On December 15, 2020, the launch of the Global Young Leaders Dialogue (GYLD) Program, jointly initiated by the Center for China and Globalization (CCG) and the Academy of Contemporary China and World Studies (ACCWS), was held in Beijing.
以下是帕斯卡尔·拉米（Pascal Lamy）发言全文：
Pascal Lamy, former director-general of the World Trade Organization (WTO), sent a video message for the event. The following is the full transcript of the speech.
首先我想衷心地祝贺，我多年的合作伙伴全球化智库（CCG），成功地发起举办国际青年领袖对话项目。我很荣幸在经年的工作履历中能在国际舞台扮演一定角色。在这些经历中，我常常意识到，我们需要建构的未来不应由“前浪”一代主导，并被旧的体系支配。“建设”“建造”可能并不能恰切定义这个广受撼动的时期。真正符合时代特色的定义可能是“重建”，重建一个世界、一个地球。我认为这个有革新意义的词汇才能准确描述这个被新冠病毒严重摧残的寰宇。在这种形势下，我们既需要继续着手解决疫情前世界的遗留问题，当然，其中有一些问题本身亦是这次疫情的诱因；同时，我们还要去解决当今社会新产生的问题，而这些更紧迫、更危急的问题往往需要愈发广泛的国际合作。即便我们常常深陷紧张而对立的局势，我们更要携起手来，同心对抗这个世界上人类社会出现的分歧和挑战。
Let me first congratulate my good friends, the Center for China and Globalization for launching this new Global Young Leaders Dialogues (GYLD). At my advanced age, and having been lucky enough, to have many different experiences in the international system. I often aware that the future we need today, cannot be built mainly by old people in old structures. Built, building, it’s probably not be the right word today. The right word today is probably to rebuild a world, a planet, that has been very severely hit by COVID-19 pandemic. In such the situation that we now have to cope with old problems that we have not solved before the pandemic. And some of them, maybe at the origin of the pandemic. And new problems, which the pandemic has made more urgent, more dangerous, in need of more global cooperation at a time where stress, tension, opposition, conflicts, are proliferating on this planet.
正是因为我们处在这样一个困难的停滞时期，所以我们需要集结年轻势能，不仅希冀于全世界杰出青年人加强对话交流，更希望这些“后浪”能够共同行动，去创造去改变。这也是“巴黎和平论坛”一直在做的事情：作为一个诞生不久的合作平台，巴黎和平论坛致力于通过协商方式解决最突出国际问题。我在此要非常感谢全球化智库从第一届巴黎和平论坛到如今始终如一的参与和贡献，并由衷地感谢我的挚友全球化智库王辉耀会长当初决定响应巴黎和平论坛倡议的热忱与鼎力支持。我想巴黎和平论坛的特色，不仅是它在参与全球治理，毕竟已经有众多组织和人士在此领域有所建树。真正使巴黎和平论坛与众不同的，是我们平台的“合作性”，是我们缔结不同利益相关者的引力：例如国家、外交官、政府机构等。
Tough time which is why we now need a new generation to engage in not only conversation, not only exchange of ideas, but also these actions. And this is what we are trying to do with the Paris Peace Forum, which is another new form, addressing global problems which have the privilege feature. And I'm very grateful to the Center for China and Globalization, to be a partner of the Paris Peace Forum from the very beginning, my good friend, Henry WANG decided to step into this new initiative. The characteristic of which (Paris Peace Forum) is not that it addresses global problem, lots of organizations, people do that, but we do it in a platform, cooperative way, engaging different stakeholders than usual suspects in the international system, countries, sovereign, diplomats, governments, of course, we need them.
当然，他们是国际合作的主力军。但我们也想重申，巴黎和平论坛的重要标签还有：商界，非政府组织，大型学术机构，城市，当然还有青年领袖，世界同样需要你们来应对诸如和平与安全的全球问题。我知道，目前有许多棘手事件亟待解决，比如：环境可持续发展问题。美国大选后，气候环境领域可能有更多国际合作，改变特朗普执政时期国际互动的空缺。还有社会融合问题、数字技术使用权问题，所有这些都应当在后疫情时代以一种全球合作的方式被慎重考虑，高效解决。当然，我深切希望全球能够早日摆脱新冠危机的戕害。所以，我热切期盼年轻的你：请加入进来，请用你的热情来应对世界分裂情绪，我们需要你勇敢地发出全新的声音，这一点已是重中之重。我们也需要青年用饱满的能量推动事物发展，和他人一道，将思想付诸实践。我个人认为通向全球治理的捷径，正是你们：优秀的青年领袖们。
But we also believe, and that’s the specifity of Paris Peace Forum, that we need businesses, we need non-governmental organizations, we need big academic institutions, we need cities, we need young people to step in, In order to address the problems we have, whether it's peace and security. We know we have serious problems in this era worst environment sustainability, at a time where global cooperation, maybe stronger following the US elections, vain during the mandate of Mr. Trump. Social inclusion, digital rights, all those issues need to be real date after the COVID, hoping that this COVID will be gone as soon as possible. So, my message is very simple to young people like you: please engage, please step in. We need you not only for fresh ideas, and that's already very important, but also for the energy you can bring into moving things forward, whether with others or with the view you have. Personally, with France, what should be done, there is a short road to global governance, which is you, young people, we need you on board, of the fresh global governance efforts. Thanks for your attention.
