全面提升海南自贸港国际传播效能论析

An analysis of the comprehensive improvement of international communication effectiveness of Hainan Free Trade Port

【摘要】新形势下全面提升海南自贸港国际传播效能,既要科学研判国际国内环境,明确“三区一中心”战略定位下自贸港国际传播面临的新机遇和新挑战;又要充分借鉴世界其他综合型自贸港的典型经验,把握“一本三基四梁八柱”新战略框架下自贸港国际传播独具的发展潜力和竞争优势。海南自贸港国际传播是一项系统工程,效能提升又是其中最为关键却又最难解决的组成部分。为此,通过分析新形势下海南自贸港国际传播存在于体系建构、特色凸显、实效评估和风险防范等多方面的核心问题,明确海南自贸港探索平台化突围、创新全球化表达、凸显人文性内涵的发展路向,并从扩大“朋友圈”、挖掘“故事流”、打造“自贸港IP”等多重维度探寻具体、可行的优化路径。

【Abstract】In the new situation, the comprehensive improvement of international communication effectiveness of Hainan Free Trade Port must analyze scientifically the international and domestic environment to identify the new opportunities and challenges that the international communication of Hainan Free Trade Port faces within the strategic position of pilot zone for furthering all-round reform and opening up, national pilot zone for ecological conservation, service zone for implementing China's major strategies and international tourism and consumption destination (three zones and one destination). Meantime, it is also essential to fully learn from the experience of other comprehensive free trade ports in the world to identify the development potentials and competitive advantages that the international communication of Hainan Free Trade Port particularly enjoys in the new strategic framework of “one fundamental guide, three institutional cornerstones, four key planks, and eight pillars.” The international communication of Hainan Free Trade Port is a systematic project, in which improving the effectiveness is the most critical and difficult part. Therefore, while analyzing the core issues such as system construction, feature highlight, effectiveness evaluation and risk prevention in the international communication of Hainan Free Trade Port in the new situation, this paper explores the development directions for Hainan Free Trade Port, which include building the communication platforms, enhancing the global expressions, and highlighting the humanistic connotations. Furthermore, it is suggested to explore the concrete and feasible optimized approaches in multiple dimensions, such as expanding the circle of friends, mining the flow of stories, and building the IP for free trade port.

论海南自贸港外籍人员就业制度的完善路径

On the improvement of the employment system for foreigners in Hainan Free Trade Port

【摘要】在《海南自由贸易港建设总体方案》的规划设计中,海南自由贸易港作为中国对外开放的新高地,要形成“聚天下英才而用之”的人才集聚效应,对外籍人员在海南自由贸易港的就业、居留要形成宽松便利、开放包容的整体环境和制度支持。而要构建这种外籍人员就业制度,至少要从三个维度加以完善,即就业准入、居留保障和约束措施,推动外籍人员在海南自由贸易港“进得来、留得下、管得住”。海南应在国家移民管理局推动的外籍人员就业和居留制度改革的基础上,结合海南自由贸易港的发展实践,构建一套完整的、具有自贸港特色的外籍人员就业制度。

【Abstract】The institutional design of the Master Plan for Hainan Free Trade Port states that by 2035, Hainan Free Trade Port should initially achieve liberalization and facilitation of entry/exit of people, one of the most notable features of which is more liberal, inclusive and convenient employment and residence for foreign employees so that the Port becomes a cluster for international talents. Investigating how Hainan Free Trade Port may make related institutional arrangements and create, enhance, and promote the employment of foreigners in Hainan is therefore extremely relevant and valuable. Based on the Master Plan for Hainan Free Trade Port andHainan Free Trade Port Law, this paper explores the employment system of foreigners in Hainan Free Trade Port from three dimensions, namely, the access system, the residence system, and the system of restraining measures. First, the access system, that is, whether or not the host country is open and how to open the job market to foreigners, lacks variety and features strict management, which has become one of the important factors impeding the entry of foreigners to employment. This is because China’s visa system functions as an “interceptor.” Therefore, Hainan should proactively work with the National Immigration Administration and strive for early and pilot implementation of the work permit classification for foreigners in Hainan, thus building a diversified work permit system, pushing for a domestic visa conversion system, and promoting a negative list system for employment of foreigners. Second, the National Immigration Administration has also pushed the reform of residence system after 2018, that is, improving the ability of the host country to provide residency in accordance with the job needs and residency preferences of foreigners. Hainan should, therefore, improve the short-term residence system, further loosen the residency requirements for Category A and Category B talents, grant longer-term residency permits to foreigners who do not have any illegal or irregular behaviors, stay long, and contribute greatly in the region, and open up temporary entry and residency for business people under the RCEP framework. Finally, in order to maintain social order and protect the national security and labor market, the host country should also take restrictive measures on the employment of foreigners, generally including points-based system, labor market testing, quota management, and employer guarantee system. Therefore, Hainan should clarify the relationship between constraint measures and build a complete system of constraint measures. For Category A and Category B talents, the points-based system and talent directory system should be put in place, and there should be no quota and labor market testing. In this way, constraint restrictions on high-level talents and talents with skills that are urgently needed will be further eased. This paper constructs the basic framework for the employment system of foreigners in Hainan Free Trade Port from three dimensions, analyzes the current status of the employment system of foreigners in Hainan and suggests ways to improve it. The research results will be a source of inspiration for relevant policy formulation and help to synergize employment system of foreigners in Hainan. Compared with the existing studies, this paper shows innovations in two aspects: one is the complete construction of the institutional framework of foreigners’ employment in Hainan, and the other is the clarification of the interrelationship of some introduced policies of foreigners’ employment, and of the problems therein.

