Western Aid at a Crossroads

西方援助何去何从

The keynote explores how Western development aid has evolved—from the practical, infrastructure-focused investments of the 1960s to the ambitious state- and society-building projects that followed the end of the Cold War. The post-Soviet moment of Western dominance fostered a belief that developing countries should replicate the Western model, leading to intrusive and often ineffective aid programs that many in the Global South now view as post-colonial paternalism. Today, this model faces mounting pressure: results have been limited, public support is waning, and Western governments are refocusing on geopolitics and security. Traditional grant-based aid is being replaced by interest-driven finance, while the “Washington Consensus” is challenged by Beijing’s state-led development model. The new competition for Africa’s strategic resources—illustrated by the West’s Lobito Corridor and China’s Tazara Railway—shows how Western aid increasingly mirrors China’s industrial policy and geoeconomic approach.
