停车多待了一分钟,却要向上取整多付半个钟甚至一个钟的停车费……这种“向上取整”的收费方式,让许多车主苦不堪言。
今年开始,全国多地对道路、公共停车场的停车收费进行了下调,延长了免费停车时长,降低了收费标准,还开始推行以分钟为单位的精准计费。
Parking for just one extra minute can sometimes mean paying for another 30 minutes, or even a full hour.
Starting this year, many cities across China have cut parking fees, extended free parking periods, and begun introducing more accurate, minute-by-minute billing.
最近,浙江杭州的一位车主发现,家门口的公共停车场从原来“向上取整”已经开始按分钟收费。“这个挺好的,停多少分钟就收多少钱。好多停车场,停了两小时多几分钟,就要按照多停一小时来收费。”
A driver in Hangzhou, Zhejiang province, found that a public parking lot near his home had stopped rounding up fees and started charging by the minute.
"It's much better. You pay for the exact time you park," he said.
运营该停车场的工作人员表示公司旗下的3个停车场都参与了停车收费政策改革试点,车主对这个计费方式纷纷好评。
上海市发展改革委日前发布公告,对上海市道路停车收费政策优化方案公开征求意见。优化方案拟规定,车辆在上海市道路停车场(同一路段内)停放时长15分钟(含)以内免费,超出15分钟的,自开始停放时间起计费;单台车辆在全市范围内每自然日可享受2次短时免费停车。
Shanghai has also released a draft plan to improve roadside parking fees. Under the proposal, vehicles parked for 15 minutes or less on the same road section would be free of charge. Once parking exceeds 15 minutes, fees will be calculated from the start of the parking time. Each vehicle could enjoy this short-term free parking twice per day across the city.
方案发布后,不少市民都认为,新规对临时停车办事十分友好。让车主开车更灵活;办事更方便。
对比新旧收费标准可以发现,此次收费标准调整体现了政府部门通过价格杠杆调节停车资源,鼓励发展街边经济、夜间经济的政策考量。今年以来,江西南昌、湖南长沙等地,都已出台相关政策,优化城市道路停车管理细则。
This year, cities including Nanchang in Jiangxi province and Changsha in Hunan province have also introduced similar policies to improve urban roadside parking management.
北京交通大学北京综合交通发展研究院教授郑翔表示,我国城市道路停车收费管理,正在从先收费后服务的粗放模式,向时停时付的精准化运营模式转型。这背后其实是消费者权益保护规则、智慧停车技术能力与城市治理逻辑的共同升级。
According to Zheng Xiang, a professor at Beijing Jiaotong University, China's urban parking fee system is shifting from a rough, pay-first model to a more precise pay-as-you-park approach, driven by stronger consumer protection, smarter parking technology, and better urban governance.
