华东国际联运新城城市设计方案国际征集（“本次征集”）由金华市国际陆港枢纽建设管理中心和金华市自然资源和规划局作为主办单位，由金华市国际陆港产业发展有限公司作为承办单位及征集人。上海国际招标有限公司受征集人委托，作为征集代理，组织开展本次征集活动，欢迎有兴趣参与应征的申请人参与本次征集。本次征集将通过公开资格预审的方式从所有申请人中择优选取4名应征人参加征集。

The International Solicitation for the Urban Design Scheme of the East China International Combined Transport New City (the "Solicitation") is organized by the Jinhua International Land Port Hub Construction Management Center and the Jinhua Natural Resources and Planning Bureau, with Jinhua International Land Port Industry Development Co., Ltd. serving as the co-organizer and the solicitor. Entrusted by the solicitor, Shanghai International Tendering Co., Ltd. is organizing the solicitation. SITC welcomes all applicants who are interested in this Project to participate. Through open prequalification, 4 applicants will be selected to enter the following Solicitation Stage.

浙江省第十五次党代会赋予金华高水平建设内陆开放枢纽中心城市定位，金华市委八届三次全会做出“打造国际枢纽城奋进现代都市区”的决策部署，市委经济工作会议提出“港、廊、链”三大主战场。“港”即国际陆港枢纽，“廊”即浙中科创走廊，“链”即十条重点产业链。《金华国际陆港枢纽建设方案》提出“一轴两核三区多平台”的国际陆港枢纽空间格局，华东国际联运新城正是两核之一，也是金华国际陆港枢纽战略目标能否实现的关键性因素，更是全省实施世界一流强港和交通强省建设的标志性工程之一。

The 15th Party Congress of Zhejiang Province has designated Jinhua as a high-level inland open hub center city. The 3rd Plenary Session of the 8th Jinhua Municipal Party Committee has made decisions to "build an international hub city and advance the modern metropolitan area." The Municipal Economic Work Conference has proposed three main battlefields: "Port, Corridor, and Chain." "Port" refers to the international inland port hub, "Corridor" to the Central Zhejiang Science and Technology Innovation Corridor, and "Chain" to ten key industrial chains. The "Jinhua International Inland Port Hub Construction Plan" proposes a spatial layout of "one axis, two cores, three areas, and multiple platforms," with the East China International Intermodal New City being one of the two cores. This core is crucial for achieving the strategic goal of the Jinhua International Inland Port Hub and is also one of the landmark projects in the province's efforts to build world-class ports and a strong transportation province.

为深度融入“一带一路”高质量发展和国内国际双循环战略，全面贯彻我省打造世界一流强港决策部署，大力推进“四港联动”，抢抓全国性综合交通枢纽、国家物流枢纽承载城市和国家综合货运枢纽补链强链试点城市等发展契机，锚定华东国际联运新城“主战场””主引擎”建设，以“国际陆港枢纽新城”为总体定位，以“一年开新局、三年出形象，五年成示范、十年见新城”为总体目标，实施“强港、引产、兴城”三大发展策略，整合区位、产业、货源、物流等优势，开展规划引领、内畅外联、平台赋能、产业引育、港城融合、改革创新六大工程，全力打造华东第一陆港、“一带一路”大宗商品交割中心、国际枢纽城市重要门户，加快建成基础支撑强、集聚带动强、开放融通强的国际一流陆港枢纽。为此，在2024年4月编制完成《华东国际联运港片区发展策划和概念规划》的基础上，组织开展华东国际联运新城城市设计方案国际征集工作，重点从功能定位、业态布局、交通组织、空间形态、景观风貌等方面开展深化研究，高质量绘制华东国际联运新城规划蓝图，有效引领新城快速发展。

