2025年12月，有网友反映，杭州师范大学人文学院官网发布的《关于“多彩送教淳滋味”福彩公益金项目受助对象公示（线上课程3）》名单，与百度文库一份“10000中国普通人名大全”中的姓名及排序完全吻合。
当时，杭州师范大学通报称，之所以出现该问题，是因为工作人员未实时统计线上授课实际学生名单，所以才弄虚作假。
2026年1月15日，新华社发布的追踪报道《多地调查“全网最忙五人组”》披露，浙江省市联合调查组给予包括3名杭州师范大学校领导在内的9人相应党纪政务处分和组织处理。此外，该校1名干部因存在虚报冒领项目资金行为，被立案审查调查。
Nine individuals, including three senior leaders from Hangzhou Normal University (HNU), have been sanctioned following a provincial investigation into the misuse of public welfare funds and the fabrication of a beneficiary list for a charity project ran by the university.
The scandal came to light in December 2025 when netizens discovered that a list of beneficiaries for HNU's "Colorful Teaching, Chun Flavors" project, published on the School of Humanities website, was copied entirely from an online database of common Chinese names. The university initially stated that staff had falsified the list after failing to properly track participants for an online course.
A joint investigation by Zhejiang provincial and Hangzhou municipal authorities, cited in a Xinhua report, confirmed the fraud. Investigators found that the project team failed to register all intended students. To meet reporting requirements and close the project, staff merged a partial real list with names copied from the internet.

据官网介绍，杭州师范大学是浙江省重点建设高校，是一所以师范教育为传统、文理并重、人文社会科学与自然科学协调发展的综合性大学，2007年更名为现名，现有仓前、玉皇山、下沙三个校区。
据该校2025年12月6日发布的情况通报，该校人文学院“多彩送教淳滋味”福彩公益项目为杭州师范大学校友会申报的2022年浙江省福彩公益金资助项目，总经费45万元。
经核查，该项目实际支出450000元，资金使用情况具体如下：1.投入150000元用于淳安县山区小学图书馆购置书架；2.投入93399元用于线上线下课程设计及教材选编等教学资源开发；3.投入100536元用于购置学习用品资助农村留守儿童；4.投入55440元用于购买图书资料；5.投入45000元用于支教人员的差旅费；6.相关税费5625元。
据新华社2026年1月15日的报道，浙江省市联合调查组调查核实，公示受助名单弄虚作假的问题属实，系项目实施时项目组对受助学生未能全数登记，纳入统计的受益人数未达到立项申报人数。项目具体执行人为顺利结项，截取部分网络名单，与实际统计的人员名单合并后公示。同时，项目在经费使用上存在资金管理混乱、违规列支等问题。
浙江省市联合调查组根据调查核实情况，对承接、实施该项目的杭州师范大学校友会、人文学院4名工作人员和负有领导责任的3名校领导，以及负有监管责任的省民政厅社会组织管理局2名干部给予相应党纪政务处分和组织处理，对存在虚报冒领项目资金行为的杭州师范大学1名干部立案审查调查。
浙江省市联合调查组有关负责同志表示，针对该事暴露出的突出问题和监管漏洞，省、市两级举一反三，全面排查相关问题，健全机制，加强监管，堵塞漏洞。
The investigation further revealed mismanagement and irregular spending of the project's funds, which amounted to 450,000 yuan and were allocated by the Zhejiang Welfare Lottery in 2022.
Sanctions, including Party disciplinary and administrative measures, were imposed on four staff members from the HNU Alumni Association and College of Humanities who executed the project, three university leaders deemed responsible for oversight, and two officials from the provincial civil affairs department for inadequate supervision. A separate HNU official is under investigation for suspected fraudulent claims of project funds.
An investigation spokesperson stated that comprehensive checks are being conducted across relevant sectors to address systemic flaws and strengthen fund supervision.
