为深入贯彻党中央、国务院决策部署，现制定新型冠状病毒感染乙类乙管后中外人员往来暂行措施在今天发布，于2023年1月8日起实施。

一、远端检测

来华人员在行前48小时进行核酸检测，结果阴性者可来华，无需向我驻外使领馆申请健康码，将结果填入海关健康申明卡。如呈阳性，相关人员应在转阴后再来华。

二、入境检疫

不再对入境人员实施全员核酸检测，对健康申报正常且海关口岸常规检疫无异常者，可放行进入社会面。

健康申报异常或出现发热等症状人员，由海关进行抗原检测。结果为阳性者，若属于未合并严重基础疾病的无症状感染者或轻型病例，可采取居家、居所隔离或自我照护，其他情况提倡尽快前往医疗机构诊治。结果为阴性者，由海关依惯例按照《国境卫生检疫法》等法律法规实施常规检疫。

三、国际客运航班

取消“五个一”“一国一策”及客座率限制等国际客运航班数量管控措施，分阶段增加航班数量，优化航线分布。简化机场入境航班处置流程，提高机场运行效率，加强重点城市航班接收能力建设。各航司继续做好机上防疫，乘客乘机时须佩戴口罩。

四、来华签证

进一步优化复工复产、商务、留学、探亲、团聚等外籍人士来华安排，提供相应签证便利。

五、口岸运行

优化配套管理措施，保障各类口岸货运尽快恢复至疫情前水平。调整陆路口岸“客停货通”政策，在综合评估的基础上逐步恢复陆路口岸客运出入境（含边民往来）。逐步恢复水路口岸客运出入境。对国际邮轮，先开展试点，再逐步放开。为中外籍船员在中国境内换班提供更多便利。

六、出入境旅游

根据国际疫情形势和各方面服务保障能力，本着试点先行原则，有序恢复中国公民出境旅游。

劳务签证与工作签证有相似之处，都需要获得目的国政府主管部门的许可，在境外的停留时间较长。劳务签证、工作签证持有者可以在目的国打工就业。大部分国家对引进外籍人才和普通劳务都有一定的限制和要求。两者区别在于：

工作签证：适用于专业技术人才，如建筑工程师、设计师、医生、教师等等，对学历、专业、外语等方面有明确的要求。欧洲、澳大利亚、新西兰等国家的“人才计划”目的是引进国内紧缺的专业人才。少数欧洲国家与也将“中餐厨师”列入“人才计划”，如德国、波兰、荷兰等国家。申办工作签证需要雇佣公司的邀请信，政府主管部门的许可，申请者需要提供学历、职业资格证书、外语等级考试（如雅思、托福）等认证文件。申请工作签证多为个人行为。

劳务签证：适用于普通劳动者，一般没有学历、语言方面的要求，如建筑工、电焊工、机械电子工、缝纫工等等。为保护本国劳动者就业，大部分国家对引进外籍普通劳务有一定的限制，必须获得政府主管部门的许可，有些国家如新加坡，签证申请者需要参加专门的技术考试。申办劳务签证多为企业行为，比如中国公司与外国公司签订对外劳务合作合同，获得目的国政府主管部门许可后，由中国公司组织招收、派出劳务人员赴国外工作。我国企业开展对外劳务合作业务，必须经商务主管部门的核准，获得《对外劳务合作经营资格证书》。

For example, after a Chinese company signs a foreign labor service cooperation contract with a foreign company and obtains permission from the competent authorities of the government of the destination country, the Chinese company shall organize the recruitment and dispatch of labor personnel to work abroad.
