Iran has told the United Nations Security Council and the International Maritime Organization that "non-hostile vessels" may transit the Strait of Hormuz if ‌they coordinate with Iranian authorities, according to a note seen by Reuters on Tuesday.

The note from Iran's Ministry of Foreign Affairs was sent to the 15-member Security Council and UN Secretary-General Antonio Guterres on Sunday. It was then circulated on Tuesday among the 176 members of the London-based UN shipping agency responsible for regulating the safety and security of international shipping and preventing pollution.

照会中写道:“非敌对船只,包括属于其他国家或与其他国家有关联的船只,只要不参与或支持针对伊朗的侵略行为,并完全遵守已公布的安全保障规定,在与伊朗主管当局协调后,即可安全通过霍尔木兹海峡。”

"Non-hostile vessels, including those belonging to or associated with other states, may — provided that they neither participate in nor support acts of aggression against Iran and ‌fully comply with the declared safety and security regulations — benefit from safe passage through the Strait of Hormuz in coordination with the competent Iranian authorities," it read.

照会还说,伊朗已“采取必要和相称的措施,防止侵略者及其支持者利用霍尔木兹海峡推进针对伊朗的敌对行动”,并指出,属于美国或以色列的船只、设备或任何资产,“以及其他参与侵略方,不具备无害或非敌对通行的资格”。

Iran has "taken necessary and proportionate measures to prevent the aggressors and their supporters from exploiting the Strait of Hormuz to advance hostile operations against Iran," the note read, adding vessels, equipment, and any assets belonging to the US or Israel, "as well as other participants in the aggression, do not qualify for innocent or non-hostile passage."
