Zhao Hai, director of International Political Studies at the National Institute for Global Strategy, breaks down the three key words that now define the ties: constructive, strategic and stable. Stability, he argues, is what both sides need and must serve as the overall guideline. Both sides must actively contribute. If only one side makes the effort, it won't work. "If both sides stick to this definition," Zhao says, "we have reason to look at the relationship with a much more positive eye."
