盛夏北京，一场跨越多国的医保来华学习交流盛会如期启幕。乘着共建“一带一路”高质量发展的东风，各国医保同仁齐聚一堂，聚焦中国医保，共探普惠民生的健康发展之路。
As summer settles over Beijing, a landmark international exchange event focused on healthcare insurance officially kicked off. Riding the wave of high-quality development under the Belt and Road Initiative (BRI), global industry professionals gathered in the capital to jointly explore inclusive, people-centered pathways for healthy development across nations.
依托“一带一路”，打造全球医保治理对话窗口
Leveraging the Belt and Road to Build a Platform for Global Healthcare Insurance Governance Dialogue
当前全球各国普遍面临筹资乏力、减贫惠民、提升全民医疗保障水平压力增大等共性难题，我国在短期内建成世界规模最大基本医疗保障网，依托集中带量采购、智慧医保、多层次保障体系等一系列改革实践，为各国完善医保体系提供可借鉴的实践思路。在此背景下，2026年7月14日，为期7天的“一带一路”共建国家医疗保障政策能力建设研修班、智慧医保建设高级研修班在北京开班。
Nations worldwide are grappling with universal challenges including insufficient funding, mounting pressures to alleviate poverty through welfare policies, and growing difficulties in scaling up universal healthcare coverage. In a relatively short timeframe, China has established the world’s largest basic medical security system. Through transformative reforms such as volume-based centralized procurement, smart healthcare insurance systems, and multi-tiered security frameworks, China has delivered actionable insights for countries seeking to refine their own medical insurance architectures. Against this backdrop,two parallel training programs—the Capacity-Building Training Program on Medical Security Policies for BRI Participating Countries and the Advanced Training Program on Smart Healthcare Insurance Development—kicked off in Beijing on July 14, 2026, running for seven days in total.
本次活动由国家医疗保障局设计研修内容并指导实施，来自亚洲、欧洲、非洲、加勒比地区16个国家近50名医疗保障官员、医疗技术专家参与。这是国家医保局连续第二年推出国际研修项目，既是深化南南合作、推进“一带一路”建设的务实举措，也充分展现我国分享发展经验、携手各国共解民生难题的大国担当。
Designed and supervised by the National Healthcare Security Administration (NHSA), the training attractednearly 50 healthcare regulatorsand technical specialists from16 countriesspanning Asia, Europe, Africa and the Caribbean. Marking the second consecutive year of international training initiatives rolled out by the NHSA, the program constitutes a tangible step forward in deepening South-South cooperation and advancing BRI priorities. It also embodies China’s commitment to sharing its developmental experience and collaborating with the international community to address pressing public welfare challenges.
近年来，国家医保局积极推进参保长效机制，坚持战略购买价值导向，持续动态调整医保药品目录，全面推进药品、医用耗材集中带量采购，搭建多元支付体系，同时依托医保大数据赋能医药创新研发。一系列改革落地见效，让全体人民都纳入医疗保障网，群众能够用上更多质优价宜的药品，也充分激活医药企业创新动能。国家医保局办公室主任朱永峰表示，中国医保不仅是医药产品和医疗服务的支付者，更是产业高质量发展的赋能者。依托持续技术升级和接轨国际的质量监管体系，越来越多优质、安全、可负担的中国医药产品正在惠及世界各国患者，为提升全球药品和医疗器械的可及性贡献中国力量。
In recent years, the NHSA has strived to institutionalize long-term insurance enrollment mechanisms, adhered to value-oriented strategic purchasing, dynamically updated the national medical insurance drug catalogue, rolled out nationwide centralized bulk procurement for pharmaceuticals and medical consumables, built diversified payment frameworks, and harnessed big data from healthcare insurance to support pharmaceutical innovation and research. These reforms have delivered tangible outcomes: nearly all Chinese citizens are covered by medical insurance, patients now have access to greater volumes of high-quality, affordable medicines, and domestic pharmaceutical enterprises have received fresh impetus for innovation.Zhu Yongfeng, Director-General of the General Office at the NHSA, noted that China’s healthcare insurance system functions not merely as a payer for medical goods and services, but also as an enabler of high-quality industrial development. Backed by continuous technological upgrades and internationally aligned quality supervision frameworks, an increasing number of safe, high-quality and affordable Chinese pharmaceutical products are benefiting patients worldwide, boosting global accessibility to medicines and medical devices.
