据《印度时报》23日报道，美国国务院6月16日对印度发布二级旅行警告，让赴印旅游的美国公民提高警觉。

The US State Department has issued a sudden level-2 travel warning to India, which urges travelers to "exercise increased caution".

美国务院在旅行警告中称，印度强奸犯罪猖獗，包括性侵犯在内的暴力犯罪时常发生。恐怖分子极可能在没有或几乎没有任何预警的情况下发动袭击。此外，部分地区的风险在增加，特别是在马哈拉施特拉邦以东、西孟加拉邦以西、特伦甘纳邦以北的广大印度农村地区（主要在恰蒂斯加尔邦），美国政府为其公民提供紧急帮助的能力有限，因此在印工作的美国政府雇员前往上述地区前，必须得到特别批准。同时，美政府不建议美国公民尤其是女性单独赴印旅行。

The advisory was issued on June 16 "due to crime and terrorism," it said, adding that some areas have increased risk. "Rape is one of the fastest growing crimes in India. Violent crimes, including sexual assault, happen at tourist sites and other locations. Terrorists may attack with little or no warning. They target tourist locations, transportation hubs, markets/shopping malls, government facilities," according to the advisory.

"The US government has limited ability to provide emergency services to US citizens in rural areas," the advisory said. It also warns US citizens, particularly women, against traveling alone in India, with a specific caution against visiting Naxal-affected regions like Chhattisgarh.

Calling it a serious global embarrassment for India, former Chhattisgarh deputy chief minister and senior Congress leader T S Singh Deo said the advisory is an indictment of the law-and-order situation under both the Modi government at the centre and the BJP-led state government in Chhattisgarh.

"This is a collective failure of both governments that has now tarnished the nation's image on the international stage," Singh Deo wrote.

德奥还表示，莫迪关于印度正崛起为多个领域的全球领导者的主张非常空洞，现在连他最亲密的盟友都开始揭露印度“黄金时代”的真面目。德奥警告称，如果不立即进行改革，莫迪治下的印度将会在国际舞台持续遭到此类警告和羞辱。

He stepped up attack on Prime Minister Narendra Modi's global leadership claims, calling them "hollow", and alleged that even "Modi's closest allies are now exposing the truth behind the façade of the so-called 'Amrit Kaal'."

"If urgent reforms are not brought in, India under Modi's 'New India' slogans will continue to be met only with warnings and humiliation on the global stage," he warned.

贾坎德邦的官员古普塔则称，印度的经济增长吓坏了美国，印度学生在美国也常常遭到欺负和伤害，美国在批评别人前最好先管管自己。

印度草根国大党领导人高斯在社交媒体上称，莫迪和印度疯狂拥抱美国政府，却换来了粗鲁的旅行警告。美国将印度描绘成一个充满“强奸、暴力和恐怖主义”的国家。
