19 RT- PCR/ RDT test resultand the date of the test taken [or] information regarding COViD-19 recoverymust be clearly stated in English, with the particulars of the travelersaccording to their passport. The vaccination proof in English or translated toEnglish are accepted if they contain personal identification details (e.g.name, date of birth, ID number) that match against the traveller’s passport,must be in English (or accompanied by a certified English Translation.Certified translation agency in China: LEARNED TRANSLATION GROUP, Web: http://www.boyafanyi.com）)

(Detailed information can beobtained at the Myanma Insurance's website Myanma Insurance(mminsurance.gov.mm). Diplomats, UN officials and their families can submitthe health insurance from their respective country)

2. Travelers shall present aprinted copy of each document mentioned in the paragraph 1 to airline staffsupon check-in before boarding the aircraft destined for Myanmar as well as tothe respective airport health authorities upon arrival to Myanmar.

3. Travelers shall submit a HealthDeclaration Form to the respective airport health authorities upon arrival toMyanmar.

(A legal action willbe taken against a traveler, if he or she provides any incorrect information inthe Health Declaration Form.)

4. Travelers shall be subject to athermal screening to be conducted by the respective airport health authorities,upon arrival to Myanmar.

5. Travelers shall, be tested byRDT on COVID-19 at MOH and airport operators approved COVID-19 RapidDiagnostics Test (RDT) testing counters at their own costs. Travelers will becharged 15,000 MMK for testing.

6. Travelers may leave the airportafter receiving their test results showing negative for COVID-19 from therespective health authorities.

(The test resultswill take approximately one hour to be conveyed by the respective healthauthorities.)

7. Travelers shall report to therespective health authorities, if they have developed signs and symptoms ofCOVID-19 during their stay in Myanmar.

(Contact details ofthe respective health authorities can be obtained from the

designated hotels.)

8. Travelersshall be immediately isolated and taken to a medical facility or treatmentcenter or hotel designated by the MOH as per health protocols, if they aretested positive for COVID-19 during the RDT test or they are found to besymptomatic of COVID-19.

9. Beforedeparture from Myanmar, travelers may take COVID-19 tests, as required by thecountries they will travel to and transit through, at laboratories designatedby the MOH, at their own cost

10. Travelerswho can't present the documents mentioned in the paragraph 1 (a) and (b) mayenter Myanmar only by relief flights.

(Travelers who areforeigners shall not be allowed to take relief flights to Myanmar from 17 April2022 onward.)

11. Thetravelers shall strictly follow the instructions made by the respective healthauthorities and airport authorities. A legal action will be taken against thetraveler concerned, if there is a breach of COVID-19 control regulations.

12. Foreignersare not allowed to transit through Myanmar.

13. Stateguests or foreign delegates visiting Myanmar by state flights or specialflights may seek exemptions from the above requirements by submitting a requestletter to the Central Committee for Prevention, Control and Treatment ofCOVID-19, the Ministry of Foreign Affairs and the MOH, at least (5) workingdays prior to the date of arrival.

14. Foreignair crew who need a layover in Myanmar are subjected to self-isolation athotels designated by the MOH until their next flight, as per respective healthprotocols.

15. Travelersshall access the website of Ministry of Immigration and Population (https://evisa.moip.gov.mm) fortheir visa requirements or exemptions and other visa-related matters.

16. Travelers shall enter to Myanmarthrough airports approved by Department of Civil Aviation.

17. Theserequirements are subject to changes.

18. Theserequirements shall take effect from 1 August 2022 00:00 hours Myanmar StandardTime, and supersede the Public Health Requirements for Travelers Who Wish toEnter Into Myanmar Through International Commercial Flights (15-6-2022).