开班仪式上，国家医保局办公室综合处（国际合作处）处长刘嘉月系统解读举办本次研修班的时代背景与核心初衷。医疗保障是现代社会保障体系的重要内容，减轻群众就医用药负担、实现全民医疗保障覆盖，是世界各国共同追求的发展目标。经过多年系统性改革，中国在医疗保障体系建设方面取得了显著进展，在实现全民覆盖、提升药品可及性、加快推进数字化转型等领域积累了经验，愿意向各国同仁分享改革探索与实践成效。同时，中国也期待学习各国医保制度的有益做法，并欢迎各国学员在研修期间踊跃交流、积极探讨，充分利用本次研修机会交换思路、碰撞真知。
Liu Jiayue, Director of the General Affairs Division (International Cooperation Division) under the NHSA General Office, elaborated on the contextual backdrop and core objectives of the training during the opening ceremony. Medical security forms a cornerstone of modern social security systems, and easing public financial burdens for medical treatment and medication while achieving universal healthcare coverage represents a shared development goal for all nations.Through years of systematic reform, China has made remarkable strides in building its medical security system, accumulating actionable experience in universal coverage expansion, improving drug accessibility, and accelerating digital transformation. China stands ready to share its reform practices and outcomes with international counterparts.Meanwhile, China remains open to absorbing proven practices from other national healthcare systems, and encouraged participants to engage in open dialogue, in-depth discussions and idea exchange throughout the training period.
本次研修采用“分班授课+合班参访”的差异化培养模式，精准匹配不同国家学员的学习需求。政策能力建设研修班聚焦医保制度框架、集采政策、多层次保障体系等基础制度设计；智慧医保建设高级研修班侧重医保大数据、医保改革、创新药械等领域展开。课程体系覆盖医保政策理论、医药产业发展、医保信息建设、实地学习观摩四大板块，设置十余场专题讲座，同步安排国家医保局、天津中国国际医疗设备与器械交易（集采）平台、北京亦庄生物医药产业基地、北京大学人民医院等实地走访，兼顾理论深度与实践直观性，全方位展示中国医保改革完整发展图景。
A differentiated training model combiningseparate classroom sessions for specialized cohorts and joint field visitswas adopted to align with the varying learning requirements of international participants. The Policy Capacity-Building Program focused on foundational institutional design covering healthcare insurance structural frameworks, centralized procurement policies and multi-level security mechanisms. The Advanced Smart Healthcare Insurance Program delved into healthcare big data applications, systemic healthcare reforms and innovative medical devices and pharmaceuticals. The curriculum encompassed four core modules: theoretical healthcare insurance policy, pharmaceutical industrial development, digital healthcare insurance infrastructure construction and on-site practical observation, featuring more than a dozen thematic lectures alongside field visits to key institutions including the NHSA, the Tianjin China International Medical Equipment & Devices Trading (Centralized Procurement) Platform, the Beijing Yizhuang Biomedical Industrial Base and Peking University People’s Hospital.Integrating rigorous theoretical learning with immersive on-site practice, the program presented a holistic overview of China’s healthcare insurance reform journey.
各国借鉴交流，探寻适配本土的医保优化新思路
Cross-National Learning & Exchange: Exploring Customized Solutions for Domestic Healthcare Insurance Improvement
当今世界，社会治理面临深刻变革，没有任何一个国家能仅凭一己之力独撑全局，也没有任何一种制度模式可以放之四海而皆准。此次研修班让来自不同国情、不同发展阶段国家的同行们相聚一堂，在坦诚交流中分享经验，取长补短，探寻适配本土的医保优化新思路。
Social governance landscapes across the globe are undergoing profound shifts. No single country can independently address all governance demands in isolation, nor can a one-size-fits-all institutional model work universally for every jurisdiction. This training program brought together practitioners from countries at disparate development stages with divergent national conditions, enabling candid experience-sharing and mutual learning to inform context-specific improvements to domestic medical security systems.
面对采访时，来自保加利亚全国药品价格和报销委员会的首席专家Mariana Gueorguieva向“中国医疗保险”分享了此次研修的收获，“中国集中带量采购策略令我印象非常深刻，依托庞大人口形成的巨大采购体量，形成独有的规模经济优势，极大地减轻了医保基金运行压力。”她神情激动地讲道。Mariana Gueorguieva还表示，回国后将系统梳理中国集采政策框架，积极推动本国引入量价采购机制。
In an interview with China Medical Insurance, Mariana Gueorguieva, Lead Expert at Bulgaria’s National Commission on Drug Prices and Reimbursement, spoke highly of her learning experience:“China’s centralized volume-based procurement model left a deep impression on me. Supported by economies of scale generated from its massive population and procurement volume, this mechanism effectively eases fiscal pressures on healthcare insurance funds.”She added that she would systematically analyze China’s centralized procurement framework upon returning home and promote the adoption of volume-price linked procurement mechanisms within Bulgaria.
埃及卫生部专家Maha Mohamed Amin则重点关注全民医保覆盖与智慧医保数字化体系建设。目前，中国已构建起世界上覆盖参保人群规模最大的医疗保障网，参保覆盖率持续巩固在95%，Maha Mohamed Amin坦言“这是极具参考意义的标杆，未来埃及也要努力向全民覆盖的目标迈近，同时也希望推动中埃医保数字技术合作，引进成熟智慧医保方案”。
Maha Mohamed Amin, a specialist with Egypt’s Ministry of Health, prioritized insights on universal healthcare coverage and digitalized smart insurance infrastructure. China maintains a medical insurance network covering the world’s largest population, with the national coverage rate steadily holding above 95%. According to Maha Mohamed Amin,China’s experience sets a valuable benchmark for Egypt as the country works toward universal medical coverage. Egypt also hopes to advance bilateral digital healthcare cooperation with China and introduce mature smart insurance solutions from the Chinese side.
