摘要/Abstract

The seminar explains Indonesia's promotion of the ASEAN Outlook on the Indo-Pacific through tracing the influence of its antihegemonic worldview. Existing studies, often from an outsider perspective using rational or normative theories, view Indonesia’s policy as ambiguous, torn between status quo and revisionist aims. I argue this overlooks Indonesia’s own worldview, rooted in its anticolonial founding vision of a just international order. This worldview shapes how Indonesia frames its rational calculations and role expectations. Ultimately, Indonesia is neither revisionist nor status quo but antihegemonic, which defines its approach to the Indo-Pacific concept.
