Since the establishment in September 2021, Hongqiao International Central Legal（Service) District has evolved into a new platform for legal services, serving the Yangtze River Delta region radiating across the nation and connecting internationally.

Hongqiao International Central Business
District spans across four districts—— Minhang, Changning, Qingpu and Jiading.
Spatially, Hongqiao International Central Legal Services District is located in the core area with its superior location. With strong policy support and comprehensive service guarantee, this Hub has attracted numerous legal services institutions to sign up and settle in.
Wang Wei told the reporter,“Currently 84 legal and para-legal service organizations have settled in, including law firms arbitration institutions, Industry Association, Notary Office, Mediation organizations and legal technology companies, etc. By 2025 we will focus on high-energy internationalization, attracting 150 legal and para-legal service organizations. Form a new highland for legal services in the Yangtze River Delta.
These legal and para-legal service organizations cover various industry types, such as law arbitration notarization mediation and legal technology and benefit from multiple support policies including rent subsidies and starting up funding legal service institutions. Typically grow alongside highly developed commercial entities and as more high-energy enterprises establish themselves here their need for professional legal services becomes increasingly urgent.”
Wang introduced that, “Featuring comprehensive coordination multi-point linkage and cross-field integration. For instance, law firms within the legal hub have already assisted with over 40,000 patent applications, more than 5,000 trademark and copyright applications. Hundreds of intellectual property transfers and licenses. More than 100 foreign patent applications. More than 100 cases of intellectual property rights enforcement cases.”
Guo Guozhong claimed that, “Help businesses, throughout its innovative development process, especially from intellectual property legal services. Helping more Chinese companies go overseas need us to make a good intellectual property layout in advance.
Our company is going global in the process of internationalization. We also feel deeply as intellectual property lawyers. The mission we carry takes rental subsidies as an example, legal service organizations that meet the criteria and settle in the legal affairs building will receive a daily subsidy of 3.5 yuan per square meter for three years. This means that for rent qualified law firms that settle in can save up for 60% on their rent over three years.”
In addition, Shanghai Arbitration Commission Hongqiao Center has become the only global arbitration institution that can be reached by a fifteen-minute walk after getting off a plane or a train serving as the arbitration trail base for the Yangtze River Delta region. Its influence is also gradually expanding.”

虹桥国际中央商务区横跨四区——闵行、长宁、青浦、嘉定。
从空间上看，虹桥国际中央法务区处于虹桥国际中央。商务有力的政策支持再加上完备的综合服务保障，使虹桥国际中央法务区吸引了众多法律服务机构签约入驻。
闵行区司法局党委委员、副局长王伟告诉记者：“法务区（一期）现在有85家法律和泛法律服务机构入驻，包含了律师事务所、仲裁机构行业协会、公证机构调解组织和法律科技公司。等到2025年，我们将聚焦高能级国际化吸引集聚150家法律及泛法律服务机构形成全要素统筹、多点位联动跨区域融合的长三角的法律服务新高地。
这些法律和泛法律服务机构覆盖多种行业类型如律师、仲裁、公证、调解、法律科技等，并涉及租金补贴、开办资助等多重支持政策。法律服务机构一般与高度发达的商业体相伴相生，随着越来越多高能级企业坐落于此，他们对专业法律服务的需求也越来越迫切。”
王伟介绍：“以国内知识产权法律服务为例，法务区内律师事务所目前已经协助办理四万余件专利申请、五千余件商标版权的申请、数百项知识产权转让与许可、百余件涉外专利申请、百余件的知识产权维权案件。”
段和段（虹桥国际中央商务区）律师事务所主任、上海市闵行区知识产权协会秘书长郭国中表示：“帮助企业在它的整个的创新发展过程当中，尤其是从知识产权法律服务帮助我们更多的中国的企业到海外提前做好知识产权布局。我们企业走出去的国际化进程当中，我们也深深感受到作为知识产权律师，我们身上所肩负的使命。
法律服务机构一般与高度发达的商业体相伴相生。商务区核心区已入驻企业9,400余家，集聚了250余家外资研发总部和民营企业总部，是总部经济、高端商务和专业服务的集聚地。对于法律服务业来说，是一个非常巨大的潜在的市场。
对于符合条件入驻中央法务大厦的法律服务机构，三年内将给予每天每平方米3.5元的租金补贴。这也意味着，仅租金一项符合条件的入驻律师事务所三年内可以少付60%的租金。”
上海市律师协会长三角律师业一体化促进委员会主任朱小苏说：“我们在2019年就签订了《长三角律师业一体化的合作框架协议决定 》。长三角律师行业发展研究中心、联络办公室以及会员服务中心三家机构入驻我们的中央法务区，面向整个长三角，形成短频共振的联动，共同打造我们长三角律师行业示范协同标本（样本）。”
郭国中说：“合肥律所的主任，他在我们这边就有一个办公室。他早上8点钟从合肥出发，11点不到就进办公室约谈客户，谈到中午吃顿午饭，下午坐高铁去杭州谈下一个客户。然后他就从杭州再回合肥。这就是一个很典型的长三角中心，这就是区域的优势。
此外，上仲虹桥中心也是全球唯一一个下飞机下火车15分钟内步行可及的仲裁机构。作为长三角地区的仲裁庭审基地，它的影响力也正在逐步扩大。”
上海仲裁委员会常务副主任范铭超介绍道：“对于中央法务区中央商务区、虹桥、长三角来说，对于市场主体来说，仲裁可能是一个非常好的解决争议的方法。所以，所有的便利性不是为了我们自己，而是为了市场主体。可以看看我们的背后，就是虹桥机场、虹桥火车站。对于当事人来说，尤其是对于长三角的当事人来说，他们完全可以做到下了火车，走15分钟就坐到仲裁庭里开始开庭了，这就是便利。”
王伟表示：“虹桥国际中央法务区建设将致力于构建国际一流的法律服务产业集群，为企业引进发展、走出去等全生命的周期提供一站式高质量的专业服务、构建面向长三角联通国际的服务枢纽。”
