Hello everyone! Thanks so much for joining us at this lunch event. I know this is your time to relax, so I’ll keep it short and sweet. Today, I want to quickly share some ideas about the Hainan Free Trade Port that I think you’ll find interesting.

第一，海南自贸港的政策是什么

First, what's the Hainan Free Trade Port's policy system like?

分享四句话。对外商投资最开放的省份；税负最低的省份；政策累计叠加使用效果更显著；通过法律告诉投资者优惠政策不会变。

I'll sum it up for you in four key statements. Hainan is themost open placein China to foreign investment. Hainan hasthe lowest taxburden of any place in the Chinese mainland.The cumulative effects of Hainan's policiesare significant,not one or two policies.National law guaranteesthat Hainan's preferential policies will not change.

海南是中国对外资最开放的地方。海南实行全国最短外商投资负面清单、中国首张跨境服务贸易负面清单。允许境外相关高校独立办学的唯一省份。允许设立外商独资医院。在境外批准上市的药品、医疗器械可以在博鳌乐城先行先试并实现与国外同步，成为特许药械进入中国的重要通道。有最宽松的免签入境政策。

"Hainan is the most open place in China to foreign investment."Hainan has China's shortest negative list for foreign investment and the country's first negative list for cross-border trade in services. We are the only province in China that allows overseas universities to independently operate campuses. We allow the establishment of wholly foreign-owned hospitals. Foreign Medical products can be introduced for pilot use at Boao Lecheng International Medical Tourism Pilot Zone, which has become an important channel for the entry of specially licensed medical drugs and devices into China. In addition, Hainan has the most relaxed visa-free entry policies in the Chinese mainland. In addition, Hainan has the most countries visa-free entry countries in the Chinese mainland .(Currently, Hainan grants visa-free entry to citizens from 78 countries, and foreigners can enter for purposes other than work and study.)

海南是中国税负最低的地方。中国现行的一般企业所得税是25%，而在海南自由贸易港是15%；中国现行的个人所得税最高税率是45%，而在海南最高才按15%征收。

"Hainan has the lowest tax burden of any place in the Chinese mainland."The current general corporate income tax rate in the Chinese mainland is 25%, while in the Hainan Free Trade Port, it is 15%. For individuals, the highest income tax rate in the Chinese mainland is 45%, while in Hainan, the maximum rate is 15%.

政策叠加应用。从政策叠加应用来举个具体例子：2021年，A企业因为自贸港优惠政策来海南投资，从2021年到2023年年底，该企业通过享受加工增值超过30%内销免关税政策，减免税收2.6亿元；通过享受企业所得税优惠政策，降低税收成本2000万元；通过享受进口设备免关税政策优惠超150万元，利润相比中国其他地方增加了近3亿元，还享受了其他优惠及便利政策，这个企业是将自贸港若干种优惠政策叠加应用的一个缩影。

"The cumulative effects of Hainan's policies"Let's look at a specific example:In 2021, Company A, drawn by the Hainan Free Trade Port's preferential policies, invested in Hainan. From 2021 to the end of 2023, the company took advantage of the import duty exemption policy for the value-added processing of goods sold in the Chinese mainland, reducing its tax burden by 260 million yuan. It also enjoyed the 15% on corporate income tax, further reducing its taxes by 20 million yuan. It incurred zero tariffs when importing the equipment from abroad, saving more than 1.5 million yuan in duties. Altogether, the company's profits increased by nearly 300 million yuan compared to other places in China, and this is in addition to the other preferential and convenient policies they enjoy.

通过法律让投资者放心推出的优惠政策。国家专门颁布了《中华人民共和国海南自由贸易港法》。这是中国政府在国家层面首次为内地一个省份单独立法，目的就是告诉全世界的投资者：海南的对外开放不会变、优惠政策不会变、光明前景也不会变。

"National law guarantees that Hainan's preferential policies for investors will not change."The Hainan Free Trade Port Law of the People's Republic of China was enacted in June 2021 and has come into effect. This is the first time to enact a law at the national level for a province, and this law sends a clear message to investors worldwide that Hainan's opening up to the outside world will not change, its preferential policies will not change, and its prospects will only grow bigger and brighter.