为将学习的课堂从会议室延伸到产业一线，7月15日下午，国家医保局精心搭建中国高端医药产业和医疗设备展示平台，充分展现我国改革成效。来自阿塞拜疆卫生部的KONUL在采访中对我国多款高端医疗设备如人工关节、透析治疗设备、卒中康复诊疗器械等给予了高度评价。她分享道，回国后将结合本国慢病诊疗现状，研究引进适配基层医疗机构的中国医疗设备，提升阿塞拜疆慢病康复诊疗水平。
To extend classroom learning to frontline industrial sites, the NHSA set up an exhibition platform showcasing premium domestic pharmaceutical products and medical devices on the afternoon of July 15 to demonstrate the tangible results of China’s healthcare reforms.KONUL, an official from Azerbaijan’s Ministry of Health, commended China’s high-end medical equipment including artificial joints, dialysis treatment apparatuses and diagnostic instruments for stroke rehabilitation.She planned to research the introduction of China’s cost-effective medical devices suited for grassroots medical institutions after returning to Azerbaijan, to upgrade chronic disease diagnosis and rehabilitation services domestically.
在课程最后一天的互动交流中，大家聆听了来自国家医保局2025年最新部署的真实世界医保综合价值评价（R-VALUES）工作，都给予了高度评价，认为这是一项极具意义的工作，为发展中国家提供了可选择、更可信的评价模式。来自赞比亚的Bruno Lullo学员对“R-VALUES课程”记忆深刻，表示中国依托自身优势开展的R-VALUES，是非常有吸引力的典型的中国方案，经它评价的医药产品对患者也更有实际价值，也真诚欢迎更多来自中国的优质医药产品来到赞比亚。
During the closing interactive session, participants received briefings on the NHSA’s 2025 newly launched Real-world Healthcare Comprehensive Value Evaluation (R-VALUES) initiative, which received widespread acclaim from overseas attendees. Participants recognized the framework as a credible, practical evaluation alternative ideal for developing economies.Bruno Lullo from Zambia singled out the R-VALUES module as a standout takeaway, remarking that this China-developed framework delivers tangible clinical value for patients through standardized product assessment. He also expressed welcome for wider access to high-quality Chinese pharmaceutical products across Zambia.

China’s healthcare security sector has achieved a historic transition from following global norms to keeping pace with international best practices, and even taking a leading position in select areas. Driven by these systemic reforms, growing volumes of safe, affordable and high-quality Chinese medicines and medical devices have entered global markets, enhancing access to essential medical supplies for BRI partner countries in particular.
在共建“一带一路”的合作框架下，知识共享与经验互鉴始终是深化伙伴关系的重要纽带。从专题授课到实地参观，从案例研讨到产业展示，这场“知行合一”的研修之旅让每一位参与者都收获满满。
Knowledge exchange and mutual learning serve as vital bonds strengthening partnerships under the BRI framework. From expert lectures and site tours to case studies and industrial showcases, this practice-oriented training journey delivered substantial gains for every attendee.
虽然为期7天的研修已结束，但中国与“一带一路”共建国家的交流、合作不会中断。国家医保局医药价格与招标采购指导中心副主任谢章澍在结业仪式上表示，中国将始终秉持和平发展、开放包容、合作共赢的理念，积极践行共建“一带一路”倡议，始终致力于与沿线各国深化医疗保障领域交流合作、共享发展成果。下一步，我们将持续优化课程体系、丰富研学内容、提升办班质量，为后续涉外研修活动筑牢基础，并努力做好中国医保故事的讲述者、践行者和传播者，积极分享中国医保方案与中国医保智慧，面向“一带一路”共建国家，不断推动经验交流与务实合作走向深入。
While the seven-day in-person training has concluded, bilateral communication and cooperation between China and BRI participating countries will endure. During the closing ceremony,Xie Zhangshu, Deputy Director of the Center for Pharmaceutical Pricing and Bidding Procurement Guidance under the NHSA, reaffirmed China’s consistent commitment to peaceful development, openness, inclusiveness and win-win collaboration in advancing the BRI agenda. China will continue to deepen medical security cooperation with partner nations and share the fruits of its healthcare development. Moving forward, authorities will refine training curricula, enrich research study content and improve program quality to lay solid groundwork for future international training activities. China will act as a narrator, implementer and disseminator of its healthcare insurance experience, sharing Chinese solutions and insights to foster deeper practical exchanges and collaboration with all BRI countries.
