据央视财经援引路透社报道，美国特朗普政府计划于当地时间4月20日（下周一），正式启动一个关税退款系统，用于向进口商退还1660亿美元（约合人民币1.13万亿元）的关税，这些关税在今年2月被美国最高法院裁定为“非法”。
US President Donald Trump's administration plans to launch next Monday the system it will use for issuing refunds to American importers for $166 billion the companies paid in tariffs that the US Supreme Court struck down in February as unlawful.
据报道，美国海关与边境保护局14日在一份提交给国际贸易法院的法庭文件中表示，已基本完成向进口商大规模退款的报关系统第一阶段研发，将于20日启动相关关税退款工作。退款将以电子方式统一发放，并在适用情况下附带利息，取代此前逐笔处理的方式。
US Customs and Border Protection said, in a court filing on Tuesday that it has completed the development of the initial phase of the refund system, known as CAPE. The system will consolidate refunds so importers will receive one electronic payment, with interest when applicable, rather than processing refunds on an entry-by-entry basis.
今年2月20日，美国最高法院裁决，特朗普依据《国际紧急经济权力法》在全球范围内实施的关税措施，超越授权范围，属于违法行为。随后，大量进口商向国际贸易法院提起诉讼，要求退款。
该法院3月4日作出裁决，要求美国海关与边境保护局向约33万名进口商退还1660亿美元的关税款。数据显示，截至4月9日，已有约5.6万名进口商完成电子退款流程，涉及总金额达1270亿美元（约合人民币8660亿元）。
According to recently reviewed data, approximately 56,497 importers have completed the necessary registration for electronic refunds as of April 9. This represents a staggering $127 billion in claims linked to the court's ruling, signalling a massive corporate effort to recoup capital previously tied up in the illegal tariff structure, Reuters reported.
