Shanghai police have dismantled three criminal gangs and arrested 28 suspects who used their Disney annual passes to steal limited-edition dolls from park shops, netting over 100,000 yuan in illicit proceeds.
Starting in October 2025, visitors were repeatedly stopped at Disney shop exits with unpaid goods, all claiming, "I forgot." In March, park security reported that every suspect was an annual pass holder.
Police identified three gangs led by three individuals surnamed Zhang, Chen and Fu — acquaintances who normally resold goods near the park. To boost profits, the trio recruited fellow townspeople and relatives, forming an independent yet coordinated "steal-transport-sell" network.
Their primary targets were limited edition plush dolls worth about 300 yuan each. After theft, they would sell the dolls on the spot or nearby for as little as 30 yuan apiece, often to scalpers who completed transactions inside restrooms — areas not covered by surveillance.
On March 12, raids in Shanghai and Henan led to the arrest of all 28 suspects. They face criminal charges for theft, and the case remains under investigation.
