论坛背景：

“机动车驾驶培训与道路交通安全国际论坛”是具有非官方性质的各国机动车驾驶培训机构业务交流的一次盛会，是国际性相互交流经验、沟通感情的学术性活动。

机动车驾驶培训与道路交通安全国际论坛已经连续举办五届，在全行业引起了广泛的反响。

今年“第六届机动车驾驶培训与道路交通安全国际论坛”主题为“发展与安全”，邀请了法国、日本、荷兰等国家和地区的交通管理部门负责人和行业专家参加，希望为驾培行业健康、有序、高质量的发展提供更多交流和沟通的机会。

主旨演讲嘉宾介绍

——潘汉中

研究员，一级技术警监，现任公安部交通管理科学研究所副所长、全国道路交通管理标准化技术委员会秘书长、公安部道路交通事故鉴定中心主任、道路交通安全公安部重点实验室负责人。同济大学兼职教授、东南大学校外导师。国家科学技术进步二等奖获得者。享受国务院特殊津贴。

长期从事交通安全管理、驾驶人考试及教育管理、智能交通、车辆安全管理、交通安全产品及自动驾驶汽车测试等技术与政策研究、开发，主持完成《高速公路空地一体化交通行为监测与信息化执法技术及装备研发》等10多项国家及部省科研课题，主持或组织编制《机动车驾驶人考试场地及其设施设置规范》（GA1029）等20多项国家及行业标准，主持完成《世银贷款石家庄城市交通项目可行性研究》等30多项咨询项目，发表《我国机动车驾驶人考试管理技术发展与素质提升展望》等20多篇学术论文及论著。

Keynote Speaker – Hanzhong PAN

Profile:Pan Hanzhong is a researcher and first-class technical police captain. He is currently deputy director of the Traffic Management Research Institute of the Ministry of Public Security,secretary-general of the National Technical Committee on Traffic Management of Standardization Administration of China, director of the Road Traffic Accident Appraisal Center of the Ministry of Public Security, and head of the Key Laboratory of the Ministry of Public Security on Road Traffic Safety. He is also a adjunct professor of Tongji University and an external tutor of Southeast University. He was awarded the second prize of the National Science and Technology Progress Award, and is a recipient of special allowance of the State Council.

He has been engaged in the research and development of technologies and policies on traffic safety management, driver examination and education management, intelligent transportation,vehicle safety management, traffic safety products as well as autonomous driving testing. He presided over more than 10 national and ministerial scientific research programs such as“Research and Development of Technology and Equipment for Air-ground Integrated Traffic Behavior Monitoring and It-based Law Enforcement for Expressway Companies”, presided over or organized the compilation of over 20 national and industry standards such as “Specifications for layout of driving test fields and installation of relevant facilities” (GA1029), presided over 30 consulting projects such as “Feasibility Study of Shijiazhuang Urban Transportation Project with Loans from the World Bank”, and published more than 20 academic papers and works such as “Prospect for China’s Vehicle Driver Examination Management Technology Development and Quality Improvement”.