去杠杆政策如何影响金融服务实体经济效率?——基于海南自贸港的经验证据

How does the deleveraging policy affect the efficiency of financial services for the real economy? empirical evidence from Hainan Free Trade Port

【摘要】作为防范化解系统性金融风险和促进经济高质量发展的重要抓手,研究去杠杆政策如何影响金融服务实体经济效率具有重要意义。基于2011—2020年海南自贸港18市县金融服务实体经济效率测算结果,采用断点回归设计(RDD)方法,评估去杠杆政策对海南自贸港金融服务实体经济效率的影响,并运用中介效应模型讨论了其影响机制。研究发现:(1)去杠杆政策实施后,海南自贸港金融服务实体经济效率存在“阵痛期”,去杠杆政策对效率具有显著调整效应,存在一个最优杠杆以促进金融服务实体经济效率的提升;(2)在控制金融与经济体系内其他影响因素后,杠杆率对效率的提升具有促进作用,表明合理阈值内的“优杠杆”呈积极作用;(3)进一步中介机制检验表明,金融体系结构与金融业规模作为金融供给端的两种重要机制,前者能够通过增加高质量的金融资源供给提高效率,而金融业规模则囿于规模有限性与资本来源渠道受限的风险叠加,导致在去杠杆政策实施后对效率的提升呈负向作用。基于以上结论,进一步从创新自贸港金融发展方式、金融工具创新、杠杆优化等方面提出相关对策建议。

【Abstract】The construction of the Hainan Free Trade Port (HFTP) will progressively advance the liberalization and facilitation of investment and cross-border capital flows, establishing HFTP as a test field for China’s financial openness and a frontier region for opening up. Therefore, it is crucial to avoid the leverage risks of cross-border capital and to build a secure and stable development environment. The implementation of domestic deleveraging policies has effectively curbed the rapid growth of the macro leverage ratio, yet it remains at a high level. With the implementation of various opening-up measures in Hainan, island-wide infrastructure construction, the establishment of key industrial parks, and the transformation and upgrading of real enterprises further stimulate the demand for capital, which puts higher demands on the efficiency of financial services for the real economy. In this context, it is of great theoretical and practical significance to explore how deleveraging policies affect the efficiency of financial services for the real economy. This study takes deleveraging policies as the institutional background and, based on the calculation of the efficiency of financial services for the real economy in 18 cities and counties in HFTP, uses a regression discontinuity design to evaluate the policy effects and explore the policy threshold effects on efficiency improvement. Furthermore, it uses the mediation model to analyze its transmission mechanism. The findings are as follows. (1) After the implementation of deleveraging policies, the efficiency of financial services for the real economy has undergone the throes of reform, and deleveraging policies have exerted a significant adjustment effect on the efficiency. There exists an optimal leverage ratio to promote the improvement of the efficiency of financial services for the real economy. (2) After controlling for other influencing factors within the financial and economic systems, the leverage ratio has a positive impact on efficiency improvement, indicating that maintaining an “optimal leverage” within a reasonable threshold plays a beneficial role. (3) Further mechanism tests show that the financial system structure and the scale of the financial industry, as two important mechanisms on the supply side of finance, exhibit distinct impacts. The former can improve efficiency by increasing the supply of high-quality financial resources, while the latter is constrained by its scale and restricted access to capital sources, thereby leading to a negative effect on efficiency improvement after the implementation of deleveraging policies. The paper not only presents empirical evidence regarding the impact of deleveraging integration on the efficiency of financial services for the real economy but also confirms the existence of a reasonable threshold between leverage ratio and the efficiency, thereby providing valuable insights for policy formulation. The innovation of this paper lies in two aspects. It analyzes the impact and mechanism of deleveraging policies on the efficiency of financial services for the real economy in HFTP, which is characterized by high openness and underdeveloped financial markets. It also provides new evidence for determining the optimal leverage ratio, thereby facilitating a better return of finance to its essence and promoting leapfrog development of the real economy.

