中共中央总书记、国家主席、中央军委主席习近平3月5日下午在参加他所在的十四届全国人大四次会议江苏代表团审议时强调，完成“十五五”经济社会发展目标任务，需要应对更加复杂的环境、解决更多深层次矛盾。江苏等经济大省处在改革开放前沿，要在研究新情况、解决新问题上下功夫、出经验。
这是2023年以来，习近平连续四年参加江苏代表团审议，对江苏提出明确要求。2023年他强调，“新征程上，江苏要勇挑大梁、走在前列”。2024年他指出，江苏要“更好发挥经济大省对区域乃至全国发展的辐射带动力”。2025年他指出，圆满实现“十四五”发展目标，经济大省要挑大梁。
