9月17日，2026海洋合作发展论坛在青岛西海岸新区开幕。开幕式暨主论坛上，自然资源部总规划师张兵、国际合作司（海洋权益司）司长陈丹红，与佛得角交通和海洋部部长若昂·苏亚雷斯，斯里兰卡渔业、水产和海洋资源部部长拉马林加姆·钱德拉塞卡尔，坦桑尼亚畜牧和渔业部部长巴希鲁·阿里·卡库尔瓦，马尔代夫气候变化、环境和能源部国务部长易卜拉欣·米姆拉，马尔代夫渔业、农业与海洋资源部副部长扎米尔·穆罕默德，塞舌尔渔业、农业与蓝色经济部国务秘书阿兰·德·科马尔蒙，斯里兰卡渔业、水产和海洋资源部常务秘书科利塔·卡坎纳姆格，孟加拉达卡大学校长A·B·M·奥拜杜尔·伊斯兰共同启动《“海洋十年”海洋公益行动全球倡议》。倡议全文如下：

Global Initiative for the Ocean Decade Marine Public Welfare Action
海不辞水，故能成其大。2026年，《BBNJ协定》落笔成法，“海洋十年”行至中流。今天，我们在青岛——“海洋命运共同体”理念的诞生地，发起“海洋十年”海洋公益行动全球倡议。我们以公益为本、协作为桥，聚焦平台建设、科学赋能、生态保护、蓝色经济和公众参与五大领域，推动海洋治理成果惠及全球沿海社区，造福子孙后代。
The ocean is vast because it rejects no rivers. In 2026, the BBNJ Agreement entered into force, and the Ocean Decade reached its midpoint. Today, in Qingdao, the birthplace of the vision of a maritime community with a shared future, we launch the Global Initiative for the Ocean Decade Marine Public Welfare Action. With public welfare as the foundation and collaboration as the bridge, we focus on five key areas: platform-based development, scientific empowerment through science, ecological conservation, blue economy and public participation, to deliver the outcomes of ocean governance to coastal communities worldwide and future generations.

We sincerely invite governments, international organizations, research institutions, social organizations, and visionaries from all sectors to join hands with us, and,
一是共建沿海城市协作网络。支持《BBNJ协定》实施，在联合国“海洋十年”海滨之城平台框架下深化合作，建立常态化知识与经验分享机制，协同推进海洋科学保护与可持续发展。
First, build a collaborative network of coastal cities. We will support the implementation of the BBNJ Agreement, deepen cooperation under the framework of the Cities with the Ocean Platform of the UN Ocean Decade, establish mechanisms for regular sharing of knowledge and experience, and jointly advance science-based marine conservation and sustainable development of the ocean.
二是共促科学成果实践转化。推动海洋预报、防灾减灾等公共产品与治理工具开放共享，鼓励各方参与“海洋十年”中国行动国际合作种子基金等项目，推动科研成果转化为解决方案。
Second, translate scientific findings into practical outcomes. We will promote global open access to public goods and governance tools such as ocean forecasting and disaster prevention and mitigation, encourage all parties to participate in projects such as the International Cooperation Seed Fund Project of the Ocean Decade China Action, and translate research findings into actionable solutions.
三是共护脆弱生态与社区韧性。聚焦珊瑚礁、红树林、海草床等关键生态系统，推进基于生态系统的保护修复，支持公益组织和志愿者团队深度参与日常监测、修复巡护和社区教育，构建多方参与的保护机制。
Third, safeguard vulnerable ecosystems and strengthen community resilience. We will focus on key ecosystems such as coral reefs, mangroves, and seagrass beds, advance ecosystem-based conservation and restoration, and support public welfare organizations and volunteer teams in participating in regular monitoring, restoration patrols, and community education, thereby establishing a conservation mechanism with broad participation of various stakeholders.
四是共育海洋素养与青年力量。推广“蓝色市民”倡议及行动框架，鼓励教育机构、公益组织尤其是青年群体积极参与，发挥社会组织桥梁作用，让蓝色市民行动成为公众可感知、可参与的共同行动。
Fourth, foster ocean literacy and empower youth. We will promote the Blue Citizen Initiative and its action framework, and encourage educational institutions, public welfare organizations, and especially young people to participate actively. By leveraging the bridging role of social organizations as connectors, we will transform the Blue Citizen campaign into a global joint action that is tangible and accessible to the public.
五是共享蓝色经济发展成果。推动海洋渔业、旅游业、航运业、生物医药等产业可持续发展，倡导企业履行社会责任，推动科技创新红利惠及民生，让蓝色增长为人类带来更多福祉。
Fifth, share the benefits of a growing blue economy. We will promote sustainable development in marine fisheries, tourism, shipping, biomedicine, and other industries while encouraging businesses to fulfill their social responsibilities, and ensure that dividends from technological innovation are enjoyed by public well-being, allowing blue growth to deliver greater well-being to humanity.
海纳百川，有容乃大。愿今日之约，凝聚全球公益力量，依托海洋合作发展论坛、“海洋十年”国际合作中心等平台，守护蔚蓝，向海而兴。
The ocean embraces all rivers, and that is what makes it vast. May today’s commitment bring together forces for welfare forces. Leveraging platforms such as the Global Ocean Development Forum and the Ocean Decade International Cooperation Center, let us safeguard the blue waters and thrive with the ocean.
青岛是“海洋命运共同体”理念的诞生地，“海洋十年”国际合作中心落户于此，已吸引8个国际组织机构落户，累计发布近20项全球性倡议及公共产品。截至目前，青岛牵头实施“海洋十年”行动18项，占全国30%，总数居全国第一。在这里，灵山岛建成全国首个“负碳海岛”，年自主负碳1333吨二氧化碳当量；中国首支海马保育志愿队修复海马关键栖息地超10平方公里；“碧海含金 蓝碳有价”生态保护修复案例入选联合国“海洋十年”海洋生态保护典型案例……
今年4月，“海洋十年”科普公益联盟在青岛西海岸新区成立，由“海洋十年”国际合作中心牵头，联合中国海洋发展基金会、腾讯公司、北京市企业家环保基金会、红树林基金会共同发起，全国100余家涉海高校、科研院所和公益组织加入，五个月来已开展60余场公益活动，带动联合国“海洋十年”青少年海洋生物多样性科普大赛、第十届全国净滩公益活动、“认养一条鱼、守护一片海”科学放流、海草床生态修复等活动落地。
海洋公益的边界，也从滩涂延伸到了数字空间，腾讯与国合中心联动，超6000万用户在线上清理虚拟海漂垃圾、了解“蓝色循环”闭环，公益目标达成后，落地近10平方公里真实海域净滩；今年8月，国合中心又联合腾讯启动贝雕非遗公益行动，以青岛贝壳博物馆3500件馆藏标本搭建线上贝类科普AI知识库，让国家级非遗贝雕通过数字场景走进年轻人。
海洋不问国界，从佛得角的海岸到马尔代夫的环礁，从孟加拉湾的红树林到南海的珊瑚礁，全球沿海社区正在同一个变暖的星球上面临相似的命运。今天在青岛，“海洋十年”海洋公益行动全球倡议向所有国家和社会各界开放，呼吁全球沿海社区携手，共同把一个健康的海洋交给下一代。
