3月24日至25日，在澜湄合作首次领导人会议召开十周年之际，第三届澜湄区域犯罪形势分析圆桌会议在广西崇左市成功召开。柬埔寨、中国、老挝、缅甸、泰国和越南中央执法机关代表出席会议，文莱、印度尼西亚、马来西亚、东帝汶等东盟国家执法机关代表，联合国毒罪办、世界海关组织亚太情报联络办公室、东盟警察组织等国际组织代表，中国内地相关公安机关和院校以及香港警务处、澳门司法警察局代表，国投智能、京东集团、蚂蚁集团等高科技头部企业代表应邀参会。
From 24 to 25 March, on the occasion of the 10th anniversary of the First Lancang-Mekong Cooperation Leaders’ Meeting, the Third Roundtable Meeting on Crime Situation in Lancang-Mekong Region was successfully held in Chongzuo,Guangxi,China. Representatives from central law enforcement agencies of Cambodia, China, LaoPDR,Myanmar, Thailand and Viet Nam attended the meeting. Representativesfrom law enforcement agencies of Brunei, Indonesia, Malaysia and Timor-Leste, together with representatives from international organizations including the United Nations Office onDrugs and Crime (UNODC), the World Customs OrganizationRegional Intelligence and Liaison Office for Asia and the Pacific(WCORILO AP) and ASEAN National Police (ASEANAPOL), aswellasrepresentatives from relevant public security authorities and institutions in the Chinese Mainland,the Hong Kong Police Force and the Macao Judiciary Police of China’s Hong Kong and Macao Special Administrative Regions, as well as representatives from leading technology companies including SDIC Intelligence, JDGroup, Ant Group also participated upon invitation.
会议认为，当前跨境犯罪活动的规模和速度前所未有，对各国社会稳定与民众福祉构成严峻挑战。防范打击跨境犯罪既是区域各国的共同责任，必须加强各国情报、技术、法律与行动的深度融合与协同，也是一项系统工程，需要调动各方面的积极性，构建多元主体参与的共治格局，形成整体合力。
The meeting noted that the scale and pace of transnational crime have reached unprecedented levels, posing serious challenges to social stability and public well-being across countries. Preventing and combating transnational crime is both a shared responsibility of all countries in the region—requiring deeper integration and coordination in intelligence, technology, legal frameworks and operational actions—and a systematic undertaking that calls for the active participation of all stakeholders, the development of a multi-stakeholder co-governance framework, and the strengthening of overall synergy.
基于对犯罪形势的一致判断和应对共识，与会澜湄六国执法部门正式启动了“平安澜湄2026”联合行动以及子行动“平安回家”。会议还发布了《第三届澜湄区域犯罪形势分析圆桌会议联合声明》。
Based on a shared assessment of the crime situation and common understandings, law enforcement agencies of the six Lancang-Mekong countries officially launched the "Safe Lancang-Mekong 2026" Joint Operation and its sub-operation "Safe Return Home". The meeting also released theJoint Statement of the Third Roundtable Meeting on Crime Situation in Lancang-Mekong Region.
