浙江一县取消中考选拔功能，实现全员直升|中考|初中|普通高中|普高|毕业生|随迁

据澎湃新闻报道，为破解人口小县教育发展难题，浙江省最东部、舟山群岛最北部的海岛县嵊泗县取消了中考选拔功能，确保本县户籍及符合条件的随迁子女初中毕业生100%能够升入普通高中。

In a pioneering education reform, Shengsi county, an archipelago in eastern Zhejiang province, has abolished the selective function of its senior high school entrance examination, guaranteeing all local junior high graduates a place in regular high schools.

1月22日，嵊泗县教育局在县政府官网上刊文介绍了当地的主要做法与成效。文章称，嵊泗系统重塑县域基础教育生态，推动基础教育从“选拔竞争”向“全面育人”深度转型，阶段性成效明显，相关做法入选浙江省委改革办重大改革周报。

其中，针对海岛人口小县教育资源配置难题，嵊泗淡化中考选拔功能，创新建立县域内“全员直升高中”机制。

入学机会方面，自2025年秋季学期起，全面取消普通高中录取分数线门槛，确保本县户籍及符合条件的随迁子女初中毕业生100%能够升入普通高中，2025学年全县266名填报普高的初三毕业生全部录取，实现“愿读尽读”，县域普高就读率达81%。

According to an official report published by the county's education bureau on Jan 22, the policy ensures that every junior high graduate who holds a Shengsi household registration or meets residency requirements can enter high school starting from the fall semester of 2025.

All 266 junior high students who applied were admitted, achieving an 81 percent enrollment rate in regular high schools within the county. The move is part of a broader shift from an exam-oriented model toward holistic education.

教育生态方面，随迁子女平等接受普通高中教育的覆盖率从改革前的43%跃升至100%，实现了户籍与非户籍学生就学的完全平权。也推动初中教育理念从“为升学而教”向“为成长而教”的根本性转变，有效缓解社会和家长的升学焦虑。

The reform has significantly improved equity: migrant children's access to regular high school education rose from 43 percent before the reform to 100 percent, ensuring equal rights between local and non-local students.

Additionally, the change has alleviated parental anxiety over academic competition and encouraged a more student-centered approach in junior high schools.

教育信心方面，改革提振了本地群众的教育自信，增强了当地教育的吸引力，2025年秋季学期有9名在外就读的学生回流，小升初县域就读率达93.99%，生源外流较5年前下降近10个百分点。

Confidence in local education has grown, with nine students returning to Shengsi for schooling in the fall semester of 2025. The rate of students leaving the county for education has dropped nearly 10 percentage points compared to five years ago.
