全市统筹推进外商投资促进工作的实施，给了金山区新的抓手。金山区将重点加强“资源对接”“展会招商”“海外招商”三方面工作。

加强资源对接，即，储备一批前景好、质量高的外资项目，加大与上海市商务委等部门的对接，定期走访调研全球招商合作伙伴、金融机构、咨询机构、行业协会等优质第三方资源，不断拓宽外资项目信息渠道，持续跟踪推动高能级外资意向项目。
To strengthen resource docking is to reserve a batch of foreign-funded projects with good prospects and high quality, to increase docking with Shanghai Municipal Commission of Commerce and other departments, and to regularly visit and investigate global investment partners, financial institutions, consulting agencies, industry associations and other high-quality third parties resources, to continuously expand the information channels of foreign-funded projects, and to continue the tracking and promoting of high-energy foreign-funded intention projects.
加强展会招商，即，组织一批效果佳、影响大的外资活动，针对在沪举办的影响力大、产业契合度高的重要会展活动，制定“一展一策”“—会一策”专题招商方案，精准对接知名参展企业、来沪经贸团组嘉宾，分级分类开展招商洽谈。

金山区2024年计划完成合同外资确保数5.3亿美元。为此，重点引增量，以“联动”促“主动”：建立市、区、镇三级联动招商工作机制，分类分级设立招商工作专班，推动重点外资项目加速落地;进一步压实各镇(园区)招商主体责任，形成“协同联动、多元协作、精准高效”的大招商格局，力争落地一批见效快、能级高的外资项目。

挖存量，以“政策”促“到位”：把外资先进制造业增资超过千万美元的奖励政策用好，特别对于现有跨国公司地区总部企业，鼓励其加大投资和扩产力度;通过走访调研、数据分析等多种形式,掌握区内存量外资企业的股权转让、利润再投资等情况，合理引导外企资金到位。
To promote investment implementation driven by policies: making good use of the incentive policy of foreign-funded advanced manufacturing industry with capital-increase of more than 10 million US dollars, especially for the existing regional headquarters of multinational companies, encouraging them to increase investment and expand production through various forms such as visits and surveys, data analysis, etc., grasping the equity transfer and profit reinvestment of existing foreign-funded enterprises in the region, and reasonably guide foreign enterprises to obtain funds.
提质量，以“服务”促“效能”：推行“首席联络”服务，建立“网格管理”机制，各镇(园区)开设“外资服务专窗”，成立外资专管队伍，与辖区内的外资企业沟通交流，积极宣传政策、回应企业诉求;探索“俱乐部”服务模式，进一步增进区内的外资企业之间的沟通交流,推动总部和研发中心集聚。
To improve quality and promote "efficiency" with "service": implementing "chief liaison" service, establishing a "grid management" mechanism, setting up "foreign investment service windows" in each town (park), setting up foreign investment management teams, and communicating with foreign-funded enterprises in the jurisdiction, actively publicizing policies, and responding to corporate demands, exploring the "club" service model, further enhancing communication among foreign-funded enterprises in the district, and promoting the gathering of headquarters and R&D centers.
目前，金山区已与东浩兰生(集团）有限公司签署战略合作协议，聘任高力国际、交通银行上海市分行等10家企业机构作为金山区的全球招商合作伙伴。金山区将聚焦“生态圈”“朋友圈”“辐射圈”，与全球招商合作伙伴建立联络机制，深化合作能级，共享投资“繁花”期。
At present, Jinshan District has signed a strategic cooperation agreement with Donghao Lansheng (Group) Co., Ltd., and hired 10 enterprises and institutions including Colliers International and Bank of Communications Shanghai Branch as its global investment promotion partners. Jinshan District will focus on the "ecosystem", "circle of friends", and "radiation circle", establish a liaison mechanism with global investment partners, deepen cooperation energy levels, and share the blossom period of investment.