To deeply integrate into the high-quality development of the Belt and Road Initiative and the domestic and international dual circulation strategy, fully implement our province's decision to build world-class ports, vigorously promote the "four-port linkage," and seize development opportunities such as becoming a national comprehensive transportation hub, a national logistics hub bearing city, and a national comprehensive freight hub pilot city for chain supplementation and strengthening. Anchoring the construction of the East China International Intermodal New City as the "main battlefield" and "main engine," with the overall positioning of "International Inland Port Hub New City," and with the overall goals of "making new progress in one year, forming an image in three years, becoming a demonstration in five years, and seeing a new city in ten years," we will implement three development strategies: "strengthening the port, attracting industries, and revitalizing the city." By integrating advantages in location, industry, cargo sources, and logistics, we will carry out six major projects: planning guidance, internal smoothness and external connectivity, platform empowerment, industry cultivation, port-city integration, and reform and innovation. Our aim is to build East China's leading inland port, a major commodity delivery center for the Belt and Road Initiative, and an important gateway for international hub cities, accelerating the establishment of a world-class inland port hub with strong foundational support, strong aggregation and driving forces, and strong openness and connectivity. Therefore, based on the completion of the "Development Plan and Concept Plan for the East China International Intermodal Port Area" in April 2024, we will organize an international competition for the urban design of the East China International Intermodal New City, focusing on in-depth research on functional positioning, business layout, traffic organization, spatial form, and landscape style. This high-quality planning blueprint will effectively guide the rapid development of the new city.

本次方案国际征集范围包括《华东国际联运港片区发展策划和概念规划》明确的港务核心板块（11.6平方公里）、国际服贸板块（8.4平方公里）、创智田园板块（22平方公里），总用地面积约42平方公里（图1）。

The scope of the solicitation includes the core port section (11.6 square kilometers), the international service trade section (8.4 square kilometers), and the innovation and intelligent agricultural section (22 square kilometers) as defined in the "Development Plan and Concept Plan for the East China International Intermodal Port Area," with a total land area of approximately 42 square kilometers (see Figure 1).

具体分为以下两个层次（图2）：

(1)片区城市设计范围

片区城市设计范围东至白雅线，西至东二环，南至建才路、东阳江北岸，北至金义中央大道、金义东轨道线，用地面积约42平方公里。

(2)详细城市设计范围

详细城市设计范围包括港务核心板块和国际服贸板块，具体范围东至规划外纵二路，西至东二环，南至建才路、东阳江，北至金义中央大道、金义东轨道线，用地面积约20平方公里。

The specific scope is divided into the following two levels (see Figure 2):

(1) Area Urban Design Scope:

Area Urban Design Scope encompasses the following bundaries: East to Baiya Line, West to Dong'er Ring Road, South to Jiancai Road and the north bank of Dongyang River, and North to Jinyi Central Avenue and Jinyi East Rail Line, with total land area of approximately 42 square kilometers.

(2) Detailed Urban Design Scope:

Detail Urbran Design Scope includes the core port section and the international service trade section, with the boundary of: East to Planned Outer Longitudinal Second Road, West to Dong'er Ring Road, South to Jiancai Road and Dongyang River, and North to Jinyi Central Avenue and Jinyi East Rail Line, with total land area: approximately 20 square kilometers.

3.1申请人须为合法注册的法人实体，或为由合法注册的法人实体组成的联合体。

3.1 The applicant must be a legally registered legal entity or a consortium composed of legally registered legal entities.

3.2申请人为境内机构的（不含港、澳、台机构），须具备中华人民共和国自然资源部认定的城乡规划编制单位甲级资质。

3.2 If the applicant is a domestic organization (excluding organizations from Hong Kong, Macau, and Taiwan), it must possess the Grade A qualification for urban and rural planning formulation recognized by the Ministry of Natural Resources of the People's Republic of China.

3.3申请人为境外机构的（含港、澳、台机构），须在其所在国家或地区合法注册，具有相应的设计许可，且须与符合3.2条资质要求的境内机构组成联合体参与应征。

3.3 If the applicant is a foreign organization (including organizations from Hong Kong, Macau, and Taiwan), it must be legally registered in its country or region, have the corresponding design permit, and must form a consortium with a domestic organization that meets the qualification requirements specified in clause 3.2 to participate in the competition.

3.4本项目允许联合体参与。联合体成员数量不得超过3家。联合体应满足以下要求：

3.4 Consortium participation is allowed for this project. The number of consortium members shall not exceed three. The consortium must meet the following requirements:

3.4.1联合体中须有一家符合3.2条资质要求的境内机构；

3.4.1 The consortium must include at least one domestic organization that meets the qualification requirements specified in clause 3.2.

