国家发展改革委、财政部近日印发《推进生态综合补偿实施方案》。

生态综合补偿是统筹运用各类生态补偿政策加强重点区域和重要生态系统保护、激发生态保护主体内生动力的有效方式，对筑牢国家生态安全屏障、促进区域协调发展、推进共同富裕具有重要意义。为提升生态保护补偿综合效益，国家发展改革委、财政部联合印发《推进生态综合补偿实施方案》。

方案提出，提升财政纵向补偿精准性，增强地区间横向补偿协同性，拓展市场化补偿渠道，有效发挥财政资金对市场化补偿的引导作用，强化重点区域生态保护，推动重要生态系统发挥多元功能，完善与生态保护贡献相匹配的生态综合补偿机制，充分调动各方面参与生态保护的积极性，构建政府主导、社会参与、市场调节相结合的补偿格局，切实推动将生态优势转化为经济优势，让生态保护者、贡献者持续得到实惠，促进人与自然和谐共生。

方案明确，到2030年，生态综合补偿机制更加完善，生态保护主体获得感有效提升，重点区域绿色可持续发展能力持续增强，为加快经济社会发展全面绿色转型、建设美丽中国提供有力保障。
