Core Official Eligibility
官方核心认定标准
Standard Type B requirement: Bachelor’s degree + 2 years relevant work experience.
常规 B 类标准：本科 + 2 年相关工作经验。
High-skilled talents may be eligible for case-by-case relaxation.
高技能人才可申请个案放宽。
Relaxed condition for high-skilled: College degree + 3 years relevant experience + official intermediate/above skill certificate.
高技能放宽条件：大专 + 3 年相关经验 + 官方中级及以上技能证书。
Skill certificate must match the applied position.
技能证书须与申请岗位一致。
Scoring system is still required (≥60 points).
仍需计分达标（≥60分），并非无分数要求。
Age & Salary Requirements
年龄与薪资标准
Normal age limit: ≤60 years old.
常规年龄上限：≤60 周岁。
Talents on the official overseas qualification list (Type A)may be extended to 70 years old (case-by-case).
列入官方境外资格清单A类人才，可个案放宽至 70 周岁。
Salary benchmark: 4 times Shanghai social average wage (≈49,000 RMB/month in 2026).
薪资基准：上海社平工资 4 倍（2026 年约 4.9 万元 / 月）。
Onlyextremely scarce positions approved officiallycan be reduced to ≥3.5 times social average.
仅官方认定的极度紧缺岗位可下调至不低于 3.5 倍。

Applicable to key industries and officially recognized scarce skilled positions.
仅限重点产业、官方认定的紧缺技能岗位。
It is NOT applicable to all industries.
并非不限行业全面开放。
Approval & Benefits
审批与配套政策
Official processing time: normally about 10 working days.
官方办理周期：常规约 10 个工作日。
High-skilled / scarce posts may enjoy green channel priority.
高技能 / 紧缺岗位可享受绿色通道优先审批。
No official commitment of “fixed 5–7 working days”.
无官方统一 “5–7 个工作日” 办结承诺。
Max 5-year residence permit is available for qualified applicants.
符合条件可申请最长 5 年居留许可。
Overseas Talent Residence Permit (Type B) requires separate application and approval.
海外人才居住证B证需单独申请、另行审核。