3.4.2联合体的组成以提交的资格预审《申请文件》为准。联合体各成员须签署联合体协议书，明确联合体的牵头人与各自职责。联合体各方不得再以自己名义单独参与本次征集，也不得同时加入参与本次征集的其他联合体，否则，相关《申请文件》均被否决。

3.4.2 The composition of the consortium shall be based on the submitted prequalification application documents. Each member of the consortium must sign a consortium agreement, clearly identifying the lead entity and their respective responsibilities. Consortium members shall not participate in the competition independently in their own names or join other consortiums participating in this competition. Otherwise, the relevant application documents will be rejected.

4.1凡有意参加本次方案征集活动的潜在申请人，请于2024年7月19日12:00时至2024年8月1日12:00时（北京时间，下同），在上海国际招标有限公司网站（www.shabidding.com，下同）在线领取《资格预审文件》。

4.1 All potential Applicants who are interested in participating in this Project can download the Prequalification Document through SITC Website (www.shabidding.com) from July 19th, 2024 at 12:00 to August 1st, 2024 at 12:00 (Beijing Time, same hereinafter).

4.2申请人首次使用上海国际招标有限公司网站需完成注册程序。已注册的申请人可使用已获取的供应商登录名和密码登录并从网站采购公告栏的相应公告中进入，点击右上角“领购”按钮下载《资格预审文件》。征集代理不接受没有在上海国际招标有限公司网站上注册和没有《资格预审文件》下载记录的申请人提交的《申请文件》。如申请人为联合体，无需在《资格预审文件》的获取阶段明确联合体组成。联合体组成以提交的资格预审《申请文件》为准。

4.2 Applicants who have never used SITC Website before shall finish the registration process first. Registered Applicants can download the Prequalification Document by clicking the “purchase” button in the corresponding announcement webpage on the purchase bulletin board of SITC Website after logging in. SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website. The Consortium application document shall be acceptable if any one of the members of the Consortium has registered and has download record of the prequalification document.

4.3申请人成功领取《资格预审文件》并不意味着其资格条件符合要求。申请人是否符合本公告第3条“合格申请人资格条件”由资格预审评审委员会判定。

4.3 An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project. Whether an Applicant meets the requirements of Section 3 in this Announcement is determined by the evaluation committee.

5.1资格预审《申请文件》应以电子文件的形式提交。提交截止时间为2024年8月2日12:00时，提交的时间以电子文件上传成功的时间为准。除了在截止时间前成功上传的《申请文件》外，未在截止时间前上传的《申请文件》一律不被受理。

5.1 The Application Document shall be submitted in both Electronic Documents and Paper Documents. The submission deadline of Application Document is August 2nd at 12:00. The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted. Any late submission or submission in any other form will not be accepted.

5.2电子文件包括全套正本《申请文件》的PDF扫描件和PPT文件。申请人应在上海国际招标有限公司网站本项目的领购页面下，点击“投标文件”按钮后上传资格预审《申请文件》的电子文件（以rar.或zip.形式压缩后上传，请注意无需加密）。文件名填写申请人全称即可，若为联合体则按照“联合体牵头人名称简称、联合体成员名称简称……”的形式命名。

5.2 The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file. Applicants shall submit Electronic Documents by clicking the “tender document” button on this Project’s webpage and uploading via on SITC website. (Please do not encrypt the uploaded compressed file in rar. or zip. form.) The file name should be the full name of the applicant. If it is a consortium, the file name should be in the format "Abbreviated Name of Lead Member, Abbreviated Names of Consortium Members...".

申请人提交了资格预审《申请文件》后，资格预审评审委员会将对申请人进行综合评审和比较，选择4名申请人作为入围的应征人。如申请人数量正好为4名或不足4名，资格预审评审委员会将根据第二章资格预审申请人须知第9.2条中评审考虑因素，对申请人进行是否符合项目要求的判定。征集人有权决定符合项目要求的申请人全数入围，也同样保留重新组织资格预审的权利。

After the applicant submits the prequalification application documents, the evaluation committee will conduct a comprehensive review and comparison of the applicants, selecting four applicants to enter the competition. If the number of applicants is exactly four or fewer than four, the prequalification review committee will determine whether the applicants meet the project requirements based on the evaluation considerations in Section 9.2 of Chapter 2, Instructions to Applicants for Prequalification. The solicitor reserves the right to allow all applicants who meet the project requirements to enter the competition or to reorganize the prequalification process.

