近期，北京市交通运输执法总队依法对上海哈啰普惠科技有限公司在北京违规超量投放共享自行车的行为进行立案调查。
Beijing's transport authorities have launched an investigation into Shanghai Hellobike Co Ltd for deploying a large number of unregistered shared bicycles in the city without approval.
4月7日，总队接到线索举报，反映哈啰公司在中心城区多个点位违规大量投放未备案车辆。次日，执法人员现场核查确认，举报属实，并依法对哈啰公司进行行政约谈，开具《责令改正通知书》，要求其于4月10日前完成整改，回收未备案车辆。
The case began on April 7, when authorities received a tip-off about Hellobike placing unregistered bikes at multiple downtown locations. An on-site inspection the next day confirmed the violation. The company was ordered to remove all unauthorized bikes by April 10.

4月13日，执法人员复核整改情况，发现东城区盛德紫阙、簋街等地仍存在大量未备案车辆，经认定，哈啰公司未按交通行政管理部门要求投放车辆，且拒不改正，违反了《北京市非机动车管理条例》及《北京市互联网租赁自行车监管管理办法（试行）》有关规定。针对哈啰公司未按照交通行政管理部门要求投放车辆、拒不改正的行为，依据《北京市非机动车管理条例》第二十条第一项、第三十一条及《北京市交通运输行政处罚裁量基准》，总队将依法对哈啰公司作出行政处罚，并调减其运营规模。目前，该案正在按法定程序办理。
However, a follow-up review on Monday found that many unregistered bikes remained in areas such as Shengde Zique and Guijie Street in Dongcheng district. Hellobike was found to have failed to comply with the regulatory requirements and refused to make corrections — a breach of Beijing's non-motor vehicle management rules.
As a result, the transport enforcement corps will impose penalties on the company and reduce its operational scale in the capital. The case is moving forward through legal procedures.
当日，北京市交通委会同中心城区行业管理部门再次对哈啰公司进行行政约谈，指出哈啰公司违规超量投放未备案车辆，严重违反了《北京市非机动车管理条例》相关规定，严重破坏了北京市共享自行车市场运营秩序，大量挤占城市有限的公共道路资源，性质恶劣，对哈啰公司提出严肃批评，并责令其于4月17日前全部回收违投车辆。
On the same day, the Beijing Municipal Commission of Transport held another administrative meeting with Hellobike, issuing a stern warning. The company was criticized for severely disrupting the bike-sharing market and occupying limited public road space. It has been ordered to withdraw all illegally deployed bikes by Friday.
下一步，北京市交通部门将持续加大共享自行车行业监管力度，督促各运营企业切实履行主体责任，依法合规经营。对违规投放、数据接入不及时等问题，依法采取约谈、行政处罚和动态调控总量等措施。对屡查屡犯、拒不整改的企业，会依法从严从重处罚。
Moving forward, Beijing will tighten oversight of the bike-sharing industry, requiring operators to comply with all regulations. Measures such as administrative talks, fines, and fleet size adjustments will be used against violations. Companies that repeatedly ignore rules or refuse to correct their actions will face stricter penalties.
