孕妇血样承载着人类遗传基因关键信息，属国家严格限制进出口物品。近日，广州海关缉私局成功破获特大走私孕妇血样系列案，一举斩断横跨全国23个省份的跨境黑色产业链。
The Guangzhou Customs Anti-smuggling Bureau successfully cracked a major smuggling case involving pregnant women's blood samples, dismantling a cross-border black industrial chain spanning 23 provinces across the country, CCTV News reported on Wednesday. Pregnant women's blood samples contain key information about human genetic material and are strictly regulated for import and export by the state.

涉案团伙走私出境孕妇血样
超10万人份
广州海关缉私局近日调集265名警力，在广州、佛山、深圳三地同步开展集中收网行动，成功打掉2个专业走私孕妇血样出境的犯罪团伙。经初步查明，涉案团伙累计走私出境孕妇血液样本超10万人份，非法获利超3000万元，涉案范围覆盖全国23个省份，是近年来广州海关缉私局侦破的规模最大、涉及面最广的同类案件。
The bureau mobilized 265 officers to conduct a coordinated takedown operation simultaneously in South China's Guangzhou, Foshan, and Shenzhen, successfully dismantling two criminal gangs specializing in smuggling pregnant women's blood samples out of the country. Preliminary investigations revealed that the gangs involved had smuggled more than 100,000 pregnant women's blood samples out of the country, illegally profiting over 30 million yuan ($4.26 million). The case spans 23 provinces nationwide, making it the largest and most extensive case of its kind uncovered by the bureau in recent years.
广州海关缉私局侦查一处副处长郑重表示，从2022年起，我们缉私部门和海关风控、稽查部门就对口岸查获的血样违规出口的案件进行了监控，通过互联网摸排，发现有些犯罪团伙通过网络平台，以胎儿性别鉴定的名义收集孕妇血，走私到境外进行化验。
Through online investigation, it was discovered that some criminal gangs collect pregnant women's blood samples under the guise of fetal gender identification via online platforms and smuggle them overseas for testing, said Zheng Zhong, deputy director of the investigation division at the bureau.
为了做到精准打击，缉私部门与海关风险控制、稽查部门合作联动，成立专案组对境内外涉案人员身份和进出境等信息进行调查溯源。
经过一年多的侦查摸排，一个组织严密、分工明确的跨境走私团伙逐渐浮出水面。本次行动当天，26名抓捕目标悉数落网。
After more than a year of investigation, a tightly organized and highly specialized cross-border smuggling gang gradually came to light. On the day of the operation, all 26 targeted suspects were apprehended.

走私团伙作案流程专业化
隐蔽性强
犯罪团伙是如何招揽客户，是如何将血样走私出境的呢？侦查中专案组发现，走私团伙的揽客和运输手法十分隐蔽，形成“网络招揽－快递集样－中转储存－跨境走私”的完整黑色产业链。
The investigation team found that the smuggling gang's methods of recruiting clients and transporting samples were highly covert, forming a complete black industrial chain from online recruitment, express delivery sample collection, transit storage to cross-border smuggling, according to CCTV.
境内揽客采血、血样中转保管、跨境通关夹带等各环节均有专门人员负责，作案流程专业化、隐蔽性极强。

网络平台招揽客户
孕妇血样走私隐蔽
走私团伙通过社交平台发布“无创胎儿性别鉴定”“遗传病筛查”等广告，使用“精准基因检测”“安全无风险”等话术吸引目标客户。
广州海关缉私局侦查一处一科三级警长陈祖阳指出，让人家扫码添加好友，找到这些需要鉴别胎儿男女的孕妇客户，他们添加孕妇好友之后，就会将孕妇的信息，包括胎儿的孕周数发给境外化验所，询问符不符合做的要求，是不是可以做出来。之后，国内这些代理就会跟这些孕妇谈价格了。
犯罪嫌疑人收取的费用一般在两千到三千元之间不等。谈妥后，境外化验所就会提供给客户一个委托单，并按他们的要求自行找“熟人”或通过部分网络医疗平台采血。
The smuggling gangs post advertisements such as non-invasive fetal gender identification and genetic disease screening on social media platforms, using phrases like "accurate genetic testing" and "safe and risk-free" to attract target customers. The fees charged by the suspects generally range between 2,000 and 3,000 yuan. After an agreement is reached, an overseas laboratory provides the client with a commission form, and the client is instructed to either seek out "acquaintances" or use certain online medical platforms to collect the blood samples as required.
陈祖阳表示，发快递把这个血样寄到指定的地址，有专门的人在收件地址这里，把这些血样集中起来。会送到境外化验所指定的地点，会有人去把集中的血样通过夹藏的方式，找水客走私通关到境外，交到境外的化验所进行检测。
为逃避监管，水客将孕妇血样试管用胶带捆绑在腹部、大腿内侧，或藏在有特制夹层的拉杆箱中，走私手法不断翻新，日趋隐蔽。
To evade supervision, smugglers often tape test tubes containing pregnant women's blood samples to their abdomen or inner thighs or hide them in specially designed compartments of luggage.
据了解，本案中核心水客头目之一卓某，自2024年4月至2025年8月，先后组织水客将4000多人份孕妇血样通过藏匿夹带方式走私出境。

