The green manufacturing ecosystem in Guangzhou—and the broader Greater Bay Area (GBA)—is driven by a sophisticated, multi-actor governance network. There are three types of institutional logic: the government, the “dual-loop” third-party certification system, and market-based infrastructure. Of course, coordination among the private sector, government, and third parties such as business associations is enormously facilitated by so-called guanxi.
Guangdong Province, as an export-oriented manufacturing hub, coordinates the national green policy framework by tailoring it to address specific local industrial pressures, such as SME capital constraints and international carbon tariffs, including the EU’s CBAM. It achieves this through deep horizontal, vertical, and cross-border coordination. Guangdong coordinates national mandates by treating environmental protection not merely as a regulatory constraint, but as a strategic mechanism to enhance the competitiveness of its local industrial clusters. The Guangzhou Emissions Trading Center (GZETS) acts as a critical “dual-pilot” market infrastructure platform that bridges state administrative mandates and market-based financial incentives. While government bureaus such as the Development and Reform Commission (DRC) and the Ecology and Environment Bureau rely on an administrative “push” through regulations, subsidies, and approvals, GZETS provides a complementary market “pull” by making these administrative signals financially tangible for firms.

Recently, privately owned Chinese firms, particularly those in green energy technology, where China has a strong lead, have begun to expand their operations internationally at an unprecedented pace. This internationalization drive entails increasing exports, offshoring production, and localizing supply chains. This, in turn, has presented Chinese state authorities with new challenges, such as responding to financing demands and regulating technology outflows.
How and why are Chinese state agencies responding to these challenges? This talk explores the evolving dynamic between China’s state-driven industrial policy and bottom-up firm internationalization, as well as the various ways in which different levels of the Chinese state have responded. We propose conceptualizing this process as one of learning, in which key tools are developed largely ad hoc in response to pressing needs.
Based on data triangulated through a review of primary and secondary sources, interviews, and fieldwork, we hope to trace the adjustments that have occurred thus far, the motivations behind them, and their impact on Chinese green energy companies. Focusing on legislation concerning outward FDI, export controls, and financing, we discuss the status quo, the extent to which a coherent framework is emerging, and research gaps and desiderata.
