The standard and compliant process for applying for a work-related residence permit is as follows:

Step 1: Apply for a Z visa abroad. Your employer in China will apply for the "Notice of Foreigner's Work Permit" for you.
第一步：境外申请 Z 签证。国内雇主先为你申请《外国人工作许可通知》。
With this notice and other materials, you will apply for the Z visa at the Chinese embassy or consulate abroad and enter the country with the visa.
凭该通知及其他材料，在中国驻外使领馆办理 Z 签证，持 Z 签入境。
Step 2: Apply for the "Foreigner Work Permit" after entry
第二步：入境后办理《外国人工作许可证》
After entering the country with a Z visa, the employer is required to apply for the "Foreigner Work Permit" for you within 15 days.
持 Z 签入境后，用人单位需要在15日内为你申请《外国人工作许可证》。
Step 3: Apply for the "Work Residence Permit"
第三步：办理工作类居留许可
After obtaining the work permit, you must, within 30 days from the date of entry, present this permit and other relevant documents to the local public security bureau's exit-entry administration department to apply for the "Work Residence Permit".
拿到工作许可证后，需在入境起 30 日内，携带相关材料到当地出入境管理部门，办理工作类居留许可。
03违规的严重后果｜Serious Consequences

If the employer or foreign employees think that "with a Z visa, one can start working", they will face the following serious consequences:
如果企业或外籍员工误以为 “有 Z 签就能上班”，将面临这些处罚：
For individuals: It constitutes "illegal employment", and a fine of more than 5,000 yuan but up to 20,000 yuan can be imposed;
个人层面：构成非法就业，可处 5000 元以上、20000 元以下罚款；
if the circumstances are serious, they will be detained for 5 days to 15 days and fined.
情节严重的，处 5 日至 15 日拘留，并处罚款。
For the employer: Illegal employment of foreigners can result in a fine of 10,000 yuan for each illegal employment, with the total not exceeding 100,000 yuan;
企业层面：非法聘用外国人，每非法聘用一人罚款 1 万元，总额最高不超过 10 万元；
if there is illegal income, the illegal income will be confiscated.
如有违法所得，会被依法没收。
Legal disputes: In judicial practice, during the period when the "double license" has not been obtained, the labor rights and interests of the worker may not be fully protected by the "Labor Contract Law".
劳动纠纷风险：司法实践中，在未取得 “双证” 的时段，劳动者相关劳动权益可能无法完整受到《劳动合同法》保护。
