国务院总理李强日前签署国务院令，公布《中华人民共和国反外国不当域外管辖条例》，自公布之日起施行。

Chinese Premier Li Qiang has signed a decree of the State Council to publish a new set of rules on countering foreign states' unlawful extraterritorial jurisdiction measures. The regulations take effect upon publication.

《中华人民共和国反外国不当域外管辖条例》（以下简称《条例》）旨在维护国家主权、安全、发展利益，保护中国公民、组织合法权益，维护以国际法为基础的国际秩序。《条例》规定，外国国家违反国际法和国际关系基本准则，实施不当域外管辖措施，危害中国国家主权、安全、发展利益，损害中国公民、组织合法权益的，中国政府有权采取相应的措施。

《条例》明确中国政府有权对与中国存在适当联系的行为实施域外管辖措施；规定国家建立健全应对外国不当域外管辖有关工作机制，统筹协调相关工作；国务院有关部门按照职责分工承担应对外国不当域外管辖具体工作。

坚定维护国家政权安全、制度安全、意识形态安全，加强重点领域安全能力建设，确保粮食、能源资源、重要产业链供应链安全，加强海外安全保障能力建设，维护我国公民、法人在海外合法权益，维护海洋权益，坚定捍卫国家主权、安全、发展利益。

We will resolutely safeguard the security of China's state power, systems, and ideology and build up security capacity in key areas. We will ensure the security of food, energy, and resources as well as key industrial and supply chains. We will strengthen our capacity to ensure overseas security and protect the lawful rights and interests of Chinese citizens and legal entities overseas. We will safeguard China's maritime rights and interests and resolutely defend our country's sovereignty, security, and development interests.
