为什么欧洲和中国如此相似?——大政府低收入不平等

2023年12月25日上午,北京大学国家发展研究院将举办【朗润·格政】第179期,邀请俄罗斯科学院中央经济和数学研究所首席研究员弗拉基米尔·波波夫(Vladimir Popov)教授,分享他关于欧洲模式和东亚模式的比较研究。他认为,东亚模式在追赶发展方面,甚至在技术前沿之外的创新方面,优于其他发展中国家的经济模式。东亚模式与欧洲模式有很多相似之处,包括相对较低的收入和财富不平等,以及强大的国家机构能力等。

弗拉基米尔·波波夫(Vladimir Popov)自2016年起担任俄罗斯科学院中央经济与数学研究所首席研究员。他兼任俄联邦总统国家行政学院(RANEPA)兼职研究员、俄罗斯新经济学院名誉教授,以及渥太华卡尔顿大学欧洲与俄罗斯研究所兼职研究教授。

2009-2015年,他任联合国经济和社会事务部高级经济事务官员和区域间顾问;1996-1998年任联合国大学世界发展经济研究所高级研究员。在20世纪90年代和21世纪初,他在多所高校任教职,包括俄罗斯联邦经济大学,加拿大的女王大学、多伦多大学和卡尔顿大学,芬兰赫尔辛基经济学院,德国凯泽斯劳滕大学,以色列耶路撒冷希伯来大学。

波波夫的研究领域主要为世界经济和发展问题。他的专著“Mixed Fortunes: An Economic History of China, Russia, and the West” (Oxford University Press, 2014),在2018年由格致出版社和上海人民出版社出版中文版《荣衰互鉴:中国、俄罗斯,以及西方的经济史》。

Why Europe looks so much like China: Big government and low income inequalities

One view in the literature (Popov 2020) is that East Asian model is superior to other models in the Global South, at least in terms of catch-up development and possibly even in innovations beyond the technological frontier. Unlike economic models in Latin America and Sub-Sahara Africa, the East Asian model prioritizes community interests (e.g., that of work collective, neighbourhood, nation-state, and all of humanity) over those of individuals with the possibility of limiting some human rights for the greater benefit of all. Crucial features of the East Asian economic model include relatively low income and wealth inequalities, strong state institutional capacity (as measured by the murder rate and share of the shadow economy).

On the morning of December 25, 2023, the National School of Development (NSD) of Peking University will host the 178th NSD Policy Talk, which invites Professor Vladimir Popov, Principal Researcher, Central Economics and Mathematics Institute of the Russian Academy of Sciences, to share his view on the comparison of the European economic model and East Asian model.

About the Speaker

Vladimir Popovis working in Central Economics and Mathematics Institute of the Russian Academy of Sciences (CEMI RAN) as a principal researcher since 2016. He is also a leading part time researcher in RANEPA, professor emeritus at the New Economic School in Moscow, and an adjunct research professor at the Institute of European and Russian Studies at Carleton University in Ottawa.

In 2017-2021 he was the Research Director of the Dialogue of Civilizations Research Institute in Berlin. In 2009-15 he worked in DESA, UN, as a Senior Economic Affairs Officer and Interregional Adviser. In 1996-98 he was a Senior Research Fellow in the World Institute for Development Economics Research of the United Nations University (WIDER/UNU) in Helsinki, Finland. In the 1990s and 2000s he was also teaching at the Academy of National Economy (Moscow), at Queen's University, University of Toronto and Carleton University in Canada, Helsinki School of Economics in Finland, University of Kaiserslautern in Germany; Hebrew University of Jerusalem in Israel; he was doing research in Italy, Japan, Sweden, and US.

He published extensively on world economy and development issues (editor of 5 books, author of 10 books and hundreds of articles, including in Journal of Comparative Economics, World Development, Comparative Economic Studies, New Left Review, as well as essays in the media). His books and articles were published in Chinese, English, Farsi, French, German, Italian, Japanese, Korean, Norwegian, Portuguese, Russian, Spanish, Turkish.

His most recent books include —— “Mixed Fortunes: An Economic History of China, Russia, and the West” (Oxford University Press, 2014), which was also published in Chinese as荣衰互鉴:中国、俄罗斯,以及西方的经济史(格致出版社,上海人民出版社; 2018); Mapping the New World Order, Edward Elgar, 2018 (co-edited with Piotr Dutkiewicz); Macroeconomic Policies in Countries of the Global South. Nova Publishers, 2019 (co-edited with Anis Chowdhury); and When Life Expectancy Is Falling: Mortality Crises in Post-Communist Countries in a Global Context. Nova Publishers, 2020.

In 2010, Russian magazine "Russkiy Reporter" listed Popov among 10 most influential Russian economists and sociologists of 2000-10. In 2011 his book “Strategies of Economic Development” was awarded the prize “Social Thought”.

He graduated from the Economics Department of the Moscow State University in 1976 and holds PH.D.s (Candidate of Science, 1980; and Doctor of Science, 1990) from the Institute of the US and Canada of the Academy of Sciences of the USSR.