7.1入围应征人在方案评审会结束，并经方案评审委员会评定其方案符合《设计任务书》的，将各获得方案补偿费人民币150万元（含税，下同）。经方案评审委员会评定为第一名的应征人将获得后续设计合同，承担方案整合深化、城市设计导则编制、控规编制等相关工作，合同金额为人民币350万元。第二名的应征人将获得奖金人民币30万元。

7.1 The shortlisted applicants will each receive a Scheme Solicitation Compensation Fee of 1.5 million CNY (including taxes, the same below) after the scheme review meeting and upon the scheme review committee's determination that their deliverables meet the requirements of the Design Program. The applicant whose deliverables are rated first by the scheme review committee will be awarded the subsequent design contract, responsible for tasks including design integration and development, urban design guidelines preparation, and regulatory planning preparation, with a contract amount of 3.5 million CNY. The applicant whose deliverables are rated second will receive a bonus of 300,000 CNY.

7.2如经方案评审委员会评定，应征人的方案没有达到《设计任务书》要求的，应由方案评审委员会单独出具书面意见且有半数以上评委签字，具体阐明不符合要求的设计内容以及扣款标准，征集人将根据该书面意见扣减直至不支付该应征人的方案补偿费。

7.2 If the scheme review committee makes the decision that any applicant’s deliverables of this solicitation failed to meet the requirements set in the Design Program, the Scheme Review Committee shall provide written opinion with the signature of more than half of the committee to specify the unqualified contents and the deduction standard. The Sponsor is entitled to deduct a portion or all amount of the Applicant’s Scheme Solicitation Fee according to this opinion.

申请人提交资格预审《申请文件》即视为接受以下知识产权条款。

The submission of the Application Document by the applicant is deemed as acceptance of the following intellectual property terms.

10.1应征人承诺其拥有其提供服务时编制的所有图纸、说明、电子文档和其它相关文件（以下总称“成果文件”）的合法权利和知识产权。

10.1 The applicant assures legal rights and intellectual property for all drawings, descriptions, electronic documents, and other related files (collectively referred to as "deliverables") prepared during the provision of services.

10.2所有由应征人编制的成果文件，其著作权归应征人所有。在征集人向应征人付清方案补偿费和奖金之后，成果文件的知识产权（除署名权等人身权利以外）归征集人和应征人共有，征集人有权使用、复制、修改及宣传成果文件。

10.2 All deliverables prepared by the applicant shall remain the intellectual property of the applicant. Upon the solicitor's payment of the design compensation fee and bonus to the applicants, the intellectual property rights of the deliverables (excluding moral rights such as the right of authorship) shall be jointly owned by the solicitor and the applicants. The solicitor has the right to use, reproduce, modify, and publicize the deliverables.

10.3应征人应保证提交的成果文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如其成果文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部法律责任应由应征人承担。

10.3 The applicants shall ensure that the submitted deliverables do not and will not infringe upon the intellectual property rights (including but not limited to copyrights and patent rights) or proprietary technology or trade secrets of any other person within China or abroad. The applicants shall ensure that if their deliverables use or include any other person's intellectual property rights or proprietary technology or trade secrets, they have obtained the legitimate, effective, and sufficient authorization from the right holders. The applicants shall bear all legal liabilities arising from their infringement of others' intellectual property rights or proprietary technology or trade secrets.

11.1凡参加本次资格预审的申请人均被视为同意并接受《资格预审文件》的全部内容及条款。

11.1 All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.

11.2申请人在资格预审《申请文件》中所列出的各成员方主创设计师须亲自开展本项目的设计工作，须参加项目启动会与现场踏勘，须进行成果方案汇报。因此，请所列出的各成员方主创设计师根据征集活动时间安排提前预留时间、做好准备。

11.2 The lead designers listed in the prequalification application must personally undertake the design work for this project, attend the project kickoff meeting and site visits, and present the project outcomes. Therefore, the listed lead designers should allocate time in advance and be prepared according to the schedule of the solicitation activities.

11.3本次征集活动及相关文件的最终解释权归征集人。

11.3 The ultimate interpretation of this solicitation activity and related documents rests with the solicitor.
