The roof of a privately run school collapsed during morning classes in the northwestern Pakistani city of Peshawar on Thursday, killing dozens of children and a teacher, police and rescue officials said. Officials warned the death toll could rise as rescue teams dug through the debris; Reuters reported at least 32 schoolchildren and a female teacher dead, while the BBC put the figure at 33 pupils and a teacher and Al Jazeera later counted 34 students and a teacher.

The collapse happened at 8:48 a.m. at the Al-Khair Education Centre in Dir Colony, where about 110 students were in three classrooms at the time, and the rescue operation lasted four to five hours. Most of the victims were under 13 and came from low-income households; the dead included 12 girls and a female teacher, and at least 45 children were injured, some critically, according to rescue officials.

"It was a weak building structure. Its roof was overloaded with construction on a weak structure, which caused the collapse," said Peshawar police chief Mian Saeed, who described the failure as "a case of gross negligence". The school's owner was arrested, though he blamed this week's rains for weakening one of the roofs, police said.

The tragedy has revived questions about how Pakistan enforces its building codes, with low-cost private schools often operating from poorly maintained rented buildings. In June, at least 14 children died when the roof of a tutoring centre collapsed in the eastern city of Lahore; the governor of Khyber Pakhtunkhwa has ordered a safety audit of all schools in the province, and Prime Minister Shehbaz Sharif offered condolences to the victims' families.

01

death toll /ˈdeθ təʊl/(英)· /ˈdeθ toʊl/(美) n.(名词短语)

  • The number of people who die in a particular accident, disaster, war or over a given period of time.

Officials warned the death toll could rise as rescuers pulled more children from the rubble of the school.

灾难报道里几乎固定的四个搭配:the death toll rises / climbs / mounts(人数上升);the death toll stands at 35(人数目前为35);the toll could rise(人数还可能上升);take a heavy toll (on sb/sth)(对……

02

rubble /ˈrʌb(ə)l/ n.(不可数)

  • Broken pieces of stone, brick, concrete or mortar left after a building has been destroyed or damaged.

Rescuers clawed through debris with their bare hands, pulling bloodied children from the rubble.

最常考的三个搭配:pull / dig sb out of the rubble(把人从废墟里挖出来);be trapped / buried under the rubble(被困在废墟下);be reduced to rubble(被炸/被震成一堆瓦砾)。

03

accountability /əˌkaʊntəˈbɪləti/ n.(不可数)

  • The fact of being responsible for what you do and being required to explain or answer for it, or to accept punishment for it.

Distraught relatives demanded accountability, accusing the school of ignoring worries about the building's condition.

还有一个固定对儿:transparency and accountability(透明与问责)。