旅游景点直播用户参与意愿影响因素研究:基于信息性社会影响的解释

Research into the influencing factors of users’ intentions of engaging the live streaming for tourist attractions: an explanation from the informational social influence

【摘要】随着直播平台的不断涌现和直播场次的不断增长,很多旅游景点直播出现“冰火两重天”现象,如何吸引到足够多的用户参与成为一个重要的研究问题。本文基于信息性社会影响视角,采用情景式问卷调查法探究主播作为影响源和观众作为影响源对旅游景点直播用户参与意愿的影响,并在此基础上分析景点熟悉度的调节作用。研究发现,主播专业性、主播吸引力、主播可信性、主播和其他观众的互动、弹幕质量以及其他观众之间的互动通过信息性社会影响的中介作用对旅游景点直播用户参与意愿有显著正向影响;而景点熟悉度在主播专业性、主播吸引力、主播可信性、主播和其他观众的互动以及弹幕质量对信息性社会影响的影响过程中有显著负向调节作用。本研究为促进旅游景点直播用户参与提供参考。

【Abstract】The COVID-19 pandemic has significantly propelled the global development of live streaming for tourist attractions. With the rapid development of live streaming for tourist attractions and the continuous emergence of new live streaming platforms, live streaming for tourist attractions has experienced “uneven popularity.” Consequently, attracting a substantial user base has become a crucial research question. This study, from the perspective of informational social influence, employs a scenario-based questionnaire survey to examine the impact of streamers and viewers as sources of influence on users’ participation in live streaming for tourist attractions. Additionally, it explores the moderating effect of familiarity with these attractions. The results of the structural equation modeling using Amos show that streamers’ expertise, attractiveness, trustworthiness, and interaction with viewers, the quality of bullet-screen comments, and interaction among other viewers exert a significant positive impact on users’ willingness to engage in live streaming for tourist attractions through the mediating effect of informational social influence. In addition, the results also reveal that the familiarity with tourist attractions significantly negatively moderates the influence of streamers’ expertise, attractiveness, trustworthiness, and interaction with viewers and the quality of bullet-screen comments on informational social influence, but it has no significant moderating effect on the influence of interaction among other viewers on informational social influence. The findings of this study contribute to and enhance the research on users’ participation in live streaming, offering valuable insights into users’ participation in live streaming for tourist attractions. The innovation lies in two aspects. It incorporates social influence theory into the research of users’ participation in live streaming for tourist attractions, broadening the applicability of social influence theory. It simultaneously examines the impact of both streamers and viewers as sources of social influence on users’ willingness to participate in live streaming for tourist attractions, addressing the limitation of solely focusing on streamer-related influencing factors.

第三次分配促进乡村振兴:生成逻辑、运行现状及优化路径

The third distribution to promote rural revitalization: generative logic, operating mechanism and optimizing path

【摘要】第三次分配是在新发展阶段推动经济高质量发展的重要举措,是完善我国收入分配制度的重要补充。在实施乡村振兴战略的大背景下,研究第三次分配对于巩固脱贫攻坚、缓解相对贫困、缩小收入差距、促进共同富裕、实现乡村振兴有着重要的作用。文章基于共益型企业家精神理论、共享发展理论以及协同治理理论,阐明了第三次分配促进乡村振兴的生成逻辑,同时围绕个人、企业、社会团体和政府四个层面阐释了第三次分配推动乡村振兴的运行现状;厘清了第三次分配促进乡村振兴所存在的问题以及问题产生的原因,并且针对社会主体参与第三次分配的行为,从以下四个方面提出优化路径:完善文化动员和组织动员机制,引导全社会参与第三次分配;促进社会企业发展,形成先富带后富的良好局面;完善法律法规,提高社会主体参与第三次分配积极性;运用数字技术对接第三次分配,助力乡村振兴。

【Abstract】Tertiary distribution is an important measure to promote high-quality economic development in the new stage of development, and an important supplement to improve the income distribution system in China. In the context of the rural revitalization strategy, the study of tertiary distribution plays an important role in consolidating poverty alleviation, alleviating relative poverty, narrowing the income gap, promoting common prosperity and realizing rural revitalization. Based on the theories of benefit entrepreneurship, shared development and collaborative governance, this paper expounds on the generative logic of tertiary distribution to promote rural revitalization, and explains the current situations of tertiary distribution to promote rural revitalization from the four aspects of individuals, enterprises, social groups and the government. It further clarifies the existing problems and causes of tertiary distribution in promoting rural revitalization, and puts forward the optimizing path in view of the behaviors of social subjects participating in tertiary distribution. One is to improve cultural mobilization and organizational mobilization mechanisms to guide the whole society to participate in tertiary distribution. Second, the development of social enterprises should be promoted to form a good situation in which the wealthy can make a greater contribution to society. Third, laws and regulations should be improved to enhance the enthusiasm of social subjects to participate in tertiary distribution. Finally, tertiary distribution will be complemented by digital technologies to help rural revitalization.