目前，海南自由贸易港建设已经成型起势。以贸易、投资、跨境资金流动、人员进出、运输来往自由便利和数据安全有序流动为重点的自由贸易港政策制度体系基本构建。过去六年，海南货物贸易、服务贸易年均分别增长22%、20%，实际使用外资年均增长46%。当前，海南正全力推进2025年底前封关运作，届时海南的开放水平将实现新的跃升。

At present, the construction of the Hainan Free Trade Port has taken shape and gained momentum. An FTP policy framework focused on the liberalisation and facilitation of trade and investment, the free flow of cross-border capital, personnel, and transportation, and the safe and orderly flow of data has been basically established.(the booklet includes the key policies) Over the past six years, Hainan's trade in goods and trade in services have grown by 22% and 20% annually, and foreign direct investment has grown by 46% annually. Hainan island will be a special customs operations by the end of 2025, and the level of openness will reach new heights.

第二，海南自贸港的政策主要应用到哪些产业，海南要发展的产业是什么

Second, which industries are the Hainan Free Trade Port's policies primarily aimed at? And which industries does Hainan hope to develop?

我们正在加快构建“4+3+3”现代化产业体系。其中“4”是指旅游业、现代服务业、高新技术产业、热带特色高效农业四大主导产业，第一个“3”是指种业、深海、航天三大未来产业，第二个“3”是指高端购物、教育、医疗。

Hainan is accelerating the creation of the "4+3+3" modern industrial system. The "4" refers to the four major leading industries of tourism, modern services, the high-tech industry, and high-efficiency tropical agriculture. The first "3" refers to the three future-oriented industries of seed breeding, deep-sea, and aerospace. The second "3" refers to the offshore duty free shopping, international education, and healthcare.

我们发挥热带“温度”优势，发展热带特色高效农业，依托崖州湾国家实验室，建设种子科技创新策源地，打造具有国际影响力的“南繁硅谷”。我们发挥海洋“深度”优势，海南管辖200万平方公里海域，发展深海能源、海洋装备制造、深远海养殖等产业。我们发挥近赤道“纬度”优势，建成中国首个商业航天发射场，去年11月已经首发成功，今后将密集开展常态化发射。

We are leveraging Hainan's tropical climate advantages to develop high-efficiency tropical agriculture. Relying on the Yazhou Bay National Laboratory, we are transforming Hainan into a source of seed science and technology innovation and building the internationally influential "Nanfan Agricultural Silicon Valley." Administering 2 million square kilometers of sea area, we are leveraging Hainan's deep-sea advantages to develop industries such as deep-sea energy, marine equipment manufacturing, and deep-sea aquaculture. We have leveraged our low-latitude advantage to build China's first commercial space launch site, which successfully carried out its first launch in November last year and begin regular launches in the near future.

每年4月举办中国国际消费品博览会，搭建全球消费精品展示交易平台，欢迎世界各地客商参展、采购。海南还允许境外相关高校独立办学和合作办学，允许设立外商独资医院，在境外批准上市的药品、医疗器械可以在博鳌乐城先行先试，并实施离岛免税购物政策，欢迎更多知名高校、医疗机构和国际品牌与我们合作。

The China International Consumer Products Expo, held annually in April, has become a platform for showcasing and trading global consumer products. We welcome merchants from all over the world to exhibit and purchase products at the Expo. Hainan also permits eligible overseas universities to operate schools independently or cooperatively and allows the establishment of wholly foreign-owned hospitals. Medical products can be piloted in the Boao Lecheng International Medical Tourism Pilot Zone, and the offshore duty-free shopping accounts for 15% of the international duty free market. We welcome more renowned universities, medical institutions, and international brands to cooperate with us.

100 million person-times visit Hainan a year, including over 1 million foreigners. we have constructed the nearly 1000-kilometer-long Hainan Coastal Scenic Highway, along which we have planned 40 high-level tourist stations. We welcome international design, construction, and operations firms to work with us in building and running them.
