关于卢塞恩湖峰会闭幕暨美伊首次高级别委员会会议之联合声明

在《伊斯兰堡谅解备忘录》框架之下举行的首轮高级别会谈，已于瑞士比尔根山（Burgenstock）落下帷幕。与会者包括：伊朗伊斯兰共和国代表、美利坚合众国代表，以及两个调解方——卡塔尔国与巴基斯坦伊斯兰共和国。
此次卢塞恩湖峰会在积极且具建设性的氛围中开展。已取得令人鼓舞的进展，其中包括搭建起一套推进后续技术性会谈的机制。
基于上述谅解备忘录，各方同意设立一个高级别委员会，负责对调解进程进行政治层面监督。首席谈判代表将定期向该委员会汇报，并牵头领导若干工作组——聚焦核问题、制裁问题，以及监督与争端解决事宜——以确保备忘录得到有效执行，并处理其他相关事项。
该高级别委员会已就一条路线图达成一致，目标是在60天内敲定一份最终协议，同时为立即启动进一步技术性谈判奠定基础。
此外，按备忘录第5段所述时限，各方之间已建立一条沟通联络线，以防止意外事件与误判，旨在保障商业船只安全通过霍尔木兹海峡。
并且，各方同意设立一个冲突降级小组（de-confliction cell）——在调解方协助下，设于各方与黎巴嫩共和国之间，以确保按照备忘录规定，黎巴嫩境内的军事行动得到终止。
技术层面谈判将在本周剩余时间内于比尔根山度假村继续进行，涵盖所有议题。
调解方将继续竭尽所能，确保谈判始终在建设性氛围中推进，以达成最终协议为目标。

Regarding The Conclusion of Lake Lucerne Summit — First High-Level Committee Meeting with Participation of the United States of America and the Islamic Republic of Iran

The first session of high-level talks under the framework of the Islamabad Memorandum of Understanding (MoU) have concluded in Burgenstock, Switzerland, with the participation of representatives from the Islamic Republic of Iran, the United States of America, and the two mediating parties — the State of Qatar and the Islamic Republic of Pakistan.
The Lake Lucerne Summit was conducted in a positive and constructive atmosphere. Encouraging progress has been made, including the creation of a mechanism for further technical talks.
Building on the MoU, the parties have agreed to the establishment of a High Level Committee to provide political oversight of the mediation process. Chief negotiators will report regularly to the Committee and lead working groups focused on:
• nuclear issues
• sanctions
• monitoring and dispute resolution
…to ensure the effective implementation of the MoU and address other matters.
The High Level Committee also agreed on a roadmap aimed at reaching a final agreement within 60 days, paving the way for the immediate launch of further technical negotiations.
A communication line has been established to avoid incidents and miscommunication and ensure the safe passage of commercial vessels through the Strait of Hormuz.
The parties also agreed to create a de-confliction cell between the parties, Lebanon, and facilitated by the mediators, to ensure the implementation of the ceasefire/cessation of military operations in Lebanon under the MoU.
Technical talks will continue for the rest of the week at Burgenstock. Qatar and Pakistan pledged to continue efforts to help the parties reach a final agreement.