五个月获利700多万元
团伙头目铤而走险
缉私民警介绍，本案中，不法分子之所以铤而走险，背后是巨额利润的驱使。
在广州海关缉私局这次破获的孕妇血样走私系列案中，以李某为首的犯罪团伙尤为猖獗。为掩盖非法勾当，他在某创意园区租赁场地，购置办公设备，伪装成正规传媒公司，实则专门从事走私孕妇血样的非法活动。
Among the pregnant women's blood sample smuggling cases cracked by the Guangzhou Customs, the criminal gang led by suspect surnamed Li was particularly rampant. To cover up their illegal activities, Li rented a space in a creative park, purchased office equipment, and disguised the operation as a legitimate media company, while it was exclusively engaged in smuggling pregnant women's blood samples.
广州海关缉私局侦查一处副处长郑重表示，在内部分工上，这些团伙在业务、仓储和物流多个节点故意切割，相关人员互相不通联，也不知道对方的据点，以此逃避打击。
李某多次因走私血样被各地公安打击，但是因为利益驱使，被打击过后仍然从事相关犯罪活动。他的反侦查意识很强，在案发前两天就准备潜逃。
此外，本案主要犯罪嫌疑人黄某夫妻通过快递网点接收藏有孕妇血样的邮包。缉私民警现场从邮包中查获藏在茶叶盒里、玩具中的孕妇血样一共33人份。
Li had been previously targeted by law enforcement in various regions for smuggling blood samples, but driven by profit, he continued to engage in related criminal activities. Additionally, the main suspects in this case, Huang and his spouse, received packages containing pregnant women's blood samples at express delivery points. Anti-smuggling officers on-site discovered a total of 33 pregnant women's blood samples hidden in tea boxes and toys within the packages.
缉私民警介绍，高额利润是不法分子铤而走险的根本原因。本案中，主要犯罪嫌疑人李某在不到五个月内就非法获利高达700多万元。水客头目卓某在一年多时间里也获利十多万元。

走私孕妇血样触犯法律
威胁国家生物安全
目前，本案26名嫌疑人中，9人已被检察机关批准逮捕，该案正在进一步侦办中。走私孕妇血样的行为，不仅触碰了法律红线，更对国家生物安全、公众健康造成了严重威胁。
广州海关缉私局侦查一处处长郑重介绍，我国对于血液的运输有严格的规定。对于运输过程中的温度，储存方式，还有全流程管控都有严格的规范。走私血样完全不具备这个条件。在我们所侦办的案件中，已经发现多次血样渗漏和试管破损的情况，在涉及血样走私的案件中，发现有些血样里面含有传染性病毒，很容易造成疫病传播的风险。
走私人体血样不仅触犯法律，更对生物安全造成威胁。我国明令禁止非医学需要的胎儿性别鉴定，血样出境须经人类遗传资源管理部门审批。
郑重指出，这是对胎儿生命权的保护，也是为了维护健康的人口比例。血样属于人类遗传资源材料，血样走私，会对公众利益和国家生物安全造成巨大的潜在风险。
Currently, out of the 26 suspects in this case, nine have been arrested with the approval of the procuratorate, and the case is under further investigation. "In the cases we have investigated, multiple instances of blood sample leakage and test tube breakage have been discovered. In cases involving blood sample smuggling, some samples have been found to contain infectious diseases, posing a high risk of spreading diseases," Zheng said. "This is to protect the right to life of fetuses and to maintain a healthy population ratio."
《中华人民共和国刑法修正案（十一）》增设走私人类遗传资源材料罪，情节特别严重的可处三年以上七年以下有期徒刑，并处罚金。有关部门将持续加大打击力度，强化联动协作，不断完善风险防控体系，筑牢国家生物安全防线。
