长沙晚报11月10日讯（全媒体记者 孙占锋 通讯员 黄雷）岳麓为屏，湘江为带，洲浮江心，三千年来城址和城名不变，长沙形成“山水洲城”独特风貌，并成为一张闪亮的名片。记者11月10日从长沙市城市人居环境局获悉，目前长沙已启动“山水洲城”申报世界文化景观遗产工作，标志着长沙这座历史文化名城在文化遗产保护与传承领域迈出极为重要的一步，旨在向全球展示长沙独特而深厚的历史文化与自然魅力。

一座拥有千年底蕴的山水洲城

世界遗产分为自然遗产、文化遗产、自然与文化复合遗产及文化景观四大类。世界文化景观遗产是指被联合国教科文组织和世界遗产委员会确认的人类罕见的、无法替代的文化景观，是全人类公认的具有突出意义和普遍价值的“自然和人类的共同作品”，是世界遗产中的一种类型。

长沙是国务院1982年公布的首批24个国家历史文化名城之一，拥有丰富的历史文化及自然生态资源，自楚汉以来就是湖湘地区的政治、经济、文化中心，素有“楚汉名城”“潇湘洙泗”的美称。

长沙城内，岳麓山、湘江、橘子洲与城市相互映衬，浑然天成，形成“山水洲城”独特风貌。岳麓山儒释道文化交融，古迹众多，黄兴、蔡锷等近代革命家墓庐坐落其间，文化底蕴厚重。湘江作为母亲河，滔滔北去，赋予长沙“一江两岸”的城市品格，是城市空间格局的重要元素。橘子洲横卧江心，呈长岛状，是世界最大内陆洲，与岳麓山形成“一面青山一面城”的绝美景观。

长沙的历史文化源远流长，可追溯至15万年至20万年前的原始人类活动，历经各朝代发展，3000年来城址与城名始终如一。这里是楚文化的重要传承地，出土的文物、文学作品、建筑等彰显着楚文化的魅力；湖湘文化在此大兴，岳麓书院便是见证，其经世致用、务实精神影响深远；同时，长沙人杰地灵，是很多革命者的故乡，众多革命纪念地保存完整，承载着光辉的记忆。

彰显湖湘文化，向世界展示长沙

世界文化和自然遗产是人类文明发展和自然演进的重要成果，也是促进不同文明交流互鉴的重要载体。保护好、传承好、利用好这些宝贵财富，是我们的共同责任，是人类文明赓续和世界可持续发展的必然要求。

长沙启动“山水洲城”申报世界文化景观遗产，这是长沙深入学习贯彻落实习近平总书记关于加强文化和自然遗产保护传承利用工作重要指示精神的重要举措，也是更好守护星城大地文化瑰宝和自然珍宝的重要举措。

“打造‘山水洲城’世界文化景观遗产的交流名片，能不断激发人们对这座城市的热爱，唤起人们的文化自信，促进国际交流，为旅游赋能思想，让文化扩容市场。”市城市人居环境局党组书记、局长席超波介绍，长沙积极推动“山水洲城”申报世界文化景观遗产，突出楚汉文明，彰显湖湘文化，动员社会力量广泛参与到“山水洲城”的价值传播、保护管理，充分发挥长沙“历史文化名城”的魅力，将历史文化融入当代生活，使人们能够理解感受长沙深厚的历史文化，进一步提升长沙城市知名度、美誉度。

以申遗为契机，长沙将努力做到保护与发展有机结合，积极推动规划编制、立法、考古、展示等各项工作，使城市文化遗产在新时代焕发新活力、绽放新光彩，更好满足人民群众的美好生活需求，历久弥新、造福于民。

高规格高效率稳步推进申遗工作

提起世界遗产，很多人都不陌生。截至2024年8月，中国已有59项世界遗产列入《世界遗产名录》，其中世界文化景观遗产有6处，分别是江西庐山、山西五台山、浙江杭州西湖文化景观、云南红河哈尼梯田、广西花山岩画、云南普洱景迈山古茶林文化景观。

近年来，长沙市委、市政府高度重视，市委常委会专题学习习近平总书记关于加强文化和自然遗产保护传承利用工作的重要指示精神，专题研究全市城乡历史文化保护传承工作，并就“山水洲城”申报世界文化景观遗产作出决策部署。

目前，长沙“山水洲城”申遗工作已全面启动，市城市人居环境局已与相关部门沟通对接，研究下一阶段重点工作任务。同时，还广泛收集并研究了北京中轴线、杭州西湖文化景观、青岛老城、鼓浪屿等国内成功申遗案例，充分汲取经验，力求为长沙申遗工作提供有益借鉴。

席超波介绍，下一步长沙市将启动“山水洲城”申报世界文化景观遗产可行性研究工作，确保申遗工作有科学严谨的理论依据与规划方案；推动《长沙市历史文化名城保护条例》修订工作，并制定相关政策法规，为申遗工作提供坚实的制度保障与法律支撑。

此外，长沙还将积极推进历史城区提质改造、天心阁-西文庙坪和潮宗街历史文化街区等省级历史文化保护利用示范片区建设，以及历史步道贯通提质等项目，全面改善城市文化景观风貌，为申遗工作奠定坚实的物质与文化基础，为城乡历史文化保护传承工作创造更多长沙经验。
