华生，1986年被评为国家级突出贡献的专家，影响我国经济改革进程的三项重要变革（价格双轨制、资产经营责任制、股权分置改革）的积极推动者。1984年在首届全国中青年经济工作会议上，他因与同伴首次提出放调结合的价格双轨制改革思路并被国务院采纳成名。1985年，华生的研究团队提出建立政资分离的国有出资人体系，竞聘企业经理人，国家按出资分享收益，实行资产经营责任制的改革方案，并推动其后在全国的试点和国资局的设立。华生认为中国股市需要尽早纠正制度缺陷，重新界定产权，并积极参与和推动了股权分置改革的进程。

Hua Sheng, who was named as the exper t of national outstanding contributions in 1986, is the major active promoter who promoted three important changes in China's economic reform process.He was famed by his double track pricing system which adopted by the state council with his partner in 1984. Hua Sheng proposed to establish the nationalowned investment system which separates the polity and capital,generated its pilot project in the national capital department and national wide. He also actively an active promoter in the process of share separating reform.
